Adherence with acted’s pseah policy:
The (Senior Wastewater Engineer) has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment).
The (Senior Wastewater Engineer) has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures.
The (Senior Wastewater Engineer) carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.
Background
In the framework of the project “Innovative Sanitation Solutions & Reuse for Arid Regions (ISSRAR) - Sanitation Solutions for Underserved Communities in Jordan/Azraq”, ACTED focuses on increasing the efficiency of wastewater treatment systems in Azraq city and on turning wastewater streams into physical and financial resources by supporting integrated, and construction of Wastewater Treatment Plant (WWTP),
Under the supervision of the Project Coordinator, the Senior wastewater engineer is responsible for providing technical guidance to ACTED on review design, construction supervision, and operation for Azraq WWTP . The Senior Wastewater Engineer will be based temporarily in the ACTED Amman Area office, then move to Mafraq office/ Azraq project site.
JOB PURPOSE
- The Senior Wastewater Engineer is responsible for providing technical guidance to ACTED in the development of design, design review, construction site supervision, and the operation and operation of Azraq WWTP.
- The successful design and construction of WWTP and treated wastewater safely, with quality, on time and cost.
- The successful reuse of treated wastewater in agriculture as per the Jordanian standards.
- The Senior Wastewater Engineer will work closely with Water Authority of Jordan (WAJ), Miyahuna, Design and Supervision Contractor, Construction Contractor, and any other project relevant stakeholders.
Duties and Responsibilities
Technical Duties (Design and Tendering):
Responsible for the WWTP process and Mechanical parts of the project assigned to him/her and to be able to create, review, correct, approve, and update documents, procurement documents, documents, tender documents (FIDIC documents, preferably 2017 2nd version), BOQs, BOQs pricing, operation and maintenance manuals, technical specifications reports, drawings, layouts & calculations. In addition, to supervise the designs for the WWTP process and Mechanical parts of the project, during the design phase, with close coordination with design consultant, but not limited to:
- Review, update, and approve all WWTP Mechanical and Process Drawings.
- Review the sequence of operation for WWTP.
- Review the control philosophy for the WWTP.
- Supervision of the installation of mechanical equipment (pipes, valves, pumps, Air blowers, screens, MBBR…. etc.)
- Review process flow diagram and mass balance calculations.
- Review detailed design drawings and general notes
- Make sure that the design adheres to national standards and regulations
- Plan, update, and/or mitigate project activities timeline and cost
- Review and update all the mechanical shop drawings.
- Study, update, approve, reject, replace, and site inspection of project equipment and tools.
- Conduct testing and commissioning for all mechanical equipment
- Any other relevant scope assigned by the line manager
Site Construction Supervision:
To supervise the construction for the WWTP process and Mechanical parts of the project, with close coordination with the design consultant & construction supervision consultant, and construction contractor, during the construction phase & operation phase but not limited to :
- Contribute to reports on lessons learned from implemented activities.
- To ensure the timely completion and the quality of activities assigned to him/her by the project coordinator, and /or consultants, and/or construction contractor.
- Lead/Participate in regular program meetings and ad-hoc meetings, both internal and external in relevant scope.
- Review all tender documents (Design Report, Detailed Design Drawings, layouts, technical specifications and BoQs)
- Obtaining all required approvals before the start of construction
- Lead the coordination of the construction scope among Structural/Civil, Mechanical, Process, Electrical, and instrumentations fields for the project.
- Review and confirm the Contractor’s variation orders, claims, extension of time, and other requests
- Lead project activities and hand over the project for Miyahuna and WAJ
- Monitoring the Daily and weekly Progress reports prepared by the construction Contractor and the construction supervision team
- Oversee site activities in cooperation with Acted project team.
- Maintaining general safety standards on site.
- Review, update, and/or reject consultant/contractors' delivery notes and invoices.
Operation and Maintenance
- Tailer training for WWTP operators, in coordination with WAJ, Miyahuna, Consultant, and/or construction contractor.
- Manage In cooperation with WAJ, Miyahuna, and construction contractor training for operators
- Lead the Review and update of the operation and maintenance manual with close coordination with the Acted project team, Construction contractor, construction supervisor, WAJ, and Miyahuna
- Coordinate with Miyahuna Labs to monitor the quality of the treated wastewater and propose solutions to the WWTP operations team in case of any deviation of the quality of the treated wastewater against the national standards as well as the project specifications.
Monitoring and Reporting
- Contribute to reports on lessons learned from implemented activities.
- Contribute to the monitoring of the timely completion and quality of activities with the Project Coordinator and ACTED Monitoring and Evaluation Unit.
- Participate in regular program meetings and ad-hoc meetings, both internal and external.
- Participate in preparing and updating periodic reports and project completion reports
Stakeholder Engagement and Communication
- Act as a communication channel between beneficiaries and the ACTED project team.
- Maintain positive, transparent, and respectful relationships with acted staff, partners, beneficiaries, and stakeholders in the community.
- Facilitate Coordination Meetings as required
Project Development
- Contribute to the development of new project proposals in the WASH/livelihood sectors, as directed by the Project Coordinator.
- Contribute to identifying project risks and propose actions/solutions to mitigate them.
Security and Compliance
- Be familiar with ACTED security and evacuation plans and relevant policies.
- Contribute to security management, ensure field communication, and ensure adherence to security rules.
Report incidents to security focal points and coordination.
Skills
- Bachelor’s degree in mechanical engineering, with a strong background in Wastewater projects
- 10 years or more of experience in WWTP design and construction supervision.
- Working experience in at least 2 WWTP with 250m3/ day or more.
- Experience in Photovoltaic (PV) projects is a plus.
- Excellent knowledge in Engineering, simulation, and CAD Software (AutoCAD, MS Project…etc).
- Site management experience will be a plus.
- Experience in tender document preparations and review, Preferably FIDIC 2017, 2nd version.
- Proven capacity of using MS Excel, MS Word, power point and MS Outlook
- Fluent Arabic (compulsory) and English language (Compulsory)
- On-field training skills
- Familiarity with the culture of the affected population; understanding of how to gain respect from a wide range of people; strong ability to communicate effectively
- Positive attitude toward project beneficiaries
- Strong organizational skills, including assessing priorities, strategic planning, meeting deadlines and attention to detail, quality of designs, and quality of execution.
- Ability to work flexibly and on tight deadlines, handle multitasking and prioritise more important tasks
- Good negotiating and communication skills in a fast-paced, multicultural and challenging environment
- Experience in Working on Azraq district is a great advantage.
