<p>The GIZ Jordan Projects <strong><em>FURSATI – Empowering Women for Technical and Green Crafts Professions and in Career Development</em></strong> and <strong><em>Digitalisation of TVET in Jordan </em></strong>are seeking to hire a “<strong>Monitoring and Evaluation Specialist</strong>” based in Jordan- for full-time base employment.</p>
<p><strong>FURSATI –</strong> <strong>“</strong>is a BMZ-funded GIZ project in Jordan’s TVET portfolio, running from <strong>05/2026 to 04/2030</strong>. The project aims to improve employment perspectives in Jordan, especially for young women, in green, technical and creative sectors. It follows a gender-transformative approach, with gender equality and women’s empowerment as its principal objective. </p>
<p>FURSATI works at system, school, community and labour-market level. It supports gender-responsive TVET reform, practice-oriented BTEC education, social norm change around women’s employment, and women’s transition into work. </p>
<p><strong>Output 1</strong> strengthens the Ministry of Education’s capacities to implement TVET reform in a gender-transformative and labour market-oriented way, including policy advice, capacity development, career orientation and private sector engagement. </p>
<p><strong>Output 2</strong> supports selected BTEC girls’ schools in improving practical and gender-responsive training in green, technical and creative fields, with a focus on work-based learning and cooperation with companies. </p>
<p><strong>Output 3</strong> addresses social norms limiting women’s participation in these sectors through evidence-based campaigns, community dialogue, Sport for Development approaches, and exchange with women’s and business associations. </p>
<p><strong>Output 4</strong> strengthens labour market-oriented qualification offers and women’s transition into employment through labour market analysis, training development, mentoring, career guidance, job fairs, internships and cooperation with relevant associations</p>
<p><strong>DigiTVET- </strong>Digitilisation of TVET in Jordan” project is part of the TVET portfolio of GIZ Jordan<strong>,</strong> which aims to strengthen the quality and attractiveness of vocational education and training across the country. Working in close partnership with the Ministry of Education<strong>,</strong> public training providers, and civil society organisations, the project focuses on developing standardised procedures for digital TVET and designing inclusive, barrier-free learning methods that improve access for women and marginalised groups. A core element is the capacity building of teaching staff in both digital methods and inclusive, gender-equitable approaches. By combining technical and pedagogical skills development, the project ensures that learning content and platforms are accessible, engaging, and relevant to diverse learners. These efforts contribute to enabling young people — particularly from disadvantaged backgrounds — to acquire the skills needed in the digital age, while supporting companies in accessing a better qualified and digitally competent workforce.</p>
<p><strong><u>Qualifications and specialist knowledge</u></strong></p>
<ul>
<li>Bachelor’s degree in social science, economics, statistics, engineering, and any other related field.</li>
<li>At least 7 years of professional experience and relevant expertise in a comparable position in an international development organisation (Monitoring & Evaluation, Data Management and Analysis).</li>
<li>Professional experience within the Jordanian TVET & Employment sector is an asset</li>
<li>Methodological expertise in impact measurement of development cooperation projects.</li>
<li>High flexibility in selecting methods and strategies for monitoring and evaluation (M&E) of projects and for collecting data to demonstrate achieved impacts.</li>
<li>Experience in monitoring and evaluation for reporting, data collection, and aggregation of various data sources, with the ability to provide a comprehensive overview.</li>
<li>Excellent digital competencies (MS Office: Excel, MS Teams).</li>
<li>Language skills: Arabic native speaker, fluent spoken and written English skills, German language is an asset.</li>
</ul>
<p><strong><u>Main Responsibilities</u></strong> </p>

<li>Create and implement monitoring, evaluation and learning systems (MEL) for FURSATI and DigiTVET.</li>
<li>Provide input for reports to the German Federal Ministry for Economic Cooperation and Development (BMZ) and other political partners.</li>
<li>Support the information, communication and public relations work of the projects by providing results data.</li>
<li>Continuously manage data collection, preparation, and provision to support strategic orientation and operational planning.</li>
<li>Provide regular updates on MEL progress, ensuring adherence to GIZ strategies and guidelines, including those of its financing partners and relevant divisions.</li>
<li>Support the projects and counterparts in document management and knowledge management and ensure that the projects meet their obligations in records management, monitoring and evaluation.</li>

<p>Mission and objectives</p><p>Anchored in the 2030 Agenda for Sustainable Development and in line with the priorities outlined in the UNDP Strategic Plan, the Regional Bureau for Arab States (RBAS) supports the Arab States region to achieve sustainable development by eradicating poverty in all its forms and dimensions, accelerating structural transformations for sustainable development, and building resilience to crises and shocks.</p><p><br></p><p>In addition to its presence in New York, RBAS has its main office in the Regional Hub based in Amman, Jordan with some staff based in Beirut (Lebanon) and Dubai (UAE).</p><p>The Amman Regional Hub hosts regional initiatives under the Regional Programme for Arab States 2022-2025 which touches upon the following areas of work: governance and anti-corruption, regional cooperation for the reduction of poverty and inequality, knowledge economy, conflict prevention and peacebuilding, climate security, youth engagement and empowerment, gender equality, resilience building, among others.