Result of Service<br>Phase 1, 2026: Technical Review, Revision, ToT Design, and M&E Framework, Three Months During Phase 1, the Consultant shall lead the technical update of the STG-TI and prepare the training and monitoring tools needed for implementation. • Conduct a structured clinical review of the current STG-TI and identify gaps, inconsistencies, outdated pathways, and areas of potential clinical risk. • Benchmark outpatient clinical care, preventive care, promotive care, emergency care, child health, STI management, and life-course health services against current WHO guidance and international family medicine standards. • Draft and revise updated clinical content for priority conditions, including the ten most common diseases managed at UNRWA health centres, child health protocols, STI diagnosis and treatment, rational prescribing, and antibiotic stewardship. • Integrate patient-centred, family-centred, preventive, and life-course approaches across relevant clinical protocols. • Coordinate technical consultations with UNRWA focal points and incorporate feedback into a coherent final draft. • Design the ToT curriculum, facilitator guide, participant materials, presentations, case studies, competency checklists, pre- and post-test tools, and training evaluation forms. • Develop a practical implementation monitoring framework and mechanisms to track field-level implementation progress. Phase 2, 2027: ToT Delivery, Cascade Support, and Implementation Monitoring, One Month During Phase 2, the Consultant shall deliver the ToT and support field-level roll-out of the updated STG-TI. • Conduct standardized ToT sessions for selected Senior Medical Officers, Field Family Medicine Specialists, and training focal points across the five fields of operation. • Deliver four ToT sessions per field, through in-person or virtual modality as agreed in the final work plan and subject to operational access. • Assess trainer readiness through participation, competency checklists, knowledge assessment, and trainer feedback. • Support cascade training in each field and provide online support to each trainer during at least one cascade training session • Monitor implementation of the updated guidance, document field-level barriers, and provide practical recommendations to improve clinical uptake and training quality.<br> Work Location<br>HQA<br> Expected duration<br>4 months<br> Duties and Responsibilities<br>The overall objective is to review, update, and operationalize the UNRWA STG-TI through an evidence-based technical revision, a structured ToT package, field-level training support, and practical monitoring arrangements. 1. Evidence-based clinical review. Review the existing STG-TI with priority focus on general outpatient clinical management, the ten most common diseases managed at UNRWA health centres, child health protocols, and diagnosis and treatment of sexually transmitted infections. 2. Clinical alignment and thematic strengthening. Align the updated guidance with current WHO standards and international family medicine practice within UNRWA’s primary health care delivery context, with emphasis on holistic care, family-centered care, symptom-based clinical reasoning, and rational prescribing. 3. Finalization of updated guidance. Revise and finalize the STG-TI in close coordination with UNRWA technical staff, ensuring technical accuracy, internal consistency, clarity, and operational feasibility across all fields. 4. Training of Trainers package. Develop a modular ToT curriculum and training materials directly mapped to the updated STG-TI, including training objectives, competencies, session plans, case studies, presentations, assessment tools, and trainer guidance. 5. ToT delivery and cascade support. Conduct four standardized ToT sessions per field of operation, unless otherwise agreed with UNRWA, and provide online support to each trainer during at least one cascade training session. 6. Implementation monitoring. Support UNRWA to monitor implementation of the updated guidance.<br> Qualifications/special skills<br>• Advanced university degree or postgraduate specialization in Family Medicine, such as Jordanian Board, Arab Board, or equivalent internationally recognized qualification. A closely related clinical primary health care discipline should be considered where relevant. • A Bachelor of Medicine and Bachelor of Surgery or Medical Doctor degree combined with extensive clinical experience and strong clinical guideline development credentials shall be considered on a case-by-case basis. • At least eight years of progressively responsible professional experience in family medicine, clinical practice, primary health care, clinical guideline development, or health systems advisory work.<br> Languages<br>• Excellent analytical, technical writing, editing, facilitation, and presentation skills. • Fluency in spoken and written English is required. In this role, you will provide strategic and technical leadership to Country Offices and Regional Offices, ensuring that high-quality Shelter & Settlements strategies, systems, policies, tools, and practices are effectively developed and implemented. You will work closely with S&S Specialists, Programme Development Managers, and Heads of Programme to strengthen programme quality, drive technical excellence, and support the delivery of impactful humanitarian responses. <p><strong>POSITION DESCRIPTION</strong></p>
<p>The Proposal Writing & Business Development Manager leads Amideast Jordan’s efforts to expand its donor and client portfolio by identifying funding opportunities, building strategic partnerships, and advancing new business in alignment with the organization’s strategic priorities. The role works closely with the Country Director, headquarters, technical teams in the Jordan office as well as regionally, and external partners to strengthen Amideast’s market positioning and pursue new opportunities.</p>
<p>The incumbent manages the business development process from opportunity identification through proposal submission by researching donor priorities and client needs, pursuing and meeting with new potential clients, assessing Amideast’s service portfolio, and working with technical and operational teams to design responsive, feasible solutions. The role prepares competitive technical and cost proposals, ensures compliance with Amideast’s internal processes, secures required approvals, meets submission deadlines, and maintains relationships with current and prospective donors and clients to support sustainable organizational growth.</p>
<p><strong>RESPONSIBILITIES</strong></p>
<p><strong>Business Development & Partnerships</strong></p>

