<p>Job Summary</p>
<p>INSO is seeking an experienced Information Manager to lead the Afghanistan team’s Information Management function. The role ensures the effective management and use of security and operational data that supports humanitarian organisations operating in complex environments.</p>
<p>The Information Manager oversees key systems such as the Conflict & Humanitarian Data Centre (CHDC) and the INSO Partner Portal, while transforming data into clear visual products—charts, maps, and dashboards—used in reports and analysis.</p>
<p>Working closely with programme teams, partners, and HQ, the Information Manager helps strengthen data systems and workflows that enable humanitarian actors to operate more safely and effectively.</p>
<p>Main responsibilities</p>
<p><strong>Manage the Conflict & Humanitarian Data Centre (CHDC)</strong></p>
<ul>
<li>Act as the country focal point for the Conflict & Humanitarian Data Centre (CHDC).</li>
<li>Ensure incidents are correctly categorised, verified, and maintained in line with INSO methodology.</li>
<li>Monitor and improve the quality and integrity of security incident data.</li>
<li>Train and support INSO staff and Partners on CHDC and its methodology.</li>
</ul>
<p><strong>Develop Data Visualisations and Analytical Products</strong></p>
<ul>
<li>Transform data into clear and impactful charts, maps, dashboards, and visual products.</li>
<li>Support programme teams in using data and visualisations to strengthen reporting and analysis.</li>
<li>Improve tools, workflows, and processes used to produce visual outputs.</li>
</ul>
<p><strong>Manage the INSO Portal and other Platforms</strong></p>
<ul>
<li>Manage the INSO Partner Portal and related platforms.</li>
<li>Support partners in accessing and using the Portal and INSO App.</li>
<li>Monitor partner registration and ensure the accuracy of partner data.</li>
</ul>
<p><strong>Lead the Information Management Team</strong></p>
<ul>
<li>Lead and support the Information Management team, ensuring high standards in data management and analysis.</li>
<li>Recruit, mentor, and develop team members while fostering a collaborative and supportive work environment.</li>
<li>Organise team priorities and delegate tasks to ensure the timely delivery of information products and services.</li>

<p><strong>Coordination and Global Collaboration</strong></p>

<li>Coordinate information management activities across the Country Office.</li>

<h1>Requirements</h1>
<p><strong>Essential</strong></p>
<ul>
<li>Fluency in English and the working language of the CO, both written and verbal.</li>
<li>Minimum 5 years of experience in data management, data visualisation, or information management.</li>
<li>Minimum 2 years of experience managing a team.</li>
<li>Experience with Power BI and DAX, or similar BI software (such as Tableau).</li>
<li>Proficiency in database management using SQL.</li>
<li>Working knowledge of scripting languages such as Python or R.</li>
<li>Basic knowledge in GIS software and systems (e.g. using QGIS or ArcGIS).</li>
<li>Demonstrated ability to communicate technical information clearly to non-technical audiences.</li>
</ul>

<li>Master’s degree or equivalent in Information Systems, Computer Science, Data Management, GIS, or relevant field.</li>

<p><strong>JOB SUMMARY</strong> </p>
<p>The Roving HR Officer provides Human Resource support for the HR department. This role will be responsible for HR operational oversight of key HR functions including Talent Acquisition and management, Staff Relations, and Performance Management support etc.</p>

<p><strong>MAIN TASKS AND RESPONSIBILITIES</strong></p>
<ul>
<li>Act as the primary HR focal point during scheduled rotations or urgent deployments to Zaatari Camp, Azraq Camp, or any other assigned operation sites.</li>
<li>Provide direct, accessible HR services to field-based staff, national employees, and incentive-based volunteers (IBVs), addressing inquiries regarding policies, benefits, and contracts.</li>
<li>Coordinate field-specific HR administrative workflows, including physical file collection, contract distributions and making sure the contracts are signed by each employee, and time attendance sheet verifications.</li>
<li>Participate in reviewing national staff policies and recommend changes/additions/deletions to the HR Manager.</li>
<li>Provide support to program and operations staff in interpretation of HR policies and procedures and provide technical support on HR issues, as directed by supervisor.</li>
<li>Work with HR and Management on implementation of strategic planning of the department.</li>
<li>Conduct regular field travel to project offices, ensure proper implementation of human resources procedures and assist/ support managers in their needs.</li>
<li>Maintains compensation databases and ensures employment records are properly maintained in the HR systems (CostPoint, Local HR system)</li>
<li>Facilitate the recruitment process and advise the hiring manager on each recruitment stage and prepare regular recruitment tracking reports.</li>
<li>Ensure that the recruitment process is fair and transparent and in line with international Medical Corps (IMC) HR policies and procedures.</li>
<li>Ensure proper orientation for all new staff; collaborate and coordinate with other departments to provide an engaging and welcoming orientation.</li>
<li>Advise and facilitate employee separation process and maintain separation documents in employee file.</li>
<li>Assist in updating organograms, maintaining contact lists, and information flow lines regularly.</li>
<li>Assist in preparation of employee contracts, and other mandatory documents are signed and filed. </li>
<li>Assist in writing personnel letters as required (transfer, promotion, increment, acceptance of resignation and others).</li>
<li>Assist in preparation of separation / terminal benefits.</li>

