Project Summary:

The Jordan Public Accountability and Justice Strengthening Activity (PAJ) is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:

The Criminal Procedural Law Expert will assist USAID’s PAJ in developing materials for students and lecturers at the Judicial Institute of Jordan (JIJ). These materials will serve as a standardized resource for lecturers at the JIJ, thereby fostering a unified learning experience for students and standardizing the educational curriculum for diploma students aspiring to become judges. This position is expected to have a maximum level of effort of 30 days and take place between November 2024 – July 2025.

 

Responsibilities:

·       Develop an educational toolkit in consultation with relevant representatives from PAJ and JIJ by creating comprehensive educational materials, including guidelines and resources for teaching Criminal Procedure Law.

·       Prepare theoretical material on the Jordanian Criminal Procedure Law, covering topics such as investigation techniques, the principles of investigation, methods of questioning, instances where cases are referred to the Public Prosecutor, issues of legal capacity, suspension of sentence execution, notifications, and handling prosecution evidence.

·       Create materials including a comparison of trial procedures under the Magistrates' Courts Law and the theory of nullity.

·       Coordinate with specialized expert(s) to develop practical material either during or after the completion of the theoretical content.

 

Qualifications:

·       Master’s degree in law required. PhD in criminal law preferred.  

·       Minimum 15 years of relevant academic and professional experience in criminal law required.

·       Experience in curriculum development, particularly in criminal law education.

·       Experience in the application of criminal law.

·       Experience researching in legal developments, legislative amendments, and curriculum contributions.

·       Understanding of local and international criminal laws and procedures.

·       Familiarity with international agreements and comparative legal frameworks in criminal law.

·       Ability to design curricula suitable for different student levels, using diverse teaching techniques such as project-based learning, case studies, and simulations.

·       Proficiency in developing diverse teaching techniques, such as project-based learning, case studies, and simulations.

·       Fluency in Arabic required. Proficiency in English is preferable.
