The Program / Department / Team
Informal Livelihoods Advancement Activity (Iqlaa) is a five-year USAID-funded program that aims to support Jordan's home-based businesses (HBBs) and Micro and Small Enterprises (MSEs) to grow, transform, and become resilient to future shocks. HBBs and MSEs are essential drivers of employment and economic stability in Jordan. Micro and small enterprises represent 98 percent of all businesses in Jordan and compose half of the country’s private sector employment. Therefore, the Iqlaa approach places formal and informal Jordanian HBBs and MSEs on a path to recovery, stabilization, and growth following the unprecedented COVID-19 crisis, focusing on four critical sectors: agriculture, tourism, manufacturing, and services, with special attention to technology development and implementation.
Mercy Corps' approach to Iqlaa integrates direct assistance with market systems development (MSD) interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge from the COVID-19 crisis stronger and more resilient, transformed through new ways of doing business and improved access to financial markets, and services. Understanding that women, youth, and people living with disabilities (PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse a Gender, Youth, and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps approach is committed to supporting MSEs to build back, formalize, and grow, emphasizing systems-level change, equitable opportunities, and a dignified work environment for all women, men, and youth, and PLWD in Jordan.
The Position
The Data Quality Officer will be responsible for ensuring the accuracy, consistency, and timeliness of data collected under the program's indicators. S/he will work under the supervision of the Senior Monitoring, Evaluation, Learning (MEL) and Information Management (IM) Coordinator and will oversee verifying data quality across all program activities. The Data Quality
Officer will be responsible for organizing tools to monitor, validate, and document data in line with internal reporting deadlines, ensuring all evidence is recorded accurately.
The role will also involve working closely with the Program, Quality and Learning (PQL) team to implement necessary improvements in data collection processes, ensuring that program data complies with internal and donor requirements. The Data Quality Officer will oversee the proper use of data collection tools and ensure that all adjustments to monitoring systems are conducted in a documented and efficient manner.
S/he will report directly to the Senior MEL and IM Coordinator and will collaborate with other program team members to ensure the integrity and quality of the data used for reporting, analysis, and decision-making.
Essential Responsibilities
Conduct regular reviews of data collected under program indicators to ensure accuracy, consistency, and compliance with program requirements. Ensure data quality against established indicators measurement standards, and MEL Systems. Collaborate with program teams to address data inconsistencies and gaps in a timely, accountable, and documented manner. Develop and maintain monitoring tools to track data quality, ensuring alignment with program objectives and reporting requirements. Work with the MEL and IM teams to enhance and update data collection systems and tools as needed. Ensure that all adjustments to data collection tools are documented and in line with established IM protocols. Organize and maintain comprehensive documentation of all data quality checks and supporting evidence to meet reporting deadlines. Generate data quality reports for internal use, highlighting findings and recommendations for improvement. Support the preparation of periodic and ad-hoc reports required by program stakeholders and donors. Provide training and support to team members and partners on data quality standards and the use of data collection tools. Coordinate with the relevant teams to ensure consistent implementation of data quality procedures across all program activities. Identify opportunities to enhance data collection and reporting processes. Recommend and implement best practices to ensure the ongoing improvement of data quality systems.
DATA COLLECTION AND CLEANING
●Support the Senior MEL and IM Coordinator in development and alignment of data collection tools with the established MEL systems, data analysis, and visualization tools.
●Lead the testing of data collection tools and the assignment of mobile workers to the right geographic compartments of the databases before collection.
●Provide training to the relevant teams to ensure quality data entry and error prevention as assigned by the Senior MEL and IM Coordinator.
●Support the Senior MEL and IM Coordinator to unify and streamline data across the different interventions.
●Conduct regular data checks, reviews, and corrections.
DATA VERIFICATION
●Follow up with the relevant stakeholders and support them to ensure quality, accountability, and timely data collection in line with USAID’s requirements, contractual obligations, Mery Corps’ guidelines, and Iqlaa’s MEL systems. This includes but is not limited to the biodata of the targeted entities, assessment of targeted businesses, and service provision data, in collaboration and coordination with the MEL and IM Senior Coordinator to monitor the service provision reporting and follow up on any deviations related to the quality, accuracy, and timeliness of data entries with the relevant stakeholders, in collaboration and coordination with the IM team
●Verify and validate the reported achievements promptly and in line with the requirements of the established and agreed upon MEL Plans, systems, and contractual obligations.
●The Data Quality Officer will be responsible for structuring and organizing the evidence files in a systematic manner that aligns with donor requirements. S/he will ensure that all documents and evidence are properly categorized, easily accessible for reporting purposes, and stored securely to maintain the confidentiality and integrity of the data and documents.
●Support in setting up and maintaining the Iqlaa Information Management System through CommCare and ONA digital data collection platform, data flow matrix, tool updates and requests, mobile worker assignment tracker, mobile worker reports, data pipelines, analysis syntax.
●Ensure data accuracy, integrity, protection, and security throughout the data management process.
●Collaborate with external partners and stakeholders to ensure effective data sharing and reporting.
●Assist in establishing data validation pre-collection (in digital data collection tools) and post-collection (validating incoming data in the database for completeness, duplications, and data quality).
●Conduct regular field visits to ensure that all processes and tools in the database are being used effectively by all PQL and program team members across the consortium.

PROACTIVE DATA ANALYSIS
•Conduct advanced data analysis to identify patterns or trends that may indicate data quality issues.
•Contribute to the data quality reports as assigned by the Senior MEL and IM Coordinator.
•Provide actionable recommendations to improve processes based on insights gained from data analysis.
•Support the Senior MEL And IM Coordinator in data analytics and dashboarding.
DATA INTEGRITY AUDITS
•Assist the Senior MEL and IM Coordinator in conducting the internal Data Quality Assessment (DQAs).
•Conduct periodic audits to evaluate data integrity across various systems and processes.
•Collaborate with stakeholders to address findings and implement corrective actions.
•Maintain the required documentation and filing systems for the collected implementation data.
MONITORING AND EVALUATION
●Support the Senior MEL and IM Coordinator in monitoring and activity spot checking for the assigned interventions.
●Support the Senior MEL and IM Coordinator in evaluating the assigned interventions.

•Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work

Accountability
Reports Directly To: Senior MEL and IM Coordinator
Works Directly With: PQL Director, PQL team , technical leads, partners, sub-grantees, and services contractors.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
●Bachelor’s degree in information management, Computer Science (CS), Computer Information Systems (CIS), Business Information Technology (BIT), Statistics, Data Analytics, or related field.
●At least 1-3 years of relevant work experience, including a minimum of two years in Information Management
●Good understanding and skills of data management, data flow and case management
●Good knowledge of XLS form development and the use of CommCare, ONA, ODK and/or other mobile data collection platforms. Case management platforms are preferred.
●Three years of experience in supporting the monitoring and evaluation of development and/or relief programs and DOS/USAID-funded projects is a plus.
●Proficiency in Microsoft Office applications including Excel and Word
●Proficiency in developing XLS.
Success Factors
The successful Information Management Officer will combine excellent technical skills in information management and quantitative analysis with outstanding problem solving and facilitation skills. They will be able to simultaneously pay attention to detail while keeping a strategic vision. They will be able to identify, communicate, document, and implement rigorous solutions to complex problems. They will have proven experience in capacity building and enabling non-technical teams to improve their analytical thinking.
Living Conditions / Environmental Conditions
The position is based in Amman, Jordan and it requires up to 25% travel to Jordanian’s governorates to support implementing the program activities.