<li>Ensure that all the personnel files are kept in safe custody and are updated on a regular basis. Also, ensure that the required documents are uploaded on shared cloud system (Office 365). </li>

<li>Supports country program supervisors and staff in the goal setting, end of probation or annual performance reviews ensuring proper documentation of performance appraisals.</li>

<li>Support the audit and compliance process and provide the documentation after reviewed by HR Management.</li>

<p><strong>MINIMUM QUALIFICATIONS</strong></p>
<ul>
<li>Typically, a bachelor's degree in a related area. A degree in HR management is preferable. An equivalent combination of relevant education and experience may be substituted as appropriate.</li>
<li> Typically, 3+ years’ experience as a HR Officer</li>
<li>Previous experience with International Medical Corps is a plus</li>
<li>Knowledge of local labor laws</li>
<li>Experience with human resource information system would be an added advantage</li>
<li>Knowledge of principles and procedures for staff recruitment, selection, training, compensation and benefits, job design, labor relations and negotiation, and Human Resources Information Systems.</li>

<p><strong>About Development Gateway and ASAS</strong><br>Development Gateway: An IREX Venture (DG) is an international non-profit organization that works at the intersection of data, digital systems, and development programming. DG is one of several consortium partners led by IREX implementing the Early Grade Education Activity (EGEA, also known as ASAS) in Jordan, a large-scale and fast-paced education program running from 2023 to 2028. Within ASAS, DG supports key activities related to information systems, data use, interoperability, governance, analytics, and coordination with universities, consortium members, and government stakeholders in Jordan.</p><p><strong>Position Summary</strong><br>The Senior ASAS Program Coordinator will be a full-time, in-person role based in Amman, Jordan. This role serves as a central coordination and operations focal point for DG s work under the ASAS consortium. It is designed for a highly organized, proactive, and solutions-oriented professional who can keep multiple workflows moving simultaneously while ensuring strong coordination across DG, IREX, consultants, vendors, universities, and government counterparts. This position requires someone who can thrive in a fast-paced environment, rapidly understand and apply both DG and IREX systems and compliance requirements, and maintain close alignment with consortium priorities, timelines, and ways of working. The Senior ASAS Program Coordinator will support smooth day-to-day implementation by combining strong administrative discipline, vendor and consultant management, internal team coordination, and practical problem-solving. The ideal candidate is a self-starter who is proactive in identifying and responding to needs, highly organized and experienced in coordination, vendor management, and operations. Rising temperatures, declining rainfall, and more frequent extreme weather events, particularly flash floods and heatwaves, are straining the country’s already limited water resources and disrupting agriculture. In response, Mercy Corps Jordan is implementing Tabeaa: Strengthening Climate Resilience in Jordanian Communities, a project co-funded by the Z Zurich Foundation and the Embassy of Switzerland in Jordan. Tabeaa is part of Mercy Corps’ ongoing work under the Zurich Climate Resilience Alliance, which focuses on enhancing resilience to climate hazards globally. Through Tabeaa, Mercy Corps Jordan is strengthening climate change adaptation (CCA) and disaster risk reduction (DRR) efforts at both national and local levels. Nationally, the project supports the localization and enforcement of climate policies and promotes climate-smart investments to build long-term resilience. <p class="MsoBodyText" >The Reconstructive Surgery Hospital provides specialized surgical and rehabilitation care, with an average of 550 admissions and over 1,000 surgeries annually. The facility has 72 surgical beds and 126 rehabilitation beds, as well as two operating theatres dedicated to orthopedic, maxillofacial, and plastic reconstructive surgeries. The hospital also includes an outpatient department (OPD) providing an average of 550 consultations per month, physiotherapy and psychosocial support services, and Antimicrobial Resistance (AMR) activities, including Antimicrobial Stewardship, Infection Prevention and Control (IPC), and a microbiology laboratory.</p>

<p class="MsoBodyText" >To provide specialized dental and prosthodontic care to specific selected SRH patients and caretakers according to adapted and updated medical and surgical knowledge, MSF protocols, values and universal hygiene standards to improve their health conditions.</p>

<li>Check and control the rational distribution of medicines and equipment under his/her responsibility and take care of the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.</li>
<li>Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or the medical director about any problem or complication of the patients’ surgeries, medical errors and monitors the proper functioning of the department, equipment or material.</li>
<li>Ensure ongoing training of the medical multidisciplinary team to optimize the quality of care.</li>
<li>Knows and ensures all MSF dental/ surgical protocols are followed and implemented, checking universal precautions are always followed, reducing bio-hazard risks and improving infection control.</li>

