DIVISION PURPOSE: To work with others to find lasting solutions to poverty and suffering.
TEAM PURPOSE: The Business Development and Fundraising team ensure that Oxfam and its local partners receive timely, quality support and information to improve accountability, and ensure that Oxfam’s programmes in Jordan present value for money and are compliant with internal and external regulations.
JOB PURPOSE: As a member of the Jordan Country Programme team, the Grants and Compliance Manager’s leads on ensuring compliance with Oxfam and Government of Jordan grant management requirements, as well as the administrative and program support tasks required from design to implementation and ultimately to the closing out of grants.

DIMENSIONS OF THE ROLE
- Manage funding processes according to Oxfam fundraising standards, policies and systems, responsible for quality control of funding processes and communications, recommending changes to processes and advising on risk management.
- Ongoing evaluation, monitoring and analysis of the funding situation.
- Gather and collate information from a wide range of well-defined sources/analyse and communicate complex information to a wide audience with regards to funding opportunities and grant management (knowledge management).
- Resolve diverse and sometimes complex problems which impact on funding and donor relationships (e.g. around systems, people and contract management processes etc.).
- To support fundraising efforts and produce clear and quality reports that demonstrate good accountability.
- Analyse and communicate complex information to a wide audience with regards to grants management and funding.
- Support partnership management, building skills of partners in contract/grants management and donor reporting.
- Works considerably independently with minimum supervision, i.e. develops and implements own day to day work plan.
- Required to work to monthly and other varying deadlines e.g. donor reports and proposals submission as well as responding timely to requests from internal and external stakeholders. The ability to plan ahead is essential to ensure donor deadlines are respected.
- Problems encountered are of a diverse nature but quite often tried and tested solutions exist which requires interpretation and application.
- Uses verbal and written means of communicating with both internal and external audiences requiring high level of tact and diplomacy.

KEY RESPONSIBILITIES
Grants Management and Compliance (70%)
- Support staff and partners in ensuring compliance with Oxfam and donor requirements, through tracking and communicating donor contractual regulations and facilitate staff, donor, affiliate communication when needed
- Support/lead on the development, review and submission of high quality financial and narrative reports, ensuring consistency, accuracy, clarity and timely submission in compliance with Oxfam policies and procedures as well as donor contractual requirements
- Supports the Business Development and Fundraising Coordinator with communications to donors and Oxfam affiliates, including responding to information requests, and communicating variations
- Lead on Income tracking for all grants
- Lead on monitoring the progress of each grant in terms of donor and internal compliance
- Provide support to and ensure full awareness to relevant departments on compliance with donors’ regulations and requirements, and coordinate with relevant Oxfam regional and international focal points
- Lead grants kick off meetings, grants review meetings, and grants close out meetings in collaboration with the funding coordinator and project managers.
- Keep abreast of changing donor guidelines and compliance, and building ensures that the relevant staff members are aware of these new changes
- Lead grants management meetings, including the regular (bi-monthly or as needed) review of Budget vs Actual (BVA) reports to address and escalate any projected underspend or overspend
- Lead on having Oxfam internal agreements for projects (such as OPA)
Information and Systems Management (20%)
- Manage the CRIMSON system as the main tool for donor contract management; maintaining up to date allocation, income, reporting and other contract records
- Maintain the track record of the Jordan country grants management KPIs (Income, Reporting, Variations)
- Maintain restricted funding information systems and records on donor contracts and income data (hard and softcopies)
- Contribute to maintaining accurate, and updated Funding Grids
- Support the funding lead in updating donor log/register, reflecting donor engagement meetings and other relevant information
- Lead on tracking regional monitoring reports particularly on compliance and system maintenance issues.
New Business Development (10%)
- Contribute to the development and submission of high-quality project proposals to donors, including providing information on donor requirements and submission schedules
- Support the funding lead on working effectively with colleagues in other functions, partner organizations, and affiliates to develop joint funding proposals
- Ensures that funding files, both electronic and paper, are complete and kept up-to-date
Other

Experience, Knowledge & Competencies
Essential
- Experience and knowledge of planning , securing and managing funds from institutional donors
- Experience of donor relations and grants management (e.g. with key institutional humanitarian and development donors)
- Sound skills in donor contract management, donor compliance and reporting
- Proven skills and experience in proposal development and working with multiple donors;
- A team player with highly developed interpersonal, influencing and relationship skills
- Excellent communication skills – both written and verbal (English and Arabic)
- Good administrative and numerical skills and attention to detail
- Knowledge of NGO programming
- Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure
- Proficiency in MS Office applications, specifically Word and Excel, and data visualization ( such as Power BI)

Desirable
- Knowledge or experience of Oxfam’s programme work;
- Knowledge of Oxfam GB’s internal contract management system;
- Good knowledge and awareness of issues related to Oxfam’s strategic objectives and theories of change;
- Strong proven ability to identify and articulate strategic and policy issues through effective oral and written briefs
- Donor engagement and program development
