Location:

Amman with frequent travel to programme locations in Jordon and potentially to other countries covered by the regional office

Reports to:

Regional Head of Programmes

Direct Reports:

Programme Officer, relevant consultants and interns.

 

 

 

Role Overview:

Lead and strategically manage AAAR ’s EU Funded Programme as Women Empowerment and Protection specialist of the organization.

Ensure effective coordination and operationalization of the EU project with meaningful engagements with donors, I/NGOs, government stakeholders, partners  AA works with and other relevant  Team members in A AAAR .

Ensure operational implementation of the Regional Strategic priorities linked to Women Empowerment, Women led  emergency response and Protection

Areas of Responsibilities

Key Activities

Strategic Engagements

  • Engage in developing strategic plans and interventions of the Women empowerment and protection programme.
  • Lead in ‘Programme Designing’ linked to Strategic Objectives of AAAR
  • Ensure strategic linkages with stakeholders are in place and build strategic relationships.
  • Engage with donors, Women empowerment and protection coordination bodies, national & international level meetings and events to highlight AA ARI’s Women empowerment and protection work and for fundraising.
  • Ensure effective coordination within AAAR and AA Federation members

Protection

  • As protection specialist provide technical inputs, guidance and support to  AAAR Women empowerment and protection Programme.
  • Coordinate with IHART in mainstreaming women led community based protection as a niche of AAI.
  • Engage in evidence based Policy / Advocacy work in collaboration with Policy team of  ActionAid Nationally and internationally.
  • Build capacity of AAAR team and partners on ‘Protection” so team has clear and meaningful understanding of ‘Protection in a Women empowerment and protection context’ more specifically ‘Women Led Community Based Protection.’
  • Ensure proactive planning and strategy development of ‘Protection Engagement’ in the changing context of the Protracted Crisis in the region.
  • Represent AAAR in UN Protection Cluster meetings and in other relevant coordination bodies.
  • Effective documentation and publication of AAAR Protection approach, methodologies, and processes.

Women empowerment and protection Programme

 

 

  • Provide strategic direction and management of AAAR Women empowerment and protection programme, projects and team, in particular but not only the incumbent will manage the EU Funded Project on Women Friendly Label
  • Be up to date with current Women empowerment and protection context in the region, country contexts and international perspectives that informs effective implementation of the Women empowerment and protection Programme of AAR
  • Ensure AAAR Women empowerment and protection programmes are effectively coordinated and operated by the team internally and externally.
  • Ensure policy focus of AAAR on Access to information, women’s rights and gender-based violence and economic empowerment is followed up and grounded in the Women empowerment and protection programme.
  • Ensure respect of donors requirements and its policies by team/partners
  • Ensure proper programme inductions are provided at all levels (internal and external stakeholders) to achieve mutual understanding and compliance to programme requirements.
  • Oversee programmes in the region
  • Ensure all reporting requirements and compliances are met.
  • Provide technical guidance and support to both Jordon & Lebanon programme coordinators or focal persons.
  • Ensure proper systems, tools and mechanisms are in place for the effective implementation of programmes.
  • Monitor the progress of the programme and intervene when necessary to ensure speed and quality.
  • Ensure meaningful Programme team meetings in coordination with the AAAR stakeholders eg; Policy, GP, functions, etc.
  • Ensure all required linkages for the programmes are in place as identified by the team for quality outputs and outcomes envisioned.
  • Lead, inspire, guide and support programme team to link with identified agencies, institutions, forums and networks on Women empowerment and protection.
  • Overall strategic management of Women empowerment and protection Programme’s local partners.
  • Budget management and approvals.

Policy Advocacy & Campaigns

  • Engage in ‘Women empowerment and protection policy focus of AAAR; access to information, women’s rights, GBV and economic empowerment.
  • Provide evidence bases inputs to the global and regional Advocacy focal points on Women Rights, Women conditions and policies
  • Ensure program implementation and activities are contributing to AA campaigns
  • Advocate with stakeholders whenever necessary on AAAR’s policy positions linked to Women empowerment and protection.

Fundraising

  • In liaison with the Fundraising manager and SMT, support the development of concept notes and proposals on his/her technical  area of expertise
  • Ensure timely and relevant program report submissions to relevant donors and functions to ensure donor retention
  • Meeting with donors to present the Women empowerment and protection Programme of AAAR and inspire them to support.
  • Ensure all requirements for proposal development is followed including: assessments, data collection, context analysis, consultation with communities etc.
  • Ensure visibility of AAAR’s Women empowerment and protection work and dissemination with strategic stakeholders (internally and externally)

 

Networking and participation in external platforms & Fora

  • Representation of AAAR in key technical working groups and networks at various identified and agreed levels
  • Attend / delegate attendance in key UN cluster meetings locally and nationally and strategically engage in important national and international level networks, forums and meetings.  
  • Represent ActionAid in meetings with Government agencies, external stakeholders nationally and internationally when required.
  • Participate in meetings with relevant government ministries and other stakeholder as required.

GENERAL

  • Ensure a clear understanding of the vision of AAAR and develops a mutual understanding of vision, goals and objectives of the organization’s Women empowerment and protection intervention in the region.
  • Mainstreaming of Transparency & Accountability systems, tools and mechanism in AAAR
  • Ensure AAAR is adequately equipped and prepared for  women led emergency response.
  • Assure AA values, principles and HRBA is mainstreamed in the programme.
  • Provide guidance, mentoring and support to team members and organize capacity building initiatives to meet gaps.

Person Specification

Education & Certifications

  • Essential to have a Bachelors Degree in Gender Studies, Social Sciences, Psychology, Human Rights or a related field
  • Masters Degree preferred
  • Minimum 5 years relevant work Experience Essential
  •  

Essential  Experience Knowledge and Skills

  • At least 5 years of experience in Managing Programmes.
  •  At least 3 years' experience in implementing women empowerment projects or GBV programs, preferably in the field of MHPSS and GBV risk reduction strategies for women in Work place.
  • At least 3 years’ experience in managing institutional and international donor funded projects, especially EU funds
  • Clear understanding of gender, human rights, and issues surrounding violence against women and girls.
  • Knowledge, skills and experience in participatory methods of community development and mobilization
  • Extensive experience in strategically managing programmes/projects, including multiple stakeholders and implementing partners
  • Experience in Compliance, Literacy in Finance and experience in budget management and MEAL
  • Demonstrated strong skills inPartnership Development and management and networking with government, civil society and other stakeholders.
  • Team management skills and ability to remotely manage and follow up with team members
  • Management of not for profit programmes with HRBA
  • Strong sense of team spirit and teamwork
  • Excellent communication skills both in written/oral Arabic and English
