Background

In the framework of the project “Innovative Sanitation Solutions & Reuse for Arid Regions (ISSRAR) - Sanitation Solutions for Underserved Communities in Jordan/Azraq”, ACTED focuses on increasing the efficiency of wastewater treatment systems in Azraq city and on turning wastewater streams into physical and financial resources by supporting integrated, and construction of Wastewater Treatment Plant (WWTP),

Under the supervision of the Projects coordinator (PC), the Electrical Engineer/ Mechatronics Engineer is responsible for leading the technical electrical part of the projects assigned to him/her. The Electrical/ Mechatronics Engineer will be based temporarily in the ACTED Amman Area office, and then move to the Mafraq office/ Azraq project site.  

JOB PURPOSE

The Electrical Engineer is responsible for leading the technical electrical part / mechatronics part of the projects assigned to him/her in the assigned area.

The successful, safe, with quality, on time, within budget completion of the project assigned to the Electrical/Mechatronics Engineer.

The Electrical Engineer will work closely with: The design consultant, the construction supervision consultant, the Environmental and Social Impact Assessment (ESIA) consultant and the construction contract, WAJ and all project relevant stakeholders assigned to him/her.

Duties and Responsibilities

1.Technical scope (Design, ESIA and tendering):

Responsible for the Electrical/Mechatronics parts of the project assigned to him/her and be able to create, review, correct, and update documents, procurement documents, tender documents (FIDIC documents, preferably 2017 2nd version), BOQs, BOQs pricing, operation and maintenance manuals, technical specifications reports, drawings, layouts, calculations, and designs and construction supervision for the electrical/ mechatronics part of the project, during the design phase, construction phase & operation phase but not limited to:

  • Wastewater treatment plant including pre-treatment, primary treatment, secondary treatment (MBBR), and tertiary treatment (Cl2), including but not limited to electrical, instrumentations, piping, and SCADA scopes.
  •  Off-grid PV system (1 day of autonomy ) with backup diesel generator (with diesel tank capacity enough for at least 3 days of operation). With the option to transfer the off-grid system to an on-grid system.
  •  Support buildings (for example administration buildings, maintenance rooms, and any other required facility.
  • External lighting (street lighting, visual landscaping lighting, operator building, general site lighting, etc.)
  • Networks connection, CCTV and internet including all required cables, distribution pillars, and telecom-civil works design
  •  Electrical power supply works for all facilities, transformer, and generator (if required)
  • Control and Monitoring (SCADA) System
  •  Fire alarm system.
  • MCC, MDP, soft starters, VFDS…etc
  • Any other relevant scope assigned by the line manager
  • Shall ensure that all works are in line with the relevant Jordanian Laws and Regulations. In addition to that cost/ energy saving measures shall be a high priority during the design and tendering phase.
  • Shall Support and coordinate with the ESIA consultant in collecting relevant data for the PV system used in the project.

2. Site Construction Supervision

  • Contribute to reports on lessons learned from implemented activities.
  • To ensure the timely completion and the quality of activities assigned to him/her and /or consultants, and/or construction contractor.
  • Lead/Participate in regular program meetings and ad-hoc meetings, both internal and external in relevant scope.
  • Lead the coordination between the consultants, WAJ, and construction contractor in relevant scope.
  • Tailer training for WWTP operators, in coordination with WAJ, Miyahuna, Consultant, and/or construction contractor.

·       Development review of the Operation & Maintenance part of the WWTP and PV for points related to the Electrical/mechatronics part.

  • Study, update, approve, reject, suggest replacement, and site inspection of project equipment and tools.
  • Conduct testing and commissioning for all Electrical/ Mechatronics equipment and tools
  • General Quality Control according to national standards as well as Project specifications.
  • Review, update and/or reject consultant/contractors delivery notes and invoices.
  • Support in the project handover Miyahuna and WAJ
  • Shall ensure that all works are in line with the relevant Jordanian Laws and Regulations. In addition to that cost/ energy saving measures shall be a high priority during the construction phase.
  • Any other relevant scope assigned by the line manager

3. Stakeholder Engagement and Communication

  • Act as a communication channel between relevant project stakeholders and the ACTED project team.
  • Foster positive relationships with WAJ, consultants, and construction personnel.
  • Maintain positive, transparent, and respectful relationships with acted staff, partners, beneficiaries, and stakeholders in the community.
  • Participate in preparing and updating periodic reports and project completion reports

4. Project Development

  • Contribute to the development of current/ new project proposals in the WASH/livelihood sectors, as directed by the Project Coordinator.
  • Contribute to identifying project risks and propose actions/solutions to mitigate them.

5. Security and Compliance

  • Be familiar with ACTED security and evacuation plans and relevant policies.
  • Contribute to security management, ensure field communication, and ensure adherence to security rules.

Report incidents to security focal points and coordination.





Skills

  • At least 7 years of professional experience as an Electrical/mechatronics engineer, including a minimum of 2 projects of similar scope (WWTP and PV), in the design and construction supervision phases).
  • Academic degree in Electrical/Mechatronics engineering or any other relevant field.
  • Experience in working in remote areas is a plus.
  • +5 years’ experience in the design and the installation of electrical / mechatronics units such as (but not limited to) MCC, MDP, cables, fire alarm, and Instrumentation (Level, pressures, flow, temperature…etc).
  • +5 years’ experience in Programmable Logic Controller (PLC) programming, using AutoCAD and other electrical/ Mechatronics software such as: ETAP.
  • Experience in tender document preparations and review, Preferably FIDIC 2017, 2nd version.
  • Layout development using AutoCAD and MS project.
  • Using software related to electrical/ mechatronics engineering, for example, ETAP.
  • Proven capacity in using MS Excel, MS Word, power point and MS Outlook
  • Fluent Arabic (compulsory) and English language (compulsory)
  • Familiarity with the culture of the affected population; understanding of how to gain respect from a wide range of people; strong ability to communicate effectively
  • Positive attitude toward project beneficiaries
  • Strong organizational skills, including assessing priorities, strategic planning, meeting deadlines, and attention to detail and quality
  • Ability to work flexibly and on tight deadlines, handle multitasking, and prioritize more important tasks
  • Good negotiating and communication skills in a fast-paced, multicultural, and challenging environment
