<p><strong>Title: Health & Nutrition Coordinator</strong></p><br><p>TEAM/PROGRAMME: Health & Nutrition <br> LOCATION: Damascus/Aleppo.<br> GRADE: 3<br> Contract Length: 12 months renewable</p><br><p>CHILD SAFEGUARDING: <br> Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.</p><br><p>ROLE PURPOSE: <br> The Health and Nutrition Coordinator will work to contribute and improve the overall Health & Nutrition of the targeted Beneficiaries in Syria, through provision of quality Comprehensive primary health care including RH, child health and nutrition services (MIYCN, IYCF-E, CMAM, MAMI). The Health & Nutrition Coordinator will work collaboratively with partners to meet the needs of patients, promote healthy behaviours, strengthen health systems and improve access to basic health and nutrition services. She/ He will work under the direct line management of Head of Office and is also expected to work closely/coordinate with Health & nutrition Technical Advisors (Backstop) in the Country office on technical matters/inputs.</p><br><p>SCOPE OF ROLE: <br> Reporting: Head of Office.</p><br><p><br> KEY AREAS OF ACCOUNTABILITY:<br> • Manage and Provide Technical support to the Health and Nutrition emergency programme by leading the establishment and setting up of an integrated nutrition component in the current service delivery point.<br> • Manage, develop and review detailed implementation plans for health and nutrition projects and ensure quality standards in compliance with Save the Children strategies, donor guidelines and priorities.<br> • Review the partners’ narrative and financial report and prepare for the monthly BvA and Award Review Meetings.<br> • To lead in the coordination and preparation of quality and timely donor reports thus ensuring that these are of high quality (Reporting clearly on progress towards the outputs of the project as stated in the project proposal).<br> • Manage and oversee the implementation of the agreed plan for health & Nutrition projects with the partners, from a quality perspective and meeting project targets and deadlines. (for example, monitoring against log frames, monitor detail implementation plan and individual performance management work plans). <br> • Work closely with the Emergency programme teams to ensure an integrated programme approach, identify ways of maximising links, sharing of experiences and lessons learnt as well as leverage of SCI projects in the area. <br> • As budget holder for health & nutrition grants, be fully aware of the grant compliance regulations of the donors relevant to projects. The post holder will work with the Head of Office in Damascus and Aleppo to review and revise budgets, authorizing and monitoring expenditure in line with the budget and donor guidelines, SCI grant management and financial guidelines. <br> • Provides supervision, guidance and direction to all Health and Nutrition staff in partner organizations.<br> • Provide training, capacity building and technical support to Health & Nutrition staff and relevant ministry/partners <br> • Ensure Save the Children Child’s Protection and Safeguarding Children policies are understood, implemented and monitored and that it is integrated into all aspects of the team’s work and program implementation.<br> • Management control and usage of Save the Children assets and funds and ensure the programme provides value for money. <br> • Representation and coordination within the organization and other stakeholders:<br> • Engage with key Government Agencies Health ministry, and other stakeholders and duty-bearers at area and governorate levels, in particular to support the implementation of the health & Nutrition programmes.<br> • Ensure an integrated and joined up approach to advocacy and programme work.<br> • Represent Save the Children in various health & nutrition related fora, meetings and workshops including relevant clusters/strengthen & maintain links with relevant co-ordination mechanisms.<br> • Ensure that regular and effective communications are maintained with Health Technical Advisors and other sectors within the organization for smooth program operations, implementation and integration. <br> • As a key member of program Team, actively participate in program and other team Meetings held at the field office level.<br> • Lead on multi-sectoral / health and nutrition technical assessments in coordination with other SCI thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. <br> • Working with the Health and Nutrition advisors and Head of Offices, develop Health/Nutrition sector response plans and master budgets and contribute to Save the Children’s overall response strategy. <br> • Prepare and oversee Health/Nutrition programme implementation to ensure timely delivery of programme activities Prepare timely programme and donor reports on project activities in compliance with internal SCI requirements and any relevant external donor requirements. <br> • Working closely with the HR team, identify Health/Nutrition staffing needs for emergency programmes, and ensure rapid recruitment, induction and training of new staff. <br> • Identify Health/Nutrition programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan. <br> • Working closely with the MEAL team to put in place accountability activities, ensuring that feedback from all relevant stakeholders is considered in programme design. <br> • To ensure that the minimum standards of humanitarian relief assistance are maintained in accordance with the Sphere Charter, Red Cross Code of Conduct and CHS.<br> • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.<br> • In additional to the above listed responsibilities the Health & Nutrition Program Coordinator will also be responsible for any other duty deemed necessary by the Line Manager.</p><br><p>CORE BEHAVIOURS</p><br><p>Understanding humanitarian contexts and application of humanitarian principles:<br> • Able to assess and analyse key issues in the humanitarian situation and formulate actions around them<br> • Actively engages in disaster coordination mechanisms and interagency cooperation<br> • Leads on the development of a Field office response based on an understanding of the contexts.<br> SKILLS AND BEHAVIOURS (our Values in Practice)<br> Accountability:<br> • Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values<br> • Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved<br> Ambition:<br> • Sets ambitious and challenging goals for themselves and their team, takes responsibility for their own personal development and encourages their team to do the same<br> • Future orientated, thinks strategically and on a global scale</p><br><p>Collaboration:<br> • Approachable, good listener, easy to talk to; <p class="x_MsoNormal" ><span >As one of the world’s most water-scarce countries, Jordan is at a critical juncture, grappling with escalating climate-related disasters that pose a challenge to its humanitarian efforts, economic stability, and environmental integrity. Flash floods and heatwaves have emerged as two of Jordan’s major hazards, affecting water resources, agriculture, and livelihoods. Mercy Corps Jordan’s project, Tabeaa: Strengthening Climate Resilience in Jordanian Communities, is funded by the Z Zurich Foundation and the Swiss Agency for Development and Cooperation (SDC). The Tabeaa project works at both national and local community levels, driving systemic change through policy localization and DRR/CCA strategy enforcement at the national level, while supporting five communities across Jordan to build adaptive capacity at the local level. The project’s approach concentrates on three program systems: Community Empowerment, Policy Localization, and Private Sector Engagement.</span></p>

