<p><strong><u>Supply Chain Officer (SCO) / Order management</u></strong></p>
<p>The Supply Chain Officer processes and fulfils supply requests and orders in accordance with ICRC's logistical and financial procedures and pre-established fulfilment guidelines. The SCO works closely with customers and is responsible for ensuring all requests are handled without delays and that priorities are respected. The role focuses on delivering goods in the most efficient and effective way through order analysis and consolidation.</p>
<ol>
<li><strong>Analyze and Process Requests in a Timely Manner</strong></li>
</ol>
<p ><strong>The SCO reviews the pending Sales Requests (SRs) in the "Log Review and Submit for Approval" page at least twice a day, verifying the following:</strong></p>
<ul>
<li><strong>Header information:</strong> Sold To, Ship To, Reason Code, Order Title, Header Attachment, Project ID</li>
<li><strong>Line defaults:</strong> Requested Date (realistic delivery date), Schedule Pick Date, Cost Center, Objective</li>
<li><strong>Line items:</strong> Item Code, Quantity, Unit and Extended Price, Line Attachment, Cost Center</li>
</ul>
<p ><strong>The SCO communicates any changes made to the SR by email to the requester, then submits the reviewed SR for approval once all changes have been saved and communicated.</strong></p>

<li value="2"><strong>Monitor Sales Requests and Follow Up</strong></li>
</ol>
<p><strong>The SCO monitors the status of all SRs, including:</strong></p>
<ul>
<li>Checking rejected SRs and contacting the requester to understand the reason and assist with resubmission if needed</li>
<li>Following up on SRs pending approval (status 515) to ensure they are approved within two business days</li>
<li>Resubmitting SRs when the original approver is absent, redirecting to the acting approver</li>

<li value="3"><strong>Select the Appropriate Sales Document and Release</strong></li>
</ol>
<p >The SCO reviews all approved SRs (status 516, 517) and releases them into the appropriate document type (SO, SD, SP), taking into account delivery patterns — local, upstream, direct, or warehouse-based. The SCO coordinates with the purchasing department for SP, ST, and SD documents, and with supply planners and the warehouse for SO fulfilment.</p>
<p ><strong>4. Keep the System Updated and Clean</strong></p>
<p >Regularly updates Promised Delivery Dates on sales documents based on input from purchasers or other LSC units, and promptly notifies the requester of any delays</p>
<p >Closes old or unnecessary sales document lines to keep the system clean</p>
<p ><strong>5. Record and Manage Documentation and Claims</strong></p>
<p >The SCO organizes and maintains all documentation related to orders, registers customer claims and remarks, and coordinates with the warehouse and purchasing department to identify root causes and resolve issues.</p>
<p ><strong>6. Update follow up sheets and Provide Statistics</strong></p>
<p >The SCO maintains awareness of delivery statuses and potential delays and keeps logistics dashboards and reports (JDE O2D reports, Tableau SCO dashboard, etc.) up to date. The SCO also identifies and proposes improvements to customer service policy.</p>
<p >In addition, the SCO is expected to analyze supply chain data, generate and share reports as required, and participate in ad hoc reporting meetings when requested by their line manager.</p>
<p ><strong>7. Promote Good Planning and Forecasting</strong></p>
<p >In collaboration with the Supply Chain Planner and Demand Planner, SCO helps build awareness of the importance of sound planning and forecasting practices.</p>
<p ><strong>8. Maintain Communication Flow</strong></p>
<p >The SCO ensures effective communication with:</p>
<p >Customers — keeping them informed of expected delivery dates, potential delays, stock shortages, or item discrepancies</p>

