Jordan Water Efficiency and Conservation Activity (WEC)

The Jordan Water Efficiency and Conservation Activity (WEC) funded by USAID/Jordan and implemented by Tetra Tech ARD (http://www.tetratech.com/intdev) is currently accepting expressions of interest for qualified candidates to fill the position of Director of Administration and Finance (DAF). The purpose of the WEC Activity is to increase water use efficiency and conservation in Jordan by applying commercial incentives to the agriculture, industrial, and the municipal sectors and strengthening the Government of Jordan (GOJ) governance over irrigated agriculture.

Tetra Tech seeks applications from experienced and qualified candidates for the following position:

 

Director of Administration and Finance (DAF) (1 post) – based in Amman

 

Reporting to USAID WEC Chief of Party (COP), The Director of Administration and Finance (DAF), leads and supervises administration, human resources, finance, contracts and procurement, and logistical support personnel to ensure timely provision and delivery of all financial, administrative, compliance, procurement, and subcontracts for the Activity. The DAF Supervises: Senior Accountant, Procurement & Subcontracts Manager, and Logistics & Admin Manager and admin support staff.

The DAF will have the following main responsibilities and tasks:

The DAF is responsible for overseeing the overall functions of the project office, including the supervision of both operational and administrative teams. This role involves managing project-related human resources, such as recruitment, hiring, and the enforcement of employee policies and procedures. Key duties include managing HR systems and records, ensuring timesheets are completed and processed appropriately, and conducting annual performance reviews for employees under DAF supervision. The DAF also assists the COP with arranging technical and administrative support for short-term consultants and contractors, oversees the arrangement of conferences, meetings, and seminars, and supervises property management in coordination with the Logistics and Administrative Manager. The DAF ensures compliance with administrative and management policies, develops and implements operating policies, and manages the VAT tax exemption process. Financial oversight responsibilities include coordinating with senior staff on financial matters, reconciling financial reporting, managing bank accounts, and ensuring timely cash flow replenishment. The DAF is also responsible for supervising petty cash and payroll payments, processing travel expense reports, and ensuring adherence to Tetra Tech accounting and procurement standards. In procurement and subcontracts, the DAF ensures adherence to USAID regulations and Tetra Tech ARD policies, coordinating with the Procurement and Subcontracts Manager for proposals and documentation. Lastly, the DAF coordinates local and international travel in collaboration with the Logistics and Administrative Manager and Tetra Tech ARD/Burlington travel office.

 

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION:                       

University degree in business administration, accounting, financial management or its equivalent.

 

WORK EXPERIENCE:         

  • With a Master’s Degree must have ten (10) years relevant work experience. With a Bachelor’s Degree must have fifteen (15) years relevant work experience. Experience must include working in administration and finance with international organizations providing contractual technical assistance services.
  • A minimum of five years working experience in a senior supervisory role. This work experience must comprise considerable familiarity with accounting, payroll, human resources, procurement, and logistical support services. Work experience providing contractual technical assistance to USAID is preferred.

SKILLS:                                             

  • Excellent organizational skills
  • Demonstrate the ability to communicate clearly and effectively with all levels of staff.
  • Ability to act as mediator in conflict situations.
  • Working knowledge of data management using Microsoft Word and Excel software programs. 
  • Extensive knowledge of personnel administration principles, wage, and salary administration.
  • Excellent organization and time management skills.
  • Demonstrates the authority and sensitivity to manage project staff.
  • Excellent multi-tasking skills and be capable of efficiently and effectively responding to the needs of the project staff in a timely manner.
  • Ability to effectively respond to continuously evolving administrative and financial priorities.

LANGUAGES:                                   

Excellent command of the English Language (written & oral) and fluent Arabic required.
