Water and Sanitation Advisor - Focus: OD

The GIZ Jordan Project Strong Water Utilities (SWU) under the Water and Energy Cluster is seeking to hire a “Water and Sanitation Advisor – Focus: Organizational Development” based in Jordan- for full-time base employment.

The Strong Water Utility (SWU) project is funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Its primary objective is to support the actors in the Jordanian water sector to improve their performance and tackle challenges related to institutional development and process improvements aimed at reducing water losses and energy consumption as well as in wastewater management, desalination of brackish water and providing better rural drinking water supplies. 

This project is strategically designed to elevate the performance of water supply, wastewater management, and energy efficiency within the Jordanian water sector.

The project specifically targets professionals and managers within the Ministry of Water and Irrigation (MWI), the Water Authority (WAJ), and the three water utilities (Wus); Aqaba Water Company, AWC; Miyahuna Water Company, MWC; Yarmouk Water Company, YWC. It particularly aims to benefit the Jordanian population, especially in the governorates of Balqa, Mafraq, and Karak. The project will span a four-year period.

The SWU project focuses on 5 key outputs:

  • Output 1: Processes and structures to reduce water losses in drinking water supply are institutionalized in the relevant departments of the ministry, the water companies and the three southern governorates of Karak, Ma'an, Tafilah​
  • Output 2: Energy management is institutionalized in the energy departments of the water authority and water companies.​
  • Output 3: The basis for the operation of sewage treatment plants has been improved in terms of environmental compatibility and technical standards.
  • Output 4: Women's groups from the three southern governorates are strengthened to negotiate measures to improve water supply in rural communities​.
  • Output 5: The capacities of the WAJ and the WUs to increase the quantities of desalinated water provided have been strengthened.

Qualifications and specialist knowledge

  • University degree (bachelor’s degree) in Business administration, Finance, or related fields
  • At least 5 years of professional working experience in or with Water Utilities in the fields of organizational development, Finance, O&M, SOPs, or HR
  • Good knowledge of Business Processes and Management Concepts including experience in work procedures implemented in water utilities
  • Excellent knowledge of writing ToRs reports etc..
  • Relevant experience in multi-stakeholder management is an advantage.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Capable of working in the field in different geographical locations of Jordan
  • Ability to cope with dynamic situation of cooperation system in development field
  • Excellent communication skills, outgoing, constructive, ability to cooperate with others.
  • Fluent written and oral knowledge of Arabic and English.

Main Responsibilities

  • Assess and document current operational and management processes in the areas of operation & maintenance, commercial management, administration, finance, and HR across the three utilities (Miyahuna, Aqaba Water, Yarmouk Water).
  • Support the organisational development and the advisory of the legal framework of the water utilities
  • Assess and document organizational structures, staffing structures and mandates across the three utilities including technical and satisfaction surveys and needed analysis
  • Support process improvement and performance monitoring by collaborating with the water utilities to define and implement process improvements and institutionalize good practices in energy management, water loss reduction, and wastewater management.
  • Contribute to capacity development efforts by implementing organizational and technical advice to the water utilities, focusing on effectiveness, efficiency, reducing non-revenue water (NRW), improving energy efficiency, and enhancing wastewater treatment operations.
  • Provide training needs assessments, trainings and technical assistance to specialists within the utilities to strengthen, standardize and optimize operational and management processes, especially around NRW and energy management.
  • Regularly monitor improvements through onsite visits, collecting and analyzing performance data. 
  • Support project monitoring, evaluation including reporting tasks preparing minutes of meetings etc.
