Org. Setting and Reporting<br>The position is located in the Office of the Special Envoy of the Secretary General for Yemen (OSESGY). The incumbent will be based in Amman, Jordan and will report to the Chief of Unit, Procurement.<br> Responsibilities<br>Within the limits of delegated authority, the Contracts Management Officer will be responsible for performing the following duties: • Plans and manages all contractual aspects of a procurement project; • Establishes and maintain work programme and schedules for on-going contracts and newly planned ones. • Maintains effective relations with contractors and service providers. • Supports the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to contract compliance and performance management; • Supports the procurement process including providing input to statement of works/requirements (including articulation of performance standards and Key Performance Indicators), assist in the development of technical evaluation criteria and guidance during contract drafting. • Develops a quality assurance plan to provide a systematic method to evaluate services and products. • Participates in the development of contract risk assessments and risk management plans, including mitigating measures; • Develops contract compliance checklists and implementation plans. • Participates in the assessment of contractor performance, including advice and action to address instances of poor performance and/or non-compliance with contractual obligations. • Oversees the adherence to contractual agreements for material, equipment and production costs, performance requirements and delivery schedules by periodic and ad hoc checks. <p><h4>Essential responsibilities:</h4>
<p>The designee is responsible for the overall daily safe and expeditious flow of air traffic within the designated facility control airspace in accordance with ICAO and FAA 7110.65 regulatory guidance. Rules of separation must be applied to achieve the required separation as outlined in FAA manuals and orders. This designee maintains situational awareness of the overall flow of air traffic operations at the facility assigned and is responsible for all ATC facility operations and services during their shift, as well as adherence to CRM principal application. <p>The Procurement & Construction Officer is a key member of the Project Team. S/he will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes and adherence to policies, procedures, and controls. The main responsibility for this position is to conduct procurement of goods, services, construction and rehabilitation activities in compliance with DAI policies and procedures, and US requirements. The position requires relevant work experience in the field of procurement and contracting across a variety of industry sectors, contract management, dispute resolution, managing interpersonal relationships and communication, and investigating/following up on vendor issues. This is a co-design and facilitation role not a training or delivery role.
