Job Purpose

Managing construction projects (plans, budgets, schedules, organizes, and controls assigned project) and oversee its progress as per plans along the way in a timely and cost-effective manner. Coordinates with Site Engineer, and project staff and studying specifications and construction procedures and exercises functional authority for all scope of works and related construction activities by managing all activities on a project/site in an efficient and effective manner.

Strategic Duties

  • Setting plans and programs that strive to improve the effectiveness of the Section/Project.
  • Monitoring the performance of the project and following up on the set Key Performance Indicators

Technical Duties

  • Ensuring that all construction/subcontracting activities within the designated project/area are well planned, coordinated and be able to utilize all available resources in coordination with Construction Manager in directing and supervising all involved site personnel and subcontractors.
  • Delivering the assigned project as per scope, quality, budget, and schedule by providing site/project related project management throughout the different stages of construction from inception to execution and delivery/commissioning/ handover.
  • Providing day to day management of the assigned project and drawing on different disciplines and expertise to serve the project needs.
  • Assisting in the selection of contractors/subcontractors and managing/coordinating the procurement of construction related items/services for the site/project.
  • Identifying, obtaining, reviewing, and checking technical information and existing services/items data related to site/project (site selection, feasibility studies, precedent research, site surveys, existing utility services, standards).
  • Drafting the scope of work statements and preparing project requirements and assembling input from the concerned parties.
  • Participating in the preparing of “BOQ” and managing the procurement of materials/services in coordination with the concerned parties.
  • Reviewing the assigned project plan with Planning to determine timeframe, budget limitations, procedures for accomplishing scheduled works, staffing and administrative requirements, and allocation of available resources to various phases of the project.
  • Establishing work plan and staffing for each phase of the assigned project, and arranging for assignment of duties, responsibilities, and scope of authority for project personnel.
  • Implementing project budgeting, operation plans, and quality procedures, and delegating responsibilities to the site engineers, foremen, subcontractors and workers.
  • Consulting with Engineering & Design to make sure design intentions are met.
  • Ensuring the proper adherence to project budget, time schedules, specifications, and drawings/ designs.
  • Developing periodical materials requests and ensuring compliance with the set budget/lead times.
  • Supervising and coordinating activities of project personnel to ensure project progress is on schedule and within prescribed budget.
  • Participating in Preparing work schedules, breaking down activities to related tasks, and setting milestones to measure project progress.
  • Monitoring the progress of the assigned project to ensure the achievement of desired performance and compliance with the execution plan.
  • Preparing and coordinating all project-related administrative requirements to ensure proper logistics support for the executed project.
  • Configuring, managing, and supervising the implementation of the assigned project to ensure optimal utilization of resources and meeting the schedules.
  • Supervising construction/project sites to make sure standards of performance, quality, HSE, & cost schedules are maintained.
  • Recommending actions to reduce the delays in projects and enhance the productivity of resources.  
  • Reviewing meeting the contractual conditions and performance.
  • Complying with the highest level of quality, health, safety, and environmental standards during all stages of project execution and pro-active with safety groups and subcontractors to promote safe and hazardous free work within the designated areas.

ADMINISTRATIVE DUTIES

  • Conducting periodic meetings with planning, procurement, subcontractors & subordinates for reviewing progress and work plans, discussing their suggestions, and taking suitable actions accordingly.
  • Preparing periodic (weekly, monthly and quarterly) reports with respect to the activities and achievements to be submitted to the direct supervisor for review.
  • Identifying training needs of subordinates and evaluating the outcomes of the training courses in coordination with the concerned HR staff.
  • Conducting performance appraisals for subordinates according to scheduled plans and recommending necessary actions as per the applied practices at TAJ ALSAFA.
  • Specifying manpower requirements according to the recruitment and selection system and as per the human resources planning practices at TAJ ALSAFA.
  • Following-up employee affairs including vacations, leaves …etc.
  • Performing other duties related to the job as assigned by the direct supervisor.

Qualifications

  •  Bachelor’s degree in civil engineering or equivalent.
  •  PMP