<li>Coordinate the development and implementation of business development plans in collaboration with the Country Director.</li>
<li>Conduct market research and monitor relevant trends to identify potential opportunities and help determine which ones to pursue.</li>
<li>Maintain relationships with donors, local and international government entities, UN agencies, NGOs, private sector organizations, and implementing partners.</li>
<li>Maintain an updated pipeline of opportunities and support the development of partnerships that contribute to organizational priorities.</li>
</ul>
<p><strong>Proposal Development, Writing & Knowledge Sharing</strong></p>
<ul>
<li>Manage the development of proposals, concept notes, expressions of interest, and related documents from initial review through final submission.</li>
<li>Coordinate technical, operational, and financial inputs with subject matter experts, program teams, Finance, Operations, and headquarters teams to develop clear, responsive, and feasible solutions aligned with Amideast’s expertise and client needs.</li>
<li>Ensure proposals meet submission requirements through effective review processes, quality checks, internal approvals, and adherence to Amideast procedures.</li>
<li>Develop and maintain proposal tools, templates, and guidance materials, and provide staff with support and best practices to strengthen proposal writing and business development capacity.</li>

<p><strong>QUALIFICATIONS AND SKILLS</strong></p>
<p><strong><em>Required</em></strong></p>
<p><strong>Education:</strong> Bachelor’s degree in International Development, Education, International Relations, Business Administration, Communications, or a related field.</p>
<p><strong>Professional Experience:</strong></p>
<ul>
<li>Minimum of 7 years of professional experience in the international development sector, with exposure to areas such as education, academic testing, workforce development, and youth programming.</li>
<li>At least 3 years of experience in business development, including identifying funding opportunities, developing partnerships, and supporting organizational growth.</li>
<li>Minimum of 6 years of experience in proposal development, including preparing successful technical and cost proposals for U.S. Government agencies, foundations, corporations, and bilateral or multilateral donors (e.g., EU, World Bank, UN agencies).</li>
</ul>
<p><strong>Technical Skills</strong></p>
<ul>
<li>Strong knowledge of donor procurement processes, compliance requirements, and funding mechanisms.</li>
<li>Understanding of monitoring, evaluation, accountability, and learning (MEAL) principles and their application in program design.</li>
<li>Familiarity with Amideast’s technical areas, including education, workforce development, STEM, and youth programming.</li>
<li>Ability to conduct donor and market research and translate findings into effective proposal strategies.</li>
<li>Demonstrated ability to develop competitive proposals and respond to complex donor solicitations, including RFPs, RFAs, and EOIs.</li>
<li>Ability to develop proposals and pitches for private sector companies.</li>
</ul>
<p><strong>Communication & Interpersonal Skills</strong></p>

<li>Excellent English writing, editing, and communication skills, with the ability to develop clear, persuasive, and technically strong proposal content.</li>
<li>Fluency in English required; proficiency in Arabic highly desirable.</li>
<li>Ability to build and maintain effective relationships with donors, NGOs, government entities, and private sector partners.</li>
