Terms of Reference

 

OBJECTIVE

The objective of this vacancy is to ensure Logistics and programme support services to facilitate effective programme implementation and recyclable materials collection in both host communities and refugee camps in Jordan.

 

ROLES & RESPONSIBILITIES OF THE WORKING GROUP

 

  1. Transportation
  • Safely transport Oxfam staff, IBVs and recyclable materials, and other goods as per scheduled routes within Al Mafraq governorate and other designated locations.
  • Ensure all passengers comply with safety protocols (e.g., seat belts fastened, no smoking, etc.).
  • Respect of OXFAM procedures for vehicle movements and security
  • Transport OXFAM staff and material as per given schedules.
  • Respect road regulations as well as OXFAM procedures with regards to speed limit and behaviors at checkpoints
  • Ensure all passengers respect security rules in the vehicle (seat belts fastened, no smoking…)
  • Fill in properly the logbook (movements, fuel refill, maintenance)
  • Maintain punctuality in adhering to the routing plan for collecting recyclable materials from different municipalities.
  • Ensure all materials transported in the vehicle are properly loaded and secured.
  • During duty, remain on active standby within close distance of the vehicle.
  • Immediately report any traffic accident involving the vehicle, issue with authorities, or general information about the road condition to the fleet and warehouse officer/ Team Leader as appropriate.

 

  1. Vehicle Maintenance
  • Performing daily check of the vehicle
  • Undertaking minor maintenance of the vehicle
  • Reporting any issue on the vehicle immediately
  • Check his vehicle every day prior to departure (general condition, engine oil, cooling fluid, lights, tires etc…) as well as upon return to the base.
  • Perform basic troubleshooting, repairs, and preventive maintenance as required including minor maintenance (filters cleaning, levels, tire pressure…)
  • Ensure that the vehicle is always kept clean and in good running condition.
  • Ensure fuel refill of the vehicle when requested and properly record in the necessary documents.
  • Check the availability of all necessary equipment and documents in the vehicle including first aid kit and security equipment.
  • Immediately inform the warehouse and fleet officer in case of any issue with the vehicle
  • Follow the organization's safety standards and operational guidelines to ensure the security of passengers and materials.

 

  1. Support to Logistics
  • Support the Logistics team at the base.
  • Deliver or pick up material or documents and ensure their transportation as required.
  • Participate in the loading and unloading of vehicles.
  • Ensure that all vehicle documents (e.g., license, insurance) are valid and updated.
  • Operate the forklift in Oxfam facilities in Za’atari camp, Azraq camp and host community locations to load and unload recyclable materials or other merchandise safely.
  • Inspect and maintain the forklift, ensuring it is in good working condition.
  • Support adherence to environmental and safety protocols during recyclable material collection and handling.
  • Maintain organized records of all completed transportation schedules, fuel refills, and vehicle maintenance activities.
  • Assist with delivering and picking up documents or materials as required.
  • Coordinate with team members to ensure smooth collection operations and address any logistical challenges.
  • Help maintain and orderly environment in the workplace.
  • Promote incident and accident prevention in the workplace.
  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

 

Qualifications

 

Essentials

  • The Driver should have at least category 5 driving license.
  • Forklift License: Preferable to hold an official forklift operating license.
  • driving experience, including experience driving trucks, buses, and forklifts in similar roles.
  • Excellent knowledge of road safety practices and vehicle maintenance procedures.
  • Basic mechanical skills for vehicle and equipment troubleshooting.
  • Must reside in Al Mafraq governorate or nearby areas.
  • The selected candidate will be required to pass a driving test as part of the hiring process.

Non-essentials

  • Experience working with an NGO or in solid waste management is a plus.
  • Familiarity with Al Mafraq governorate and surrounding areas, including municipal locations.
  • Previous experience working in Al Mafraq governorate, preferably with knowledge of local municipalities and routes.

Accountability: The working groups will enable transparency by clearly documenting all processes, including Terms of Reference (ToRs), work plans, stakeholder feedback, approval processes, and final implementation plans. This ensures that all documentation is accessible to all involved.

Inclusivity: We commit to the principle of "Nothing about Us without Us," ensuring active participation from CCRs and historically marginalized groups. While improving policies, we will balance inclusivity with efficiency to avoid overburdening CCRs. This includes ensuring diverse representation within working groups (e.g., gender, geography, ethnicity) and allowing time for translation and asynchronous participation when needed.
