<p>Mission:</p>
<p>The Regional Senior HR Officer supports the MENA Regional HR Coordinator and serves as the primary focal point for the management of human resources processes for the Regional Office national workforce. This includes recruitment, onboarding, payroll coordination, medical insurance administration, contract management, attendance and leave management, learning and development, performance management, employee relations, compliance, and employee exit processes.</p>
<p>The position also supports the administration of the Regional Office international workforce, including deployments, accommodation arrangements, medical checks, arrivals and departures, and other HR-related contractual and administrative processes.</p>
<p>The Regional Senior HR Officer coordinates with relevant external stakeholders, ministries, and authorities to ensure compliance with labor regulations and the effective management of work permits, residency requirements, social security, income tax, and other statutory obligations.</p>
<p>In addition, the position manages HR-related administrative processes, including consultancy and service contracts under HR management, workshops, per diem administration, and other operational requirements.</p>
<p>The Regional Senior HR Officer provides operational HR support to the MENA portfolio upon request of the Regional HR Coordinator, contributing to the implementation of HR tools and systems, emergency HR support, staff training initiatives, and other regional HR priorities.<br>

Main responsibilities:</p>

National Regional Staff HR Management</p>
<p>· Manage end-to-end HR processes for Regional Office national staff including recruitment, onboarding, contract issuance, amendments, renewals, and terminations.</p>
<p>· Ensure accurate payroll inputs, monthly attendance, leave tracking, and coordination with finance for salary processing.</p>
<p>· Administer employee benefits including medical insurance enrollment, updates, and claims follow-up.</p>
<p>· Maintain up-to-date personnel files, HR database records, and ensure documentation is audit-ready.</p>
<p>· Follow up on performance management processes including probation reviews, annual appraisals, and performance improvement actions.</p>
<p>· Support learning and development activities including training coordination and capacity-building initiatives.</p>
<p>· Handle employee relations matters including queries, grievances, and disciplinary follow-up in coordination with the Regional HR Coordinator.</p>
<p>International Regional Staff Administrative Support</p>
<p>· Support HR administrative processes for expatriate staff including deployment, onboarding, relocation, and offboarding.</p>
<p>· Coordinate accommodation arrangements, travel logistics, and arrival/departure administrative requirements.</p>
<p>· Follow up on medical checks and related documentation for international staff.</p>
<p>· Support contract administration, including renewals and amendments.</p>
<p>· Ensure proper documentation and tracking of international staff movements, leave balances and assignments.</p>
<p>Stakeholder Management (Internal & External)</p>
<p>· Liaise with ministries, social security institutions, tax authorities, and other government bodies on HR-related matters.</p>

<p>· Coordinate with external service providers such as insurance companies, medical providers, and travel agencies.</p>

<p>Regional HR Support</p>
<p>· Provide HR operational support to country offices within the MENA portfolio upon request from the Regional HR Coordinator.</p>
<p>· Support implementation of HR tools, templates, systems, and standard procedures across the region.</p>
<p>· Assist in emergency HR responses including rapid recruitment, deployments, and HR coordination during crises.</p>
<p>· Contribute to HR projects, policy rollouts, and organizational change initiatives at regional level.</p>

<p>HR Reporting & Analytics</p>

This position is focused on infrastructure whereby the team is responsible for debt and equity investments in the public and private sector in the transport and municipal infrastructure including water, public transport, and waste subsectors. The Analyst contributes to all phases of the project cycle, including project origination, structuring, execution, implementation and monitoring. Org. Setting and Reporting<br>The position is located in the Office of the Special Envoy of the Secretary General for Yemen (OSESGY). The incumbent will be based in Amman, Jordan and will report to the Administrative Officer in the Office of the Chief of Mission Support.<br> Responsibilities<br>Within the limits of delegated authority, the staff Assistant will be responsible for performing the following duties: • Assists in the overall administration of the section/unit i.e. provides substantive and administrative assistance in managing priorities and workflow of the manager and of the work unit; assists in coordinating and monitoring of multiple and diverse activities and work processes to ensure that management directives and decisions are properly carried out and products delivered in a timely manner. • Serves as a communications link between supervisor and senior staff; on behalf of supervisor, keeps others informed by conveying directives, reports, status updates and other relevant information; brings sensitive and urgent matters to the attention of the manager. • Provides assistance in time management and scheduling on behalf of the manager with appropriate consultation as required; effectively prioritizes and resolves related conflicts and competing demands. • Screens and prioritizes all incoming correspondence; compiles relevant background documents and references; identifies issues requiring the manager’s attention and refers others to the relevant officer for appropriate disposition; monitors and follows-up on actions to be taken. • Independently handles a wide range of complex information requests and inquiries (e.g. answer requests requiring file or other research); responds, or drafts responses, to a diverse range of correspondence and other communications. • Provides assistance in improving administrative procedures and systems to ensure smooth functioning of the department, including filing (paper and electronic) systems. • Oversees work of junior office support staff; establishes priorities and deadlines, assigns work and reviews outputs upon completion; trains office support staff in administrative, protocol and other relevant procedures. • Organizes official receptions, meetings, etc., handling all necessary arrangements (e.g. room reservations, guest/participant lists, invitations, catering, seating arrangements, background documentation, special equipment, etc.). • Prepares, processes, and classifies confidential information. • Handles a wide range of administrative duties/processes (e.g. leave and attendance records, timesheets, travel arrangements, visa applications, expense statements, telecommunications charges, equipment purchase, service and supply requisitions, conference room bookings, etc.). • Exercises quality-control functions for all outgoing documents; proofreads and edits texts for adherence for format, grammar, punctuation and style. • Uses standard word processing package to produce a wide variety of large, complex documents and reports. • Provides administrative, coordination and protocol support to OCMS by assisting with matters involving the Government of Jordan including processing of visas, residency permits and other protocol-related requirements for OSESGY personnel and mission-related activities. • Performs other duties as assigned.<br> Competencies<br>Professionalism: Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Experience in using an enterprise resource planning system, such as Umoja/SAP, including the processing of official travel is required. At least three (3) years of experience providing administrative support to a senior official or front office in the United Nations Common System or a comparable international organization is desirable. Experience supporting visa, residency permit or other protocol-related processes and liaising with host-country authorities is desirable.
