USAID Informal Livelihoods Advancement Activity (Iqlaa) is a five-year USAID-funded program that aims to put Jordan’s home-based businesses (HBBs) and Micro and Small Enterprises (MSEs) on a path to recovery, help them access the safety net measures in Jordan, and, most importantly, regain productivity and growth.
Mercy Corps approach to Iqlaa integrates direct assistance with market systems development (MSD) interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge stronger and more resilient, transformed through new ways of doing business and improved access to finance, markets, and services. The program encourages and supports the participation of all MSE-owner segments.

The Position
The Information Management Officer will be responsible for collecting, analyzing, and visualizing data to support the IQLAA program's objectives. They will manage data collection tools, create and maintain data warehouses, and ensure data validation and quality. The Information Management Officer will work closely with the Senior MEL and IM Coordinator and with the IM team to provide insights through advanced data analyses using tools such as Power BI using DAX language and will utilize Azure for data management, cleaning, and storage to ensure fully centralized automation of IQLAA information management system.
The Information Management Officer will be responsible for facilitating data demands, tooling, and retooling the IQLAA Information Management System to adapt to changing demands, ensuring that all data collection tools are well-tested, and ensuring that MEL teams correctly assign mobile users. The Information Management Officer will work with the Mercy Corps IQLAA Activity team as well as partner organizations and sub-grantees to oversee and ensure the collection of quality MEL data for the program. The Information Management Officer will be responsible for supporting the Senior MEL and IM Coordinator to oversee the monitoring and data collection of the project, analyze data and visualization to provide insight to the project team, and contribute to report IQLAA’s achievements to all relevant internal and external stakeholders. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively implemented and well synchronized between the Activity sites and interventions. The Information Management Officer may supervise teams of enumerators in data collection, data analysis, and reporting according to the needs of the Activity. The Information Management Officer will be an integral member of the Program Quality and Learning (PQL) team learning and reflection processes, leading discussions on quality, accountability, and timely reporting of information across the activity.
Essential Responsibilities
- Maintain IQLAA’s Data Management Protocol development and operationalization.
- Facilitate data demand to ensure that the resulting data will be correctly fed into information management flows.
- Tool and retool the IQLAA Information Management System to adapt to changing demands from all Activity’s stakeholders.
- Develop and manage data collection tools using ONA, ODK, or any similar platforms.
- Ensure all data collection tools are well-tested and mobile users are correctly assigned.
- Oversee the quality of data collected and ensure its integrity and completeness.
- Conduct advanced data analysis using Power BI and DAX language to provide actionable insights.
- Create and maintain data visualizations and dashboards to represent program results and metrics.
- Support the Senior MEL and IM Coordinator in preparing regular visualized reports in coordination with the MEL team and Leadership Team.
- Build and maintain a data warehouse to centralize and manage all IQLAA data.
- Use Azure for data storage, management, and integration from all sources.
- Ensure data backup and re-import clean data into the databases regularly.
- Troubleshoot and resolve issues related to Azure data management.
- Establish and maintain data validation processes pre-collection and post-collection.
