DEPARTMENT PURPOSE: The project and advocacy manager will work in close coordination with the country programme team and the project partner. They will be responsible for managing the project, providing leadership and effective coordination, as well as offering specific technical expertise to guide the project's implementation. The project aims to: support the labour market access and employment of young people; support self-employment and micro and small enterprises; and promote the creation of solid foundations that can sustain long-term socio-economic growth. This will enable the public and private sectors to jointly promote the labour inclusion of vulnerable groups, with a particular focus on supporting GBV survivors and women at risk.

JOB PURPOSE: To lead and manage a gender and economic justice-focused project, particularly supporting GBV survivors and women at risk, in collaboration with key consortium partners. This includes ensuring proper implementation of activities, managing strategic evidenced-based advocacy, public campaigning, and conducting MEAL activities to achieve project objectives effectively.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

  1. Project Management - 55%
  • Collaborate with the Lead applicant WRO and co-applicant AWO for effective implementation of project activities.
  • Manage the strategic evidenced-based advocacy and public campaigning under outcome 2.
  • Support in conducting MEAL activities and coordinate steering committee meetings.
  • Oversee technical reporting and monitor project progress, ensuring safe programming, risk management, and mitigation.
  • Provide timely information for donor and internal reports, ensuring standards and requirements are met.
  1. Capacity Development (20%)
  • Coordinate closely with partners to deliver project activities.
  • Ensure the capacity development component is effectively delivered to partners based on their needs.
  1. Advocacy and Stakeholder Engagement (25%)
  • Develop and maintain relationships with key stakeholders including partner organizations, relevant ministries, government counterparts, and donors.
  • Represent Oxfam and the project at meetings and events.
  • Lead the advocacy efforts, ensuring alignment with the project's objectives and Oxfam's strategic goals.
  • Identify opportunities for public campaigning and influence to advance the project's aims in gender and economic justice.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • Proven experience in program management of national/regional programs in international NGOs.
  • Proven experience in designing and implementing advocacy strategies and campaigns on gender justice and women’s rights.
  • Excellent knowledge of budgeting and report writing
  • Experience in donor relationship development and all aspects of donor reporting.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Committed to Oxfam principles.
  • Proven influencing and negotiating skills with internal and external audiences.
  • Languages: excellent English and Arabic spoken and written.
