The Informal Livelihoods Advancement Activity (Iqlaa) is a five-year USAID-funded program that aims to support Jordan's micro and small enterprises (MSEs) to grow, transform, and become resilient to future shocks. Mercy Corps leads on the implementation of Iqlaa and weaves together technical expertise from a robust set of national, regional, and international partners including Andersen for Legal and Tax Consultancy (Andersen), Dalberg Design (Dalberg), Expectation State, Middle East Investment Initiative (MEII), Migrate-Jordan (Migrate), Q-Perspective, and the American Chamber of Commerce in Jordan (AmCham).
General Position Summary
Mercy Corps is seeking a Sub-Grant Capacity Building Coordinator to support the Informal Livelihoods Advancement Activity (Iqlaa). The Sub-Grant Capacity Building Coordinator will support hiring, training, coaching, and providing regular feedback to sub-grantee organizations and staff besides Iqlaa Sub-Grant Unit. S/he will contribute to the Sub-Grant Department staffing structure. Working in the Finance Department under the direction of the Finance Director and Deputy Chief of Party for Operations, the Sub-Grant Capacity Building Coordinator will have primary responsibility for overseeing all sub-granting capacity building efforts related to the Iqlaa program subgrantees and Iqlaa Sub-Grant unit. The Sub-Grant Capacity Building Coordinator will ensure and provide ongoing capacity development, and will support building, strengthen, manage and maintain robust capacities within each subgrantee organization and Iqlaa Sub-Grant unit. The Sub-Grant and Capacity Building Coordinator will work closely with the sub-grants team to monitor sub grantees and ensure compliance with the terms and conditions of the sub grant agreement.
Essential Job Responsibilities
CAPACITY STRENGTHENING TO PARTNERS
● Lead the Capacity Building team within the Subgrants Unit
● Ensure that the selection, award, monitoring, and closure of subgrantees is implemented in accordance with the approved subaward manual.
● Assess the capacities of partners and subgrantees and negotiate priority focus areas. Develop capacity building action plans and ensure its successful implementation.
● Based on the assessment of the subgrantee, where applicable, advise special award conditions to be incorporated in the award agreement.
● Conduct capacity building sessions/training for the subgrantees’ staff according to the monitoring plan directly or through external services including orientation for new hires, providing necessary resources or material, etc.
● Provide guidance to grantees in how to meet special award conditions, including providing templates for procurement, accounting, HR and financial management etc. as relevant. Meet with grantees to explain the best practices in these procedures and support their customization of prioritized internal policies.
● Collaborate closely with program staff to ensure capacity development support to partners/subgrantees is tailored, targeted and responsive to their organizational needs and priorities
● Creatively problem solve with partners/CBOs/MSEs to develop protocols and procedures that are both compliant and contextually appropriate.
● Conduct monitoring visits according to the monitoring plan. Prepare visiting reports and follow up on identified observations.
● Prepare and update manuals according to MC, donor and local regulations if needed.
● Participate in the elaboration of plans and lead capacity building efforts for MC Jordan and partners related to subgrantees.
● Work with field office staff to review and establish effective monitoring and technical support.
● Conduct partner/subgrantees site monitoring visits as per the monitoring plan and provide reports to Sub grant & Compliance Manager and monitor the sub grant capacity building assistants/officers visits as per monitoring plan.
● Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
● Any other duties as assigned.

SAFEGAURDING RESPONSIBILITIES
• Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
• Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members
• Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options
Supervisory Responsibility
The Sub-Grant Capacity Building Coordinator is responsible for managing and leading the Capacity Building Assistants, Officers and/or Senior Officers under their supervision per the org chart.
Accountability
Reports Directly To: Subgrant & Compliance Specialist
Works Directly With: Iqlaa DCOP for Finance & Operations, Sub-Grant Manager, Senior Finance Manager, Iqlaa Sub-Grant team, Iqlaa CoP, other team members and existing country office Finance Team (Finance Coordinator, Finance Officer and Finance Assistants)
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
● Five or more years of capacity building of sub-grantees, financial management, including budgeting and grant management or auditing.
● A university degree in finance, accounting or a related business field is required.
● Three years’ experience in the Finance Department of an non-governmental organization
● Good understanding of major international donor rules and non-profit accounting.
● Prior experience with computerized general ledger software
● Advanced computer skills in MS Office programs, particularly Excel and Access.
● Strong analytical skills coupled with a solid understanding of financial and procurement systems; Prior auditing experience is considered a plus
● Excellent oral and written English skills
● Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
● Experience managing sub-grants to international and local agencies under USAID donor funded programs will be preferred.
● Previous Capacity building experience of sub-grantees will be required.
● Ability to work in a collaborative spirit with other departments, in particular Programs, to effectively implement projects while staying compliant with donor and Mercy Corps regulations.
● Advanced computer skills in MS Office programs, particularly Excel.
● Effective verbal and written communication, multi-tasking, organizational and prioritization skills
● Excellent training and presentation skills, besides excellent oral and written English skills required.
● Proficiency in Arabic is a plus.
