<p>SRD Center is seeking a highly qualified Lead Migration Governance Expert / Lead Author for an anticipated international consultancy assignment focused on migration governance, Africa Europe cooperation, policy dialogue, and preparation of a high-level strategic knowledge product. The assignment will examine the evolution of a major intergovernmental migration dialogue over approximately twenty years, including its institutional development, thematic contributions, achievements, lessons learned, added value, and future strategic relevance. The Lead Expert will be responsible for directing the analytical work, conducting and synthesising desk research, contributing to senior-level stakeholder consultations, and leading the drafting, review and finalisation of a flagship strategic publication. The assignment will address key migration-governance themes including migrant smuggling and trafficking in human beings, return and reintegration, legal migration and mobility, international protection, diaspora engagement and development, and wider geopolitical, demographic, economic, environmental and policy trends affecting migration cooperation. <p><strong>1. Background</strong></p>
<p><strong>The Youth Grow Activity (YGA)</strong> is a five-year (2023–2028) initiative funded by the United States, implemented by Q2IMPACT (a QED Group company) and partners, in direct partnership with the Government of Jordan. YGA is a strategic U.S. investment in Jordan's workforce, stability, and long-term economic self-reliance, upskilling Jordanian youth and connecting them to opportunities to strengthen one of America's most reliable partners during a period of intense regional political, economic, and social turmoil.</p>
<p><strong>College for Advanced Vocational Training (CAVT) </strong>was established in 2022 by the Crown Prince Foundation to promote the Technical and Vocational Education and Training (TVET) sector in Jordan. CAVT offers high-quality, accredited, affordable, future-oriented, and technology-enabled TVET programs across a diverse range of fields aligned with global trends, ensuring a highly skilled workforce capable of adapting to evolving market demands.</p>
<p>Within the Jordanian TVET ecosystem, technical proficiency alone is no longer sufficient for competitiveness; graduates and skilled practitioners also need entrepreneurial tools — business model design, marketing, and financial management — to move from “skilled” to “employed” or self-employed. With several mega-projects on the horizon, Jordan's labor market increasingly demands innovative, professionalized talent. The Vocation-to-Venture (V2V) Launchpad responds to this need as an Incubation program designed for TVET students/graduates/labor and TVET skilled youth (18–29 years) from College of Advanced Vocational Training (CAVT)’ graduates and vocational labor. The program focusses on building foundational business and entrepreneurial competencies through experiential, challenge-based learning and practical application. Its primary objective is to strengthen entrepreneurial literacy, promote self-employment awareness, and equip participants with the knowledge and skills required to transform their vocational knowledge and skills into ventures, and to pursue sustainable income-generating opportunities.</p>
<p>To ensure long-term operational sustainability and efficient delivery during the incubation phase, YGA is providing technical assistance to CAVT's V2V (Vocation-to-Venture) project by engaging a dedicated short term <strong>Incubation Facilitator</strong>.</p>

<p class="x_MsoNormal" ><span >Iqlaa seeks a qualified national individual consultant to support the implementation and follow-up of grants, including in-kind grants, provided to targeted HBBs and MSEs under the program. The consultant will support needs identification, grant implementation and follow-up, procurement coordination, technical specification development, delivery coordination, installation follow-up, and related documentation for in-kind grants. The consultant will also provide field-based and onsite guidance, coaching, and follow-up, as needed, to support successful grant implementation and address emerging operational or technical challenges. This support should also contribute to strengthening and sustaining the aggregation business model among awarded grantees by helping ensure that grant-supported investments are effectively integrated into their operations and growth plans.</span></p>

<p class="x_MsoNormal" ><span >This assignment aligns with the Micro-Aggregators Program implemented within the scope of Iqlaa. Through the program, participating business owners of MSEs have already undergone an extensive capacity building and business development process over approximately two and a half months. During this period, they received training across approximately fifteen training days covering multiple topics related to aggregation and business growth, including but not limited to aggregation principles, marketing, sales, food safety, quality assurance, digital marketing, value chain development, regulatory compliance, and financial management.</span></p>
<p class="x_MsoNormal" ><span >The participating business owners have undergone a business plan development process and received tailored technical feedback and coaching from an aggregation expert, as well as marketing and/or financial management experts based on the individual needs of each business.</span></p>
<p class="x_MsoNormal" ><span >Upon finalization of the business plans, business owners pitched their business concepts and growth plans to an external evaluation committee. Ten successful participants were selected to receive in-kind grants under the program.</span></p>

<p><strong>Project Background:</strong></p>
<p>The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USG, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. </p>
<p>Public-Private Partnerships (PPPs) are a key mechanism for mobilizing private capital, improving public service delivery, and enabling the development of strategic infrastructure and public assets. As Jordan advances its reform priorities and strengthens private sector participation in public investment, government institutions responsible for PPP oversight continue to play a leading role in screening, structuring, and coordinating PPP opportunities across sectors.</p>
<p>While Jordan has an established legal and institutional framework governing PPPs, continued institutional strengthening is needed to build capacity in screening, structuring, and advancing PPP transactions. Strengthening the ability of government counterparts to assess transaction readiness, review financial documentation, and manage active pipeline projects remains a priority for deepening private sector participation in public investment.</p>
<p><strong>Purpose of the Assignment:</strong></p>
<p>ERA will engage a senior finance advisor to provide transactional advisory review support for PPP pipeline projects. Throughout the assignment, the advisor will deliver structured on-the-job support to government counterparts, integrating capacity building within core work processes.</p>

OBJECTIVE OF THE POSITION: Under the line management of the Technical Head of Program (THoP), the Regional Rehabilitation Specialist contributes to the implementation of HI s mandate and operational strategy within the Mashriq programme, in line with HI global policies. The position provides strategic and operational technical support in Rehabilitation across the Mashriq countries, ensuring quality, relevance, and impact of rehabilitation interventions.