<h3><strong >Scope of responsibilities</strong></h3>

<li>Apply dental/ maxillofacial surgical knowledge and skills to diagnose, treat and assure preventive activities.</li>
<li>To be the focal point, under maxillofacial surgeons’ supervision, for patients, medical and nursing teams, regarding surgical-related issues; from admission to discharge.</li>
<li>Assure a colaborative work with the MDs and nursing team, through effective and daily communication as information-sharing is key to assure the patient’s continuity of care.</li>
<li>To assist the maxillofacial surgeon in the examination, preparation, operation and follow up of the patient in the OPD, ward and OT.</li>
<li>To provide dental services to RSH patients and caretakers: through dental clinics, dental room activities, and OT services.</li>
<li>Assure a close and accurate follow-up of the externally referred patients, regulating the cooperation and between RSH and the specialized external dentist.</li>
</ul>
<h3><strong >Maxillofacial Surgical assistant (70%):</strong></h3>
<p>By assisting the maxillofacial surgeon in the provision of specialized care in the OPD, IPD and OT, assure the continuity of care for maxillofacial patients. Coordinate with other teams (nursing, medical and surgical), to ensure patients’ safety and close follow up of their evolution, with emphasis on longer length of stay (LOS) patients as per hospital criteria. Assure accurate documentation of patient’s initial surgical assessment, OPD surgical progress notes, orders and discharge (TRM), including the external services (e.g., OPG panoramic x-ray, MRI, CT scan, and prosthetic eye), and external referrals.</p>
<p><strong>OPD:</strong></p>
<ul>
<li>Follow up each MF patient’s treatment plan and outcome. Explain to the patient the surgical plan, the type of operations to be done, the schedule, and collect his/her consent.</li>
<li>Leads the maxillofacial OPD clinic when the surgeon is missing.</li>
<li>Under the supervision of the of the maxillofacial surgeon, communicates with the RSH team the identified needs for MF patients on dressing, physiotherapy, mental health, and refers patient to medical specialist or other practitioners / specialty when necessary.</li>
</ul>
<p><strong>OT:</strong></p>
<ul>
<li>Ensures proper preparation of patients before the surgery, verify the OT schedule and the patients order on the operating list, and keeps the register updated.</li>
<li>Verifies of special equipment and material are available before the surgery, reports on any broken or malfunctioning equipment.</li>
<li>Assists the maxillofacial surgeon on all surgeries, does, directs or supervises the dressings after surgical procedure</li>
<li>Monitors the application of hygiene protocols in OT (decontamination, sterilization, cleaning, etc).</li>
<li>Follows MSF Infection Control guidelines and participate in surgical sampling in OT in coordination with microbiology lab team.</li>
</ul>
<p><strong>Ward</strong></p>
<ul>
<li>Participates in maxillofacial surgical rounds with the medical and nursing teams. Leads the maxillofacial round when the surgeon is missing.</li>
<li>Immediate post-operative evaluation and follow-up by visiting the patients on days 0,1,2,3, ensuring quality of care, and handover to the medical team</li>
<li>Answers any surgical-related issues and complaints in the ward, under surgeons’ supervision, participates, and communicates with the nursing team on the needed dressing.</li>
<li>Communicate with the physical therapy department about the physiotherapy need, under the supervision of the maxillofacial surgeon.</li>
<li>Organizes patient discharge from surgical ward to the RC/hotel with clear EMR written recommendations and instructions for OPD staff.</li>
</ul>
<h3 ><strong >Specialized Dentist (30%):</strong></h3>
<ul>
<li><strong>Participation in the validation committee</strong>: In coordination with the maxillofacial surgeon and according to admission criteria, selects patients in need of dental care from the files received from Medical Liaison Officers, set the treatment plan, surgery complexity, and length of stay needed.</li>
<li><strong>OPD</strong>: runs the dental clinics for patients and caretakers, twice per week.</li>
<li><strong>Dental room and OT</strong>: perform dental procedures according to the internal policy of RSH.</li>
<li><strong>External referrals</strong>: Responsible for the accurate and close follow up of the patients and treatment plan of the external oral surgeon, including EMR documentation of the final medical report.</li>
<li><strong>Follow up meeting </strong>provides regular and clear updates on the patients referred regarding the procedure needed, technical update, needed time for the procedure, and reports any difficulties or missing sessions.</li>
<li><strong>Reporting</strong>: responsible for elaborating a monthly report summarizing the dental activities focusing on number of dental appointments, dental procedures specifying different types, number of patients referred to the external dentist, and number of active patients under the care of the external dentist.</li>
