Terms of Reference for Chief Technical and Digital Transformation Officer
- About the Youth, Technology, and Jobs (YTJ) Project
The Government of Jordan (GoJ) has received financing from the World Bank to implement the Youth, Technology, and Jobs (YTJ) project, which has become effective in April 2020 and will continue until February 2027. The YTJ project aims to improve digitally enabled income opportunities and expand digitized government services in Jordan. The Ministry of Digital Economy & Entrepreneurship (MoDEE) is the implementing agency of the YTJ project.
The project components are:
Component 1 – Support the supply of digital skilled youth in Jordan
Sub-component 1.1: Support private sector-led digital skills development.
Support the establishment of the National Skills Council for Information and Communication Technology (NSC- ICT), as an independent (financially and administratively) legal entity, with a majority private sector board membership and representation from key public sector stakeholders.
Sub-component 1.2: Enhance digital skills competencies for public school students.
Introduce digital skills curriculum in public schools (G7-12).
Sub-component 1.3: Establish working spaces in underserved communities through Tech Hubs.
Upgrading, equipping and managing technology hubs within the existing vocational training centers, or other appropriate premises, to provide venues for a variety of activities, including, skilling programs, co-working spaces, ITO/BPO space and networking space.
Sub-component 1.4: Enhancing Digital Skills Competencies for Youth
Training youth through eligible Training Service Providers and the provision of Subgrants to eligible Training Service Providers.
Component 2 – Support the expansion of digital sector and digital government services in Jordan
Sub-component 2.1: Support the expansion and access to market for digital firms and digital platforms. Provide incentive packages to support the growth plans of digital firms in underserved communities, help build and scale their activities, and generate local job opportunities. Provide matching grants to support implementation of business development plans of Digital Firms aiming to secure new contracts in outside markets. Position Jordan as the region’s go-to BPO/ITO[1] destination, and develop the Entrepreneurship Pipeline in Jordan.
Sub-component 2.2: Support digital transformation of service delivery to citizens and businesses. Support activities designed to improve access to and quality of selected e- government services. In addition to improving quality and cost efficiency of service.
Sub-component 2.3: Support digitization of payments.
Support the government commitment to advance penetration of digital payments in Jordan supporting e-payments for all applicable government services.
Component 3 - Project management & implementation support.
The Project Management Unit (PMU) at the MoDEE, has the overall fiduciary responsibility for project and the implementation of its activities.
To lead the Digital Transformation Team, MODEE is seeking to hire a Chief Technical and Digital Transformation Officer, as per the following:
- Roles and Responsibilities
Under the general supervision of H.E. the Minister, the Chief Technical and Digital Transformation Officer is responsible for the Main Duties and responsibilities:
- Participate in setting the plans, objectives, policies, and executive programs that organize the ministry's digital transformation work and supervise their implementation.
- Supervise the preparation of operational plans, budgets, and the formulation of performance indicators and their targets for the Digital Transformation department, its sectors, the National Broadband Network Program, and the E-Payment department, in line with the ministry's strategic plan.
- Oversee the development of the national digital transformation strategy, its implementation plan, and the legal and regulatory frameworks associated with it, contributing to facilitating the delivery of e-government services to service recipients and supporting digital transformation in the public sector.
- Supervise the progress and implementation of the operational plans for the Digital Transformation department, its sectors, the National Broadband Network Program, and the E-Payment department. Ensure the achievement of approved performance indicators, provide technical advice, and support, and ensure the preparation of periodic progress reports, take proactive measures, and issue executive and administrative instructions in accordance with the approved regulations of the Jordanian government.
- Supervise the preparation of periodic studies related to suggesting new ideas and initiatives, oversee the implementation of approved ones, and launch and support initiatives that contribute to the development of digital infrastructure and technology for digital transformation in the Kingdom.
- Supervise the development of services provided by the Digital Transformation department, its sectors, the National Broadband Network Program, and the E-Payment department, ensuring quality improvement.
- Ensure that the tasks and duties of various positions within the Digital Transformation department, its sectors, the National Broadband Network Program, and the E-Payment department contribute to achieving strategic and operational goals and aligning with the ministry's general policy.