</p><p>Context</p><p>This UNV assignment is part of UNDP Jordan’s biodiversity portfolio and its support to the Ministry of Environment, particularly through the Nature Protection Directorate and related national biodiversity coordination mechanisms.</p><p>The Biodiversity Assistant will be embedded within the Ministry of Environment and will support both UNDP biodiversity projects and Ministry-led biodiversity functions. Approximately 50% of the Assistant’s time will be dedicated to UNDP biodiversity projects, mainly the Biodiversity Finance Initiative (BIOFIN) and support to the implementation and follow-up of Jordan’s NBSAP. Under the overall guidance of the IOM Jordan Chief of Mission (CoM), technical and administrative supervision of the Senior Regional Project Coordinator, Global Fund Middle East Response Project Management Unit (GF MER PMU), and in close coordination with country offices in Middle East Response (MER) countries, the Migration Health Officer (Health Product) shall be accountable and responsible for coordinating and monitoring of downstream procurement and supply chain concerning project-related health products and medical equipment and digitalization of core investments for end-to-end visibility and commodity tracking. The Migration Health Officer (Health Product) will address inadequate visibility of health equipment (capital) investments, implement identified gaps related to assets management and provide oversight in the monitoring and implementation of commodity security.</p><p>Support the Project Management Unit (PMU) of Middle East Response Global Fund (MER-GF) to coordinate and work closely with the MER countries on the downstream track of Health Products Management (HPM) and operations of supply chain capabilities. Coordinate with Supply Chain to enhance visibility and optimize the current project-related supply chain and HPM unit to ensure that all seven countries are properly supported, particularly through the digitalization of systems and targeting capital investments. Coordinate and link programmatic targets with the health products investment (existing and new investments) and supply chains to show alignment and better visibility and optimization linked to the performance framework. Establish and maintain digital (live) platform providing real time data/information about the availability of commodities and their distribution, which also serve as evidence for decision and future planning. Establish linkages between the digitalization processes and achieve end-to-end visibility of commodities, particularly capital investments in health equipment and supplies. This would benefit in putting a strong foundation for the sustainability of programs and support the broader objectives as the grant moves toward next cycle. Review and assess all the assets (capital investment) secured under MER project in the MER countries and inform about the functionality and operational status of these equipment/supplies. Provide an understanding of how assets have been managed to date, identify strengths and gaps, and assess any existing risks in this area and how they could be mitigated. Ensure that the initial and subsequent periodic assessments guide an understanding of the gaps for initiating subsequent actions to ensure operational functionality of this equipment for the benefit of the program/s and end users. Identify and display the impact of these capital investments and explain the success that this equipment has generated. Follow and ensure that all the equipment under the project is functional and stock outs are avoided and addressed promptly, through a formal and informal proactive way of engaging suppliers and countries. Follow and monitor the downstream of project-related supply management of commodities, review the quantities received, utilized and stocked; and link them with the results achieved on the targets. Use this information feeding into the procurement requirement of medicines and supplies for each country and prevent any stockout and/or expiries. Review the current practice/s of stock management and warehousing for project-related commodities and identify gaps, if any, and suggest remedial actions as well as support the countries to improve implementing those actions. Review and assess the investment in District Health Information System (DHIS) in terms of equipment, software and capacity development and whether the intended objectives are achieved. Identify any gaps in operationalizing the DHIS in relation to TB (tuberculosis) and HIV (Human Immunodeficiency Virus) programs information collection in the MER countries; suggest corrective actions and coordinate this intervention with PMU and MER countries for a functional system. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>A consulting team is being formed for a planned end-of-project evaluation of a labour-intensive maintenance and Cash-for-Work project in Jordan. The evaluation will assess the project s contribution to improving livelihoods, supporting vulnerable Jordanians and Syrian refugees, and improving the learning environment in public schools. The assignment will use a mixed-methods approach, including desk review, phone surveys, key informant interviews, focus group discussions, and limited site visits where possible. The evaluation will cover selected governorates in Jordan and will require strong coordination, careful field supervision, and high-quality data collection. The Data Collection Supervisor will be responsible for coordinating and supervising the data collection process. This includes supporting the preparation of tools, training the data collection team, managing fieldwork logistics, ensuring data quality, and reporting progress to the evaluation management team. The position requires someone who is organized, practical, and able to work closely with enumerators, qualitative researchers, and technical team members. The supervisor should be able to solve field challenges quickly, maintain good communication with the team, and ensure that ethical and quality standards are followed throughout the data collection process. Cities and territories are playing a big part on the implementation of SDGs, that are becoming a new tool for strategic planning and budgeting in the mid to long-term. Since 2015, local governments and their associations have been increasingly active in promoting the SDGs through advocacy, working with their local population and partners in transposing the spirit of Agenda 2030 in cities and territories. Local governments have also started to use SDGs as a strategic framework to deliver better and more innovative public services linked to SDG targets and indicators. As part of the SDG Local Action project, UNDP is one of the implementing partners of the Mayors Challenge, a global initiative to reimagine the most essential services that cities deliver to residents.