<p>In his/her geographical area, he/she ensures compliance with his/her budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.).</p>

<h4>Responsibility 1: Management</h4>

<li>Contributes to the development of his or her staff, creating the conditions for their commitment, professionalism, and attachment to HI.</li>
<li>Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behaviour.</li>
<li>Understands the strategy, makes it explicit, translates it into operational objectives for his or her team, and leads the necessary changes.</li>

<li>Encourages inter and intra-departmental exchanges of practice.</li>
<li>Encourages innovation and risk-taking.</li>
<li>Organises the operational and partnership management of his/her team, structures the work around identified processes, steers performance and facilitates the resolution of problems.</li>

<h4>Responsibility 2: Strategy and steering</h4>
<ul>
<li>Ensures the definition, implementation, and adaptation of the HI Strategy in the Program.</li>
<li>Is responsible for fundraising and resource planning:
<ul>
<li>Develops regular contacts with donors at field level and regularly informs the Institutional Funding teams.</li>
<li>Ensures the best allocation of resources to match Program ambitions, and plans accordingly (including support missions).</li>
</ul>
</li>
<li>Ensures the deployment and compliance with HI global frameworks, institutional policies, and standards.</li>
<li>Conducts partnership Steering Committees with his/her direct managers/counterpart: the operational partner and HI project team.</li>
<li>Ensures the design of project proposals for the continuity or expansion of the project or the development of new projects upon request.</li>
</ul>
<h4>Responsibility 3: Operational implementation</h4>
<ul>
<li>Is responsible for security management: in link with the Humanitarian Access and Security Manager and HQ specialist, develops a culture of safety and security at the Program level; ensures that security documents are developed, up-to-date and that all necessary measures are in place; ensures incident management and reporting according to HI frameworks.</li>
<li>Ensures financial control and monitoring of operations are effective in the Program: consolidation, control, and reporting of operational and organizational elements within the Program (dashboards, corrective measures, unrestricted funds consumption, etc.).</li>
<li>Ensures technical quality standards are applied in the projects of the Program and monitors the implementation of evaluations and donor audits’ recommendations.</li>
<li>With both potential opportunities and risks in mind, ensures continuous monitoring and analysis of current developments for the Program: implements analysis and monitoring of risks related to HI presence and activities; takes mitigation actions when relevant.</li>
</ul>
<h4>Responsibility 4: Representation, influence and leadership</h4>
<p>The Country Director represents the overall HI’s response internally and externally and promotes a high reputation and positive image of HI. This includes:</p>
<ul>
<li>Ensuring close coordination with Chad Country Director (especially related to fundraising activities, mutualization, response plan).</li>
<li>Ensuring authorizations to operate are secured and maintained, in compliance with the relevant country and state authorities’ requirements.</li>
<li>Employer’s representative responsibilities and compliance with local working regulations.</li>
<li>Communications on behalf of HI.</li>
<li>Representation of HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies.</li>
<li>Representation of HI vis-à-vis international organizations and coordination mechanisms and system.</li>
<li>Negotiation and signature of operational partnerships.</li>
<li>Developing external influence of HI (forums, operational and strategic alliances, etc.) and the external representation of the organization (events, media) in the Program’s geographical scope.</li>
</ul>
<h4>Requirements</h4>
<ul>
<li>You have at least 5 years of experience at key management positions within international organizations.</li>
<li>You have management experience in humanitarian, security and emergency programs.</li>
<li>You have strong interpersonal and intercultural skills.</li>
<li>You are able to work under high pressure and without constant supervision.</li>
<li>You have excellent organizational and coordination skills and you can transfer knowledge.</li>
<li>You have excellent communication skills and you are committed to teamwork.</li>
<li>You are able to travel and work in a tense and volatile context with strict security measures.</li>
<li>You have proven experience in negotiation with institutional donors, project writing and reporting.</li>
<li>You can manage risks and change.</li>
<li>You are fluent in English; knowledge of French and Arabic would be a plus.</li>
