<p>The GIZ Jordan Project <strong><em>Protection of Water Dams Through Labour Intensive Activities (C4WW)</em></strong> is seeking to hire a “<strong>Project Officer– Focus: Civil Engineer</strong>” based in Jordan- for full-time base employment.</p>
<p>The project “Protection of Water Dams in Jordan through Labour-intensive Activities (Cash for Work)” tackles two challenges at once: Syrian refugees and vulnerable Jordanians can help protect dams and water resources and receive needed income in return for their efforts. To prevent soil erosion, they construct-check dams out of gabion baskets, create terraces, construct dry-stone walls and plant seedlings.</p>
<p>As a result, the storage capacity of the reservoirs is maintained, safeguarding irrigated agriculture and drinking water in the medium and long term. Additionally, the project entails the establishment of a project support unit in the Ministry of Labour. This ensures a more efficient implementation of BMZ Cash for Work projects in Jordan. Furthermore, standards created for a more efficient implementation of Cash for Work activities are being applied by all relevant partners. By providing short-term employment opportunities, the project is contributing to the improvement of the livelihoods of vulnerable Jordanians and Syrian refugees. It also contributes to fostering peaceful co-existence and reducing conflict potential between the two groups.</p>

<p>The project targets professionals and managers within the Ministry of Water and Irrigation (MWI), the Water Authority (WAJ), and the three water utilities (WUs); Aqaba Water Company, AWC; Miyahuna Water Company, MWC; Yarmouk Water Company, YWC. It particularly aims to benefit the Jordanian population, especially in the governorates of Balqa, Mafraq, and Karak.</p>
<p><strong>Qualifications and Specialist Knowledge</strong></p>
<ul>
<li>University degree (Master) in desalination, process engineering or comparable scientific studies</li>
<li>At least five (5) years of professional experience in planning, design, construction, operation, and optimization of water desalination facilities, particularly reverse osmosis systems of sea and brackish water.</li>
<li>At least five (5) years of proven experience in providing technical advisory services and project supervision for desalination projects, including design review, construction oversight, commissioning, and performance testing.</li>
<li>Multiple years of hands-on experience in the operation, troubleshooting, and performance assessment of desalination plants, including membrane fouling and scaling analysis, energy optimization, and process improvement.</li>
<li>Demonstrated experience in preparing and reviewing technical specifications, tender documents, bills of quantities (BOQs), and technical evaluations for desalination projects.</li>
<li>Proven work experience in international development cooperation projects financed by bilateral or multilateral donors.</li>
<li>Excellent knowledge in writing reports and using excel sheets (English and Arabic). </li>
<li>Very good communication skills. </li>
<li>Fluent written and oral knowledge of Arabic and English.</li>
</ul>
<p><strong>Main Responsibilities</strong></p>
<ul>
<li>Providing advice to project partners in the fields of planning, operation and management, regulation, environmental impact, rehabilitation and optimization of desalination facilities</li>
<li>Preparation of related cost and performance analyses and rehabilitation proposals for existing desalination plants</li>
<li>Reviewing and commenting on documents related to desalination projects (feasibility studies, design concepts, O&M contracts, energy concepts, financial concepts)</li>
<li>Development of Standard Operation Procedures (SOPs) for desalination related processes</li>
<li>Capacity Building of counterpart staff in the management of large-scale desalination projects.</li>
<li>Capacity development of the Water Laboratory of WAJ</li>
<li>Preparation of tenders and supervision of consultants</li>
<li>Support of the project team leader in costs and impact monitoring, as well as reporting to the Federal Ministry for Economic Cooperation and Development.</li>