</p><br> <p>Within this context, the SDG Local Action project is seeking to recruit a<strong> Project Coordinator </strong>to support the implementation of the Mayors Challenge in the city of As-Salt (Jordan), one of the winners of the 2025 Mayors Challenge. The As Salt project aims to establish a training centre for the restoration of heritage buildings, training local residents on restoration skills to preserve their heritage, revive their buildings and repurpose them. </p><br> <p>As-Salt is home of thousands of heritage buildings, with a magnificent architectural character that tells the city’s rich history and connects its owners with their ancestors. Today, these buildings, once vibrant and full of life, have fallen into disrepair due to neglect, lack of awareness about their importance and a shortage of restoration specialist and high maintenance costs. About 70% of them are dilapidated and abandoned, posing a threat to residents and visitors. The project will transform the urban heritage of As Salt into a sustainable economic, social and cultural engine. By establishing the Heritage Building Restoration Training at the Beit Falah Al Hamad Heritage site, the city will be leading an integrated model that will create skills to create local and regional job opportunities. The project will also work with the owners of heritage buildings, providing legal support, financial incentives and technical support, connecting them with the new graduates. The project will also work to project a new image for the city to attract tourism, culture and investment in partnership with city society and the private sector, including banks and microfinance institutions.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>The <strong>Project Coordinator </strong>will perform the following functions:</p><br> <p><strong>A. Org. Setting and Reporting<br>In its resolution 72/279 of 31 May 2018, the General Assembly created a dedicated, impartial empowered and sustainable development-focused coordination function for the United Nations development system, drawing on the expertise and assets of all United Nations development system entities, including specialized and non-resident agencies. The Resident Coordinator system ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. It encompasses the UN Resident Coordinator, the UN Country Team and Resident Coordinator's Office and is served by the UN Development Coordination Office. In line with this General Assembly mandate, the Resident Coordinator (RC) is the highest ranking representative of the United Nations development system (UNDS) at the country level, with the responsibility to lead United Nations country teams, and ensure system-wide accountability on the ground – including through a matrixed dual reporting model - for the United Nations Sustainable Development Cooperation Framework and coordinating UN support to countries in their implementation of the 2030 Agenda. The organization still functions to ease the suffering of millions of children in emergency situations across the world. UNICEF also focuses on the protection and promotion of child rights, working for the survival, protection, education and healthy development of every child.</p><p><br></p><p>UNICEF has worked in Jordan since 1952 to promote and protect the rights of children. In the following decades, significant progress has been achieved for children. Since the beginning of the Syrian crisis in 2013, UNICEF has significantly increased its operation to respond to the challenges faced by both refugee children and those in the communities where they live.</p><p><br></p><p>Building on the lessons learned from this emergency response, UNICEF Jordan moved to a vulnerability approach in 2018 - supporting interventions that target the most vulnerable children in the country, regardless of their nationality.</p><p>Context</p><p>UNICEF Jordan Country Office (JCO) is currently in the fourth year of its Country Programme Cycle (2023–2027), a period marked by continuous efforts to support targeted interventions and mainstreaming in gender equality and adolescent girl empowerment across programming and institutional work. Guided by a Gender & Disability Action Plan (2025-27) and a Gender Programmatic Review (completed in October 2025), JCO has invested in building gender capacity, establishing a well-staffed team, and aligning its interventions with UNICEF’s global Gender Action Plan (GAP 2022–2025), the Strategic Plan (2022–2025), and positioned itself for alignment to the current UNICEF Strategic Plan (2026–2029) and Gender Equality Plan (2026-29). UNICEF JCO needs to continue to strengthen a robust knowledge management system as a core strategy to advance its work on gender and disability inclusion. Org. Setting and Reporting<br>The position is located in the Procurement Unit of the Mission Support Component of OSESGY. The incumbent will be based in Amman, Jordan and will report to the Chief of Unit, Procurement.<br> Responsibilities<br>The Procurement Assistant assists in the implementation of effective and efficient management and delivery of procurement of goods and services and sale activities required by the mission to fulfil its mandate and carry out the procurement work in an effective, efficient, economical and timely manner.
