POSITION SUMMARY:
Staff reporting to this post: Sr. Finance Coordinator
KEY AREAS OF ACCOUNTABLITY
- Oversee all accounting, financial management and internal financial controls expenses and budget of all projects to comply with Blumont policies and procedures.
- Ensure that financial practices are in line with all Blumont and donor regulations.
- Responsible for annual tax filing and tax clearing with relevant government entities
- Oversee Blumont Jordan finance team and provide overall leadership and guidance.
- Review all project(s) monthly invoices and payment requests, check documents for accuracy, completeness, ensure expenses are allowable, reasonable, and allocable and within the programs approved budget.
- Prepare and review budget and projections.
- Prepare donors financial reports as part of the deliverables set forth in the signed contract(s).
- Track project expenses on a monthly basis and prepare monthly expense reports in close coordination with the program team
- Review monthly fund requests.
- Work with program team on project budget planning and management.
- Provide program and operations teams with the financial data and information.
- Ensure that financial practices are in line with all Blumont and donors regulations.
- Monitor budget on a monthly basis, and monitor all expenditure, PRFs, cheques printed, payments made, processing of journal entries.
- Prepare internal budgets for the different proposals Blumont bids on as well as projections.
- Set up project codes and budget structure for new projects.
- Check budget availability for all procurement (approve PRFs requests).
- Monitor cash flow within the e-banking system.
- Establish, maintain and reconcile the general ledger.
- Ensure/Approve all transactions are properly recorded and entered into the Cost Point System.
- Review the yearly close out journal entries.
- Review and check bank statements.
- Prepare closing packages at the end of each month and submit it to HQ on the due date.
- Review and check payroll sheets and make sure of the accuracy of all allowances and the deduction of appropriate taxes and social security.
- Prepare the yearly close out journal entries.
- Work with the donors during the their verification visits and their external audits
- Prepare the GL and TB for statutory audits and respond to the auditors’ requirements.
- Any other tasks assigned by the supervisor(s) Country Director/Blumont HO Management.
QUALIFICATIONS:
- A University degree in Accounting, Finance or similar field is required, CMA, MBA is a plus.
- Minimum of 7 years’ experience in similar position.
- Financial management skills (budgeting, monitoring and reporting)
EXPERIENCE and SKILLS
- Excellent interpersonal, written and oral communication skills both Arabic and English.
- Good knowledge and experience in Social Security and Tax Law is required.
- Experience working in a similar position in an NGO or an international organization is preferred.
- Computer literate with high degree of proficiency and productivity.
- Experience with Cost-point or similar accounting software is preferred.
- Good knowledge with Donor’s Policies & regulations.
- General knowledge of various employment laws and practices.
- Business awareness and management skills.
- Organizational skills and the ability to understand detailed information. Punctuality and detail oriented.
- Ability to analyze, interpret and explain employment law.
- Highest degree of professional integrity and confidentiality.
- Ability to compile and interpret statistical data and communicate it in a professional and understandable manner
