SUPPLY ACTIVITY MANAGER

 

Main Purpose

Defining, coordinating and monitoring the activities related to Supply Chain (Procurement, Deliveries, and Stock management) according to MSF protocols, standards and procedures in order to ensure an optimal running of the mission/project.

 

Accountabilities

             In collaboration with the Deputy Supply Coordinator, defining the supply activities and planning the budget for the area of the supply activities under his/her responsibility in order to identify and optimize the response to the needs of the mission.

             Monitoring the implementation of the project of the supply activities ensuring compliance with MSF standards, protocols and procedures, and reporting to the Deputy Supply Coordinator on the development of the supply activities under his/her responsibility. This can include one or more of the following areas: 

             Procurement: Defining, coordinating and monitoring all procurement activities related to local, regional and international purchases of goods, transport, subcontracted works and services for the mission.

             Deliveries: Defining, coordinating and monitoring all activities related to the deliveries from the HQ and the suppliers.

             Stock Management: Defining, coordinating and monitoring all Warehouse and Stock Management activities in the Mission.

             Any other supply activities

             Planning, coordinating and supervising the daily activities of the Supply department

             Ensuring technical support for his/her area of activity and providing coaching to staff under his/her responsibility

             Evaluating the HR set-up related to supply (team sizes, JD, organigrams, division of tasks and responsibilities), manages the different supply teams in the coordination and participates in the selection, the follow-up (training-coaching) and evaluation of the staff under his/her supervision

             Participating in monthly reports according to the guidelines

Performing delegated tasks according to his/ her specialty and as specified in his/her job description

MSF Section/Context Specific Accountabilities

CONTEXT

Since october 2023, the supply setup has been organized as a supply intersection of MSF projects for Gaza population to facilitate and support MSF projects during the Emergency intervention:

 → Aim: maintain an efficient, reactive, collaborative and flexible Supply Chain, including all the countries concerned.

 → Main challenges met

-        supply support is organized as intersection team, covering different countries

-        all OCs, at all levels, are facing constraints after crisis of October 7th (HR caping, short rotations, pre-approval is not a guarantee, regular project implemented…)

 

TEAMS STRUCTURE : OVERALL OF SCOPE OF RESPONSIBILITIES

Macro view

 All supply teams have been organized as a part of a global answer for OPT

-        1 Macro PSE Supply Coordinator flying between the different locations – role strategy + focal point internal and external stakeholders, focus negotiations for access to Gaza + coordination of the different locations, final decision maker

-        1 deputy per location, focused on local strategy and running operations at national level

-        1 supply team per location, in charge of the “regular activities”

Intersection supply support for PSE include up to now :

-        Egypte / Israel / Gaza Strip, since October 2023

-        Jordan, since January 2024

JORDAN: service provider, corridor for Gaza

 OCP is the section operating as the country representative in Jordan → MSF response for PSE must not represent a risk for the regular mission there, as few specific constraints to be respected (Cf. Protocole team).

 The way the supply team has been thought there is:

-        Offer an efficient support to Gaza Team in accordance with the other existing corridor(s)

-        Facilitate the communication with Jordanian authorities involved in the humanitarian answer.

The current Intersection Supply HR set-up in Jordan for OPT is:

-        1 Intersection Deputy Supply Chain Coordinator

-        1 Supply Chain Manager

-        1 Supply Chain Officer

-        1 Transport & Custom Officer

-        1 warehouse supervisor

As support :

-        1 supply regular team

-        1 protocole team

-        1 finance regular team

 JOR-Emergency Supply Activity Manager scope of responsibilities

 The intersectional supply team in Amman is one of the three supply corridors serving the 4 sections of MSF operations in Gaza. The mandate is to provide support in delivering supplies through various modalities under the heavy restrictions.

             Ensuring the process are complied with the procedures and protocols of the mission in Jordan (validations, invoicing, payments, archiving, etc…)

             Monitoring and following up on timely processing of local procurement orders.

             Capturing and analyzing the procurement data and implementing mid to long term procurement strategy in consultation with Deputy Supply Coordinator

             Managing the supply chain in Amman for International Staff (IMS) rotations by ensuring the smooth preparation of rotations in line with Gaza project priorities and coordinating with HQ OCs regarding upcoming hand-carry items.

             Leading the briefing for IMS going to Gaza before the rotation and making sure that the important points are shared.

             Supervising the activities related to stock management, ensuring every movement is properly recorded and maintaining the optimal stock level.

             Making sure that the relevant market assessment and supplier analysis done by regional initiatives are properly collected, archived, and utilized.

             Maintaining effective and efficient relationships with internal stakeholders and suppliers, ensuring that priorities and needs are clear and shared.

             Liaising, when needed, with authorities and external partners involved, and in agreement with the Deputy Supply Chain Coordinator.

             Performing duties that are delegated by Deputy Supply Coordinator

 Requirements

Education

Bachelor’s or equivalent, desirable supply chain management or related studies, procurement, or certificate in clearing and forwarding or related fields

Experience

             Essential at least three years of working experience in related activities

             Essential previous experience with supervising staff

             Desirable previous experience with MSF Logistics or Supply Department or other NGOs, and working experience in developing countries

Languages

Essential: Fluency in English (written, spoken) and Arabic

Knowledge

Computer literacy Microsoft Word, Excel, SharePoint. Reporting and analytical skills.