<p class="x_MsoNormal" ><span >Azraq district, located in Jordan's eastern desert, is among the areas most severely affected by climate change. Rising temperatures and prolonged droughts are diminishing an already scarce rainfall, lowering groundwater levels, and accelerating desertification across the district.</span></p>
<p class="x_MsoNormal" ><span > </span></p>
<p class="x_MsoNormal" ><span >In 2025, as part of its inception phase, Tabeaa project conducted a community climate resilience assessment across its target communities including Azraq, to identify climate resilience gaps and inform effective intervention design. Findings for Azraq revealed gaps in indicators related to energy affordability. While fuel and electricity are mostly continuous, almost all households and many businesses face high energy costs for heating and cooling, especially vulnerable groups, alongside concerns about system reliability, and preparedness for future extreme events, these findings show an increased pressure on the already vulnerable community in Azraq. Building on these findings, Mercy Corps has partnered with JREEEF (Renewable Energy and Energy Efficiency Fund) to plan and implement an energy related intervention, as detailed below.</span></p>

<p class="x_MsoNormal" ><b><span >Intervention Design Overview</span></b></p>
<p class="x_MsoNormal" ><span >Under Tabeaa's partnership with JREEEF, the intervention will be built around two complementary components, brought together for a more cohesive approach to energy resilience in Azraq. It will address energy affordability in the district through four key phases, each reinforcing the other.</span></p>
<p class="x_MsoNormal" ><span > </span></p>
<p class="x_MsoNormal" ><span >The hard stream will deliver direct support to 40 households, installing solar water heaters by one of JREEEF’s trusted providers to reduce water heating costs, which will in turn lower beneficiary households' overall energy bills in Azraq.</span></p>
<p class="x_MsoNormal" ><span >The soft stream will run alongside it and is what will make the hard stream accurate and sustainable. Fifteen youth participants, from local graduates of renewable energy engineering or other similar field of study, will be recruited and trained through a capacity building workshop covering assessment methodology, use of energy-based measuring devices, and data management. Once trained, the youth participants will collect data on the households level confirming which are genuinely most vulnerable against the agreed criteria and establishing each household's baseline energy and affordability. This baseline will give the intervention a reference point against which savings can later be measured once the solar water heater is installed. Training and engaging youth participants for this stream will serve two purposes, placing assessors in the field who understand the local context and can engage households effectively, and giving these young engineers a first practical application of their qualification with direct relevance to future employment in the sector.</span></p>

<p class="x_MsoNormal" ><span >The youth participants will then be engaged a second time in wider community awareness. Having already built trust with households during the assessment, they will lead two sessions in Azraq, one for households and one for small businesses, on energy-saving practices. This will extend the intervention's logic beyond direct support, building broader understanding of the behavioral changes needed to lower energy bills across households and businesses outside the 40 direct beneficiaries.</span></p>
<p class="x_MsoNormal" ><span >In summary, the intervention will proceed through the following phases:</span></p>
<p class="x_MsoNormal" ><span >• Phase 1: A capacity building workshop will be implemented for 15 participants who studied renewable energy engineering, preparing them to conduct the household assessment in Phase 2 and awareness sessions in Phase 3.</span></p>
<p class="x_MsoNormal" ><span >• Phase 2: The trained youth participants will conduct the household assessment, establishing each household's baseline energy affordability and confirming the list of households that will receive water heaters against a pre-set criteria.</span></p>
<p class="x_MsoNormal" ><span >• Phase 3: Solar water heaters will be installed by JREEEF for the confirmed households, based on the Phase 2 assessment data. This phase falls outside the consultant's scope of work.</span></p>
