Vocational Training and Labour Market Advisor. Focus: Labour Migration

The GIZ Jordan Project “Partnership Approaches for Development-oriented Vocational Training and Labour Migration (PAM)” is seeking a “Vocational Training and Labour Market Advisor. Focus: Labour Migration,” for full-time base employment .

Qualifications and specialist knowledge 

  • Bachelor’s degree in social science, economics, management and any other related field
  • At least 7 years of professional experience and relevant expertise in project management
  • Very good organizational and networking skills
  • Professional experience in the field of regular migration in labour and training and/or studying purposes and cooperating with the private sector.
  • Advising, empathy, communication, cooperation and methodological skills
  • Commitment, team spirit, reliability, gender competence and intercultural understanding
  • Very good digital competencies (MS Office: MS Teams, Power Point etc.)
  • Excellent communication skills
  • Counselling skills
  • Excellent Arabic and English language skills / German language skills are desirable.

Main activities

  • Providing guidance to PAM applicants regarding their labor and vocational training goals, opportunities for apprenticeships in Germany, the visa process, and future career pathways.
  • Supporting the development and implementation of training programs in collaboration with PAM partners in Jordan, focusing on aspects such as "world of work" orientation and intercultural preparedness through language courses and pre-vocational technical training.
  • Assisting project partners in Jordan implementing project activities, offering advices, and ensuring regular follow-up.
  • Collecting, organizing, and maintaining records of project-related data.
  • Processing monitoring data to prepare reports and provide project steering advice.
  • Conducting field visits to project beneficiaries, entering beneficiary information, and ensuring the quality of collected monitoring and evaluation data.
  • Compiling project activity overviews, and regularly updating team meetings with progress, deadlines, etc.
  • Supporting the coordination of internal and external PR-related communications including creating PR/communication materials on project activities and supporting media content development.
  • Assisting in event management for project activities including supporting the preparation of meetings, trainings, and workshops, including the documentation.

Core tasks

In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission’s outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required.
