La Constitution de 2011 a reconnu explicitement l’action des organisations de la société civile (OSC) comme un levier de démocratie participative, ouvrant la voie à une série d’initiatives structurantes telles que l’Initiative Nationale pour le Développement Humain (INDH), l’adoption de la loi 15-18 sur les Plateformes de Financement Participatif ou encore la stratégie NASSIJ 2022-2026, qui vise à moderniser le cadre de gouvernance, de financement et de concertation des OSC, notamment grâce à la mise en place d’outils numériques comme la plateforme nationale des associations.</p><br> <p>Cependant, malgré cette dynamique, les OSC — en particulier les petites associations de proximité — restent confrontées à de fortes fragilités : manque de ressources financières pérennes, accès inéquitable aux financements publics, capacités organisationnelles limitées, forte dépendance aux bailleurs et environnement fiscal et réglementaire contraignant. Cette précarité limite leur autonomie et les pousse parfois à s’éloigner de leur mission.</p><br> <p>Dans un contexte d’inégalités territoriales et sociales marquées, les OSC jouent souvent un rôle substitutif des services publics auprès des populations marginalisées, ce qui freine leur professionnalisation et leur positionnement comme actrices du changement. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles &amp; Responsibilities</p><div class="paragraph"><p>What we are looking for: We are seeking an experienced Global Shelter &amp; Settlements (S&amp;S) Adviser to support NRC's programmes across the MENA region . In this role, you will provide strategic and technical leadership to Country Offices and Regional Offices, ensuring that high-quality Shelter &amp; Settlements strategies, systems, policies, tools, and practices are effectively developed and implemented. You will work closely with S&amp;S Specialists, Programme Development Managers, and Heads of Programme to strengthen programme quality, drive technical excellence, and support the delivery of impactful humanitarian responses. As the Global S&amp;S Adviser, you will play a key role in programme development by contributing to regional and country-level proposal design, identifying funding opportunities, and ensuring compliance with donor requirements. You will provide technical oversight, advisory support, and capacity strengthening to Country Office teams within your area of expertise. In addition, you may serve as the focal point for a specific region and/or technical area within the global S&amp;S team, providing guidance and support to fellow advisers while contributing to broader global initiatives and organisational learning. The Global S&amp;S team operates within NRC's technical matrix structure, collaborating closely with technical and operational colleagues across Country Offices, Regional Offices, and the Global Programme function. Support and monitor compliance with the Response Policy and ensure quality oversight of core competency-related MEL, including data quality checks, Theory of Change reviews, and sign-off on evaluations and research.
