Organisation Background:

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training. 

INSO provides daily support to more than 1200 NGOs operating in 16 of the world’s most insecure countries. INSO is headquartered in The Hague, Netherlands- the international city of peace and justice.

INSO Syria:

The Syria programme supports more than 241 NGOs to deliver vitally needed aid and assistance to an estimated 13.1 million people in need across the country. First launched as an emergency response operation in 2014, INSO Syria has grown to become a regional programme, present in all of the regional Syria response hubs.

Job Summary:

Human Resources Manager responsible for the successful delivery of the HR function within the country office. Reporting to the Country Director, and under the functional supervision of INSO’s Human Resources Director, you work closely with the Country Director and senior managers providing clear, effective and timely support and advice across the range of HR activities. In addition, you are expected to ensure all legal and regulatory documents pertaining to HR are filed on behalf of INSO with the authorities in a timely manner.

Main Duties and Responsibilities:

Human Resources

  • Develop Human Resources plans and strategy with the Senior Management Team and technical referents, to deliver a full HR service.
  • Responsible for the management of local recruitment processes and, in coordination with HQ, support international recruitment.
  • Ensure compliance with INSO procedures and labour law.
  • Lead and coordinate employee on-boarding; provide employee induction on HR matters.
  • Coordinate and monitor national employee performance monitoring, grievance management and discipline, escalating issues and proposing solutions.
  • Responsible for proper use and accuracy of employee data and information; maintain national personnel records.
  • In coordination with the finance and operations teams, oversee payroll, timesheets, tax payments/deductions and maintain national staff insurance enrolments/medical payments.
  • Responsible for line management and development of the HR team.
  • Acts as in-country project management focal point for all HR projects and queries.
  • Acts as safeguarding focal point.
  • Coordinate staff welfare initiatives.

Legal and Compliance

  • Ensure staff visas, permits and registration are obtained, tracked, and renewed in a timely manner.
  • Develop and manage control systems to prevent or handle violations of legal guidelines and internal policies, evaluating the efficiency of controls and improving them continuously.
  • Monitor legislation and ensures timely compliance with statutory requirements.
  • Maintain a register of in-country professional advisors e.g. lawyers, immigration services.

Capacity building & Reporting

  • Train and mentor HR staff.
  • Lead implementation of new HR policies and procedures as released by HQ.
  • Produce quality and timely reports for donors and HQ.

Requirements:

Essential

  • Bachelor’s Degree in a relevant field. 
  • Fluency in English and Arabic, written and verbal. 
  • Minimum 5 years of relevant work experience, at least 2 of which should be with an NGO, international organisation, or international company.
  • Sound knowledge of labour legislation.
  • Proficiency in Microsoft Office tools and experience with database management.
  • Experience as a user or admin of HRIS
  • Experience in relating with government authorities

Nice to Have:

  • Previous experience in the humanitarian sector
  • General knowledge of donor regulations
  • Payroll experience
  • Existing knowledge of INSO and affinity with its mission

This post is a one-year fixed term (renewable) full-time contract based in Amman, Jordan. The position is only available to Jordanian nationals. We are looking for a start date as soon as possible.
