Regional Protection Data Manager

The Amman, Jordan delegation has a vacancy for a Regional Protection Data Manager, at the Office of Protection Data.

Purpose

The Regional Protection Data Manager works at the ICRC “Regional Data Protection Office" (RPDO) in Amman.

This Office provides context-specific technical guidance and support regarding data management to Protection Teams across the region. It checks and ensures homogeneity in Protection data management, considering ICRC standards as well as context, regional, and global procedures. It prepares regional statistics and analytical reports to support the delegations' strategies with evidence-based analysis.

AMM RPDO covers: 15 countries / 9 delegations: Cairo (Egypt), Jerusalem (ILOT: Israel & Palestine), Teheran (Iran), Baghdad (Iraq), Amman (Jordan), Kuwait regional (Kuwait, Bahrein, United Arab Emirates, Sultanate of Oman, Kingdom of Saudi Arabia, Qatar), Beirut (Lebanon), Damas/SYS (Syria), Sanaa/SAS (Yemen) / 18 Prot6 (ICRC) DBs / 2 FLA (National Society) DBs

Accountabilities & Functional responsibilitiesEnsure a high level of satisfaction from the client delegations regarding availability (remote and on the field (regular short support missions are organized)), responsiveness, proactivity, contextualized feedback, and analyses in accordance with the support model in place.

Support the RPDO objective to fulfill the “place of Data in Protection” ambitions in 2 main areas: 

  • acting as a vector for the overall strategy at the regional level by actively partaking and getting involved in relevant regional fora or meetings (thematic meetings, annual CoProt meetings),
  • presenting contextualized results of the survey and promoting the implementation of the recommendations made, more specifically about the role of Data Managers, i.e. ensuring and accompanying DM’s involvement in Protection strategies and their alignment with the data cycle; supporting DMs in performing minimum streamlined data analyses.

To achieve this, under the direct supervision of the Senior Regional Data Manager:

  • Promotes and disseminates policies, rules and procedures related to data management.
  • Monitors and/or ultimately ensures the coherence and consistency of the Protection data and data management in the field.
  • Serves as a technical reference in ICRC Tools (Prot6, FLAnswers, FLWebsite, FLExtranet, MPDM, MediaHub, Device Magic, etc.): Advises on the optimal use of the different functionalities.
  • Provides analytical reporting related to data management: contextual support and global analysis.
  • Contributes to the strengthening of the Evidence-Based Approach to Protection.
  • Participates actively in Protection regional fora (RFL meeting, Co-Prot regional meeting, …).
  • Ensures that data management and literacy are integrated in various courses and organizes ad-hoc sessions.
  • Contributes to the development of networking related to the domain of protection data management.
  • Contributes/supports the response to emergencies in the area of responsibilities.

  • Members of PROT_DATA (HQ and BSSC)

At field level:

  • Data Managers and Protection Coordinators in the Area of Responsibility
  • Regional Advisors, other members of the regional hub & Analyse and Evidence unit members
  • Management of hosting delegation and regional hub
  • At the external level interacts with counterparts in National Societies

Certifications / Education /Professional Experience required. 

  • University degree or equivalent
  • Excellent command of English; French is an asset; (For Dakar: Excellent command of French and English)
  • 2 to 3 years of work experience in humanitarian or promotion of the IHL sector, specifically in the Protection field is an asset.
  • Typically, 6-9 years of overall professional experience:
  • Minimum 4 years of direct experience in data management & analytics
  • Good knowledge of data management and analytics, experience in visualization tools such as Power BI or Tableau and programming tools (SQL) an asset
  • Computer proficiency
  • Previous experience working in information management, archiving, or training is an asset.
  • Knowledge of frameworks and references related to Protection standards.
  • Availability & flexibility for short (up to 6 weeks) support missions abroad
  • Ability to work under pressure, taking the initiative while complying with current procedures and communicating regularly with line management.
  • Ability to work in a multicultural team.
  • Ability to adapt to rapid change while managing a large volume of work.
  • Sense of confidentiality and discretion
  • Methodical, precise, and rigorous
  • Strong initiative and organizational skills.
