<p><strong>JOB SUMMARY</strong> </p>
<p>The Roving HR Officer provides Human Resource support for the HR department. This role will be responsible for HR operational oversight of key HR functions including Talent Acquisition and management, Staff Relations, and Performance Management support etc.</p>

<p><strong>MAIN TASKS AND RESPONSIBILITIES</strong></p>
<ul>
<li>Act as the primary HR focal point during scheduled rotations or urgent deployments to Zaatari Camp, Azraq Camp, or any other assigned operation sites.</li>
<li>Provide direct, accessible HR services to field-based staff, national employees, and incentive-based volunteers (IBVs), addressing inquiries regarding policies, benefits, and contracts.</li>
<li>Coordinate field-specific HR administrative workflows, including physical file collection, contract distributions and making sure the contracts are signed by each employee, and time attendance sheet verifications.</li>
<li>Participate in reviewing national staff policies and recommend changes/additions/deletions to the HR Manager.</li>
<li>Provide support to program and operations staff in interpretation of HR policies and procedures and provide technical support on HR issues, as directed by supervisor.</li>
<li>Work with HR and Management on implementation of strategic planning of the department.</li>
<li>Conduct regular field travel to project offices, ensure proper implementation of human resources procedures and assist/ support managers in their needs.</li>
<li>Maintains compensation databases and ensures employment records are properly maintained in the HR systems (CostPoint, Local HR system)</li>
<li>Facilitate the recruitment process and advise the hiring manager on each recruitment stage and prepare regular recruitment tracking reports.</li>
<li>Ensure that the recruitment process is fair and transparent and in line with international Medical Corps (IMC) HR policies and procedures.</li>
<li>Ensure proper orientation for all new staff; collaborate and coordinate with other departments to provide an engaging and welcoming orientation.</li>
<li>Advise and facilitate employee separation process and maintain separation documents in employee file.</li>
<li>Assist in updating organograms, maintaining contact lists, and information flow lines regularly.</li>
<li>Assist in preparation of employee contracts, and other mandatory documents are signed and filed. </li>
<li>Assist in writing personnel letters as required (transfer, promotion, increment, acceptance of resignation and others).</li>
<li>Assist in preparation of separation / terminal benefits.</li>
<li>Assist HR Management to do periodic turnover analysis.</li>
<li>Ensure that all the personnel files are kept in safe custody and are updated on a regular basis. Also, ensure that the required documents are uploaded on shared cloud system (Office 365). </li>
<li>Support HR Management to ensure that performance reviews are processed timely and filed.</li>
<li>Supports country program supervisors and staff in the goal setting, end of probation or annual performance reviews ensuring proper documentation of performance appraisals.</li>
<li>Supports country program supervisors to identify training needs or performance gaps of staff.</li>
<li>Support the audit and compliance process and provide the documentation after reviewed by HR Management.</li>

<p><strong>MINIMUM QUALIFICATIONS</strong></p>

<li>Typically, a bachelor's degree in a related area. A degree in HR management is preferable. An equivalent combination of relevant education and experience may be substituted as appropriate.</li>

<li>Previous experience with International Medical Corps is a plus</li>
<li>Knowledge of local labor laws</li>
<li>Experience with human resource information system would be an added advantage</li>

<p><strong>POSITION DESCRIPTION</strong></p>
<p>The Proposal Writing & Business Development Manager leads Amideast Jordan’s efforts to expand its donor and client portfolio by identifying funding opportunities, building strategic partnerships, and advancing new business in alignment with the organization’s strategic priorities. The role works closely with the Country Director, headquarters, technical teams in the Jordan office as well as regionally, and external partners to strengthen Amideast’s market positioning and pursue new opportunities.</p>
<p>The incumbent manages the business development process from opportunity identification through proposal submission by researching donor priorities and client needs, pursuing and meeting with new potential clients, assessing Amideast’s service portfolio, and working with technical and operational teams to design responsive, feasible solutions. The role prepares competitive technical and cost proposals, ensures compliance with Amideast’s internal processes, secures required approvals, meets submission deadlines, and maintains relationships with current and prospective donors and clients to support sustainable organizational growth.</p>

<p><strong>Project Background:</strong></p>
<p>The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USG, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. </p>
<p>Public-Private Partnerships (PPPs) are a key mechanism for mobilizing private capital, improving public service delivery, and enabling the development of strategic infrastructure and public assets. As Jordan advances its reform priorities and strengthens private sector participation in public investment, government institutions responsible for PPP oversight continue to play a leading role in screening, structuring, and coordinating PPP opportunities across sectors.</p>
<p>While Jordan has an established legal and institutional framework governing PPPs, continued institutional strengthening is needed to build capacity in screening, structuring, and advancing PPP transactions. Strengthening the ability of government counterparts to assess transaction readiness, review financial documentation, and manage active pipeline projects remains a priority for deepening private sector participation in public investment.</p>
