Draft and revise updated clinical content for priority conditions, including the ten most common diseases managed at UNRWA health centres, child health protocols, STI diagnosis and treatment, rational prescribing, and antibiotic stewardship. Integrate patient-centred, family-centred, preventive, and life-course approaches across relevant clinical protocols. Coordinate technical consultations with UNRWA focal points and incorporate feedback into a coherent final draft. Design the ToT curriculum, facilitator guide, participant materials, presentations, case studies, competency checklists, pre- and post-test tools, and training evaluation forms. Develop a practical implementation monitoring framework and mechanisms to track field-level implementation progress. Phase 2, 2027: ToT Delivery, Cascade Support, and Implementation Monitoring, One Month During Phase 2, the Consultant shall deliver the ToT and support field-level roll-out of the updated STG-TI. Objective of the ConsultancyThe objective of this consultancy is to design and deliver a structured, learner-centered Arabic literacy program that helps Gaza children recover and strengthen foundational literacy skills — reading fluency, comprehension, vocabulary and written expression — in a supportive, engaging and trauma-sensitive environment that rebuilds learning confidence and routine. Scope of WorkThe consultant will be responsible for the full design and delivery of the Arabic literacy classes, including:•    Developing a progressive 12-week Arabic literacy curriculum and detailed session plans appropriate to each age group, drawing on the Thaki platform's literacy resources, where Thaki platform is an offline digital educational database, ready for immediate use in educational programs.•    Designing simple, activity-based baseline and endline assessment tools to measure learner progress without creating test anxiety.•    Delivering all scheduled sessions to the three groups using interactive, game-based, group-work and visual/video-based methods, in line with the learning preferences identified in the focus group findings.•    Differentiating instruction within each group to accommodate mixed ability levels resulting from interrupted schooling.•    For older groups, linking content to the Palestinian curriculum where feasible to support future educational progression.•    Maintaining attendance and learner progress records, and accommodating absences due to medical treatment through flexible recap and make-up support.•    Creating a safe, encouraging and trauma-sensitive classroom environment, and referring any child welfare or protection concerns to the designated Anera focal point.•    Organizing a closing learner showcase and certificate event with families. Target Groups & Class ScheduleClasses will be delivered on Mondays and Wednesdays only, in consecutive one-hour sessions, to avoid clashing with the third-party English and Mathematics classes held on other days. Each group receives two one-hour sessions per week (24 hours per group over the phase). A short changeover between groups is built in to allow smooth transitions. Deliverables <ul><li>Inception note & session plans</li></ul> A short inception note plus a week-by-week session plan for all three groups, including learning objectives, methods and Thaki platform resources (Week 1) <ul><li>Assessment tools</li></ul> Activity-based baseline and endline literacy assessment tools, plus a simple progress-tracking format (Week 1) <ul><li>Class delivery</li></ul> Delivery of all scheduled Arabic literacy sessions — 3 groups × 2 sessions/week × 12 weeks (72 contact hours total; 24 hours per group) (Weeks 1–12) <ul><li>Attendance & progress records</li></ul> Maintained attendance registers and learner progress records submitted to Anera (Ongoing / monthly) <ul><li>Learner showcase</li></ul> A closing showcase and certificate event for learners and their families (Week 12) <ul><li>Final report</li></ul> A concise final report covering delivery, attendance, learner progress (baseline vs. endline), challenges and recommendations (Within 2 weeks of completion) Duration & Level of EffortThe consultancy will run for three months (12 weeks). The core delivery commitment is 72 contact hours (three groups × one hour × two days × twelve weeks), in addition to time required for curriculum and session planning, assessment design, record-keeping, the closing event and final reporting. The exact start date will be confirmed upon contracting. </div><h2 class="h5">Skills</h2> <div data-jb-field="skills">Required Qualifications & Experience•    University degree in education, early-grade/primary education, or a related field.•    Demonstrated experience teaching Arabic literacy to children and adolescents, ideally across the 6–17 age range.•    Experience working with refugee, displaced, or war-affected children is strongly preferred.•    Familiarity with active, learner-centered and play-based teaching methods, and the ability to differentiate instruction for mixed ability levels.•    Understanding of trauma-sensitive / psychosocial-aware approaches to working with vulnerable children.•    Strong classroom management, interpersonal and communication skills; fluency in Arabic.•    Familiarity with the Palestinian curriculum and/or digital learning platforms (e.g., Thaki) is an advantage. Reporting & SupervisionThe consultant will report to the Deputy Country Director for Programs at Anera Jordan, and will coordinate closely with Anera's program and MEAL teams on scheduling, assessment, attendance reporting and progress monitoring. Safeguarding & Code of ConductGiven that the program serves vulnerable, war-affected children, the consultant must adhere at all times to Anera's Child Safeguarding Policy, Code of Conduct and Protection from Sexual Exploitation and Abuse (PSEA) standards. The selected consultant will be required to sign these policies prior to commencing work and may be subject to reference and background checks. Any safeguarding or child protection concern must be reported immediately to the designated Anera focal point. </div>