The Youth Development Programs Senior Officer also supports ongoing administrative operations of the Training & Partnerships team as related to testing, enrolments, grading, assigning students into respective classes and reporting. <p>Scope of work The Business Analyst will serve as the primary link between healthcare stakeholders, the EMR vendor, and internal technical teams to ensure the successful delivery of the Electronic Medical Records (EMR) system. The role is responsible for eliciting, analyzing, documenting, and validating business, clinical, and functional requirements; conducting business process analysis and Fit-Gap assessments; developing functional specifications and other product documentation; and ensuring that proposed solutions align with UNRWA’s operational and clinical workflows. The Migration Health Officer (Health Product) will address inadequate visibility of health equipment (capital) investments, implement identified gaps related to assets management and provide oversight in the monitoring and implementation of commodity security.</p><p>Support the Project Management Unit (PMU) of Middle East Response Global Fund (MER-GF) to coordinate and work closely with the MER countries on the downstream track of Health Products Management (HPM) and operations of supply chain capabilities. Coordinate with Supply Chain to enhance visibility and optimize the current project-related supply chain and HPM unit to ensure that all seven countries are properly supported, particularly through the digitalization of systems and targeting capital investments. Coordinate and link programmatic targets with the health products investment (existing and new investments) and supply chains to show alignment and better visibility and optimization linked to the performance framework. Establish and maintain digital (live) platform providing real time data/information about the availability of commodities and their distribution, which also serve as evidence for decision and future planning. Establish linkages between the digitalization processes and achieve end-to-end visibility of commodities, particularly capital investments in health equipment and supplies. This would benefit in putting a strong foundation for the sustainability of programs and support the broader objectives as the grant moves toward next cycle. Review and assess all the assets (capital investment) secured under MER project in the MER countries and inform about the functionality and operational status of these equipment/supplies. Provide an understanding of how assets have been managed to date, identify strengths and gaps, and assess any existing risks in this area and how they could be mitigated. Ensure that the initial and subsequent periodic assessments guide an understanding of the gaps for initiating subsequent actions to ensure operational functionality of this equipment for the benefit of the program/s and end users. Identify and display the impact of these capital investments and explain the success that this equipment has generated. Follow and ensure that all the equipment under the project is functional and stock outs are avoided and addressed promptly, through a formal and informal proactive way of engaging suppliers and countries. Follow and monitor the downstream of project-related supply management of commodities, review the quantities received, utilized and stocked; and link them with the results achieved on the targets. Use this information feeding into the procurement requirement of medicines and supplies for each country and prevent any stockout and/or expiries. Review the current practice/s of stock management and warehousing for project-related commodities and identify gaps, if any, and suggest remedial actions as well as support the countries to improve implementing those actions. Review and assess the investment in District Health Information System (DHIS) in terms of equipment, software and capacity development and whether the intended objectives are achieved. Identify any gaps in operationalizing the DHIS in relation to TB (tuberculosis) and HIV (Human Immunodeficiency Virus) programs information collection in the MER countries; suggest corrective actions and coordinate this intervention with PMU and MER countries for a functional system. Ensure bidding process are done fairly, transparently and in accordance with the set rules and regulations under the IOM Procurement Manual and Instructions. Coordinate and monitor supply chain activities related to property and asset management, warehousing, insurance coverage, Fleet and transportation. Identify challenges and provide recommendations. Implement proper control and monitoring procedures for the procurement and contracting processes; ensure the transparency and competitiveness of IOM bids analysis, and bidding and tendering processes. Follow-up on status of purchase orders and keep project managers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions. Monitor and update information/database for vendor/contractor accreditation and evaluation process to ensure availability of pool of reliable vendors and contractors to address the needs of the Mission. Organize and maintain proper procurement tracking and filing systems including contracts administration and update of the database. Work with the programme management and provide expert guidance in preparing and issuing call for proposals and bidding documents for the tendering processes of the projects. Draft and review contracts using the IOM contracts forms for procuring services and goods for the Organization. Coordinate with and provide technical guidance and information to Project Managers regarding procurement and service requests and requirements, in order to consolidate overall mission procurement (or service) requirements and optimize purchasing power. Coordinate processes for the establishment of LTA (Long term Agreements) for goods/works/services commonly needed by the office. Plan and prepare procurement actions and analyse procurement requests, identify service providers, evaluate information regarding vendor s performance regarding quality, prices delivery of equipment in respect of organizations best interests. Coordinate with the Supply Chain Officer in planning of procurement processes and analyses of purchasing trends. Liaise and coordinate with the Global Procurement and Supply Unit (MSCU), Office of Legal Affairs (LEG) and other respective Units and Departments at HQ and RO level on all matters related to applying best practices and relevant administrative procedures. Prepare and conduct RFQs, PRs and BASs receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with IOM rules and regulations. Guide, coordinate and supervise the work of staff in the unit.