- Supervise the actions taken regarding the collection, management, classification, storage, processing, and security of accurate and correct data and information from government and private entities using digital technologies to support decision-making within the government apparatus.
- Follow up on the implementation of the Kingdom's obligations under international agreements related to the digital economy and entrepreneurship in connection with the Digital Transformation department, its sectors, the National Broadband Network Program, and the E-Payment department.
- Supervise the preparation of detailed annual and quarterly reports on the activities and achievements of the Digital Transformation department, its sectors, the National Broadband Network Program, and the E-Payment department, and submit them to the minister within the specified deadlines.
- Ensure the creation of a positive work environment to promote a culture of service to both citizens and government entities associated with the Digital Transformation department and its sectors, enhancing the ability to sense their needs and areas of interest, and enable employees to provide high-quality services that meet the expectations and needs of service recipients effectively within available resources.
- Ensure that the Digital Transformation department, its sectors, the National Broadband Network Program, and the E-Payment department comply with quality systems, institutional development, and the requirements of government excellence awards.
- Effectively planning for the resources allocated to the Digital Transformation department, its sectors, the National Fiber Broadband Program, and the E-Payment department, supervise the optimal and sustainable use of these resources, and preserve them.
- Supervise the preparation of a risk management plan for the Digital Transformation department, its sectors, the National Broadband Network Program, and the E-Payment department, following up on its implementation, and ensuring the control and mitigation of risks faced.
- Supervise crisis management, lead necessary teams and committees to ensure the continuity of the sectors in cooperation with the Secretary-General of the Ministry of Digital Economy and Entrepreneurship for administrative and financial affairs. Create a collaborative environment to manage relationships among employees to ensure efficiency, effectiveness, and exemplifying leadership, and encourage teamwork within the Digital Transformation department, its sectors, and the National Broadband Network department to enhance performance levels.
- Coordinate and collaborate with government agencies related to the Digital Transformation department, its sectors, the National Broadband Network Program, and the E-Payment department to ensure proper organization of digital transformation and the ability to follow up on the implementation of policies, strategies, and laws.
- Participate in the High Planning Committee in collaboration with the Secretary-General of the Ministry of Digital Economy and Entrepreneurship for administrative and financial affairs in preparing the ministry's strategic plan and ensuring its implementation and development.
- Participate in permanent and temporary committees with external entities in conferences and meetings related to the Digital Transformation department, its sectors, the National Broadband Network Program, the E-Payment Department, following up on the effective and efficient implementation of decisions and recommendations, and representing the Kingdom in regional and international forums and organizations concerned with digital transformation.
- Performing any tasks or responsibilities assigned that are related to the nature of the work.
- Eligibility and Minimum Qualifications
- At least 20 years of work experience in the ICT sector, preferably in the public sector, of which 5 years at a senior management level.
- Experience in digital transformation aspects.
- Experience in Database and programming.
- Excellent experience in business analysis and building business cases.
- Project management skills.
- Experience in cyber security, preferred to have cyber security certificate like (CISSP, CISM, ISO2001).
- ERP and Business Solutions.
- Familiarity with software development lifecycle, enterprise architecture, cloud computing and SOA concepts.
- Experience in data analytics, data cleansing, data engineering.
- Experience in state of the art technology like (AI, Big data…).
- Excellent knowledge of procurement process and related documents.
- Excellent communication and negotiation skills.
- Experience in Presentation & Lecturing.
- Strong critical thinking and problem-solving skills.
- Accurate and precise attention to detail.
- Demonstrated Leadership characteristics.
- Excellent written and verbal communication skills.
- Excellent written and spoken communication skills in Arabic and English.
- Education Requirements
Bachelor's degree in Information Technology, Computer Science, Computer engineering, Communications engineering or other relevant field.
- Duration of Assignment
The contract period is for one year, renewable annually until YTJ project ends in February 2027. The consultant must diligently perform in a proper and efficient manner the duties set out within these TOR and any other task or responsibilities that may arise in relation to the proper management and delivery of the project.
