Team Purpose:  

To contribute to Oxfam vision in Jordan: Jordan’s Climate Crisis is contained through responses led by those who are least responsible and hardest hit.
This means that communities in Jordan have the ability to realize their rights and improve their well-being despite shocks, stresses and uncertainty as a direct and indirect consequence of climate change, by taking intentional action to enhance the personal and collective capacity to respond to and influence the course of social, environmental and economic change.
The Team has started to transition from a focus only on WASH towards a Climate Justice programme last year. While existing work under WASH (such as Solid Waste Management and water management) has already transitioned to a have a more climate focused approach, new approaches and modalities need to be developed over the next years to build a strong climate portfolio. To do so the team will focus on innovation and evidence generation to be able to come-up with climate programming that will be scalable in the Jordanian context.


Job purpose
 
To overall manage the Oxfam Climate Justice Programme in Jordan that is being implemented in vulnerable Jordanian Communities and in Za’atari Refugee Camp.
Three outcomes contribute to the vision of the Climate Justice pillar:
1) Individuals and communities in Jordan have a better understanding of the impact of climate change, increased knowledge on conservation of natural resources, energy, and waste management leading to them taking action to use resources wisely through behaviour and practice change.
2) Vulnerable communities have increased resilience to the impacts of climate change.
3) Experience from Oxfam innovation and experimentation inform policy and practice of Government of Jordan in their transition to a green economy.
The three approaches that will underpin Oxfam’s climate justice work are:
1) Multistakeholder Participatory approach: through engagement of CSOs, youth, women and gender based groups, farmers and other community-based groups, academia, key donors, and the private sector, and government.
2) A systems approach: that recognizes the limitations of short-term, technical fixes. We will mobilize to transform the systems that perpetuate over exploitation and misuse of scarce natural resources.
3) Innovation and experimentation: Oxfam will innovate, test, gather evidence, and demonstrate the effectiveness of its interventions before moving to testing for scalability and efficiency.
The key intervention areas would include but not be limited to:
1) Water: which includes conservation, harvesting, use, reuse, and recycling to the extent possible in order to maximize the utility of this scarce resource.
2) Contributing to the reduction of greenhouse gases through sorting, recycling, and efficient disposal of household waste; including supporting and / or engaging with local value chains dealing with waste.
3) Experiments with alternative energy sources to reduce dependence on and / or use of fossil-fuel based energy through a Just Energy Transition Approach
In all of these areas, women play a crucial role as part of their unpaid care work. This potentially makes them leaders and agents of change.


Key Responsibilities and Accountabilities:


• Responsible for management of the overall Climate Justice projects including Solid Waste Management (SWM) and Circular Economy, efficient and effective delivery, budget planning, forecasting and executing in both humanitarian and development settings.
• Lead on programme design, all technical aspects and ensure achieving high programme quality in all aspects of the Climate Justice including SWM programme.
• Ensure that the Climate Justice programme is in compliance with donor and organizational standards and that all reporting is of high quality, and done in a timely manner.
• Supports partner organizations in developing and delivering projects within agreed parameters and in line with Oxfam partnership principles.
• Work with other programme managers for the development of a single country programme with strong synergies between the different programmatic elements.
• Adopt and use internal processes, procedures and systems and related software effectively, and take initiatives to improve learning and sharing of programme experience (within the programme and beyond), including cross programme learning.
• Ensure that the Climate Justice programme is implemented in a consultative, participative, transparent, and gender sensitive way.
• Promote a gender lens in Oxfam’s programming by addressing women’s leadership in water management and promoting gender sensitive programming in the Climate sector including solid waste management, green jobs.
Management and oversight of implementation
• Monitor and evaluate CJ programme work-including humanitarian WASH in the camp- to maintain and/or improve the quality, incorporating learning in the programme and ensuring the achievement of desired impacts.
• Recruit and manage staff in line with Oxfam policies, ensuring that they have the necessary induction, training, and support as required.
• Develop and maintains a positive and inspiring environment for the team, coordinating timely discussions on strategic programming issues
• Have excellent people management skills and ensures programme team development opportunities.
• Ensure regular Performance Reviews and create space for a dialogue for the team members and encourages initiatives.
Representation and influencing
• Represent Oxfam in appropriate Climate and WASH fora at a local, national and international level with: government authorities, UN organisations,I/ NGO’s and donor agencies.
• Liaise with appropriate international bodies, government officials, local organisations and other bodies, as necessary, to promote Oxfam’s CJ programme and overall principles.
• Develop an advocacy and influencing framework around Oxfam’s CJ work in Jordan in collaboration with Oxfam’s Campaigns and Policy Team.
• Strengthen alliance building and develop strong cooperation with wide range of partners and stakeholders.
Fundraising & Grant Management
• In close collaboration with the Funding Team, identifies and develops opportunities for project submissions.
• Ensures all donor grant management requirements are met.
Technical Skills, Experience & Knowledge Essential
• Minimum of 5 years of relevant management experience at programme level;
• Extensive Climate or WASH sector experience including both through theoretical knowledge and practical implementation; good understanding and experience of humanitarian and development WASH;
• Relevant university qualifications;
• Well-developed analytical and planning skills;
• Proven team leadership and the ability to work independently;
• Proven decision making capability;
• Demonstrates ability to identify and implement opportunities for innovation, with a focus on WASH and SWM;
• Can effectively influence outside own team and successfully represent the programme;
• Contributing to strategic development at a wider level within the programme;
• High-level interpersonal and communications skills;
• Anticipates problems and regularly provides solutions;
• Proactively assumes more responsibility and/or more difficult areas of work in agreement with manager;
• Strong and proven commitment to gender justice and women’s rights with ability to champion it internally as well as externally including in program and project design and strategies.
• Fluency in written and spoken English
 Experience of working in a multicultural team;
 Able to work under pressure, ability to prioritise and commitment to meet deadlines
 Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies
Desirable
 Arabic would be a strong advantage.
 Knowledge of Jordan and Middle East context is desirable;
