<p><br></p><p>Organizational Context and Scope IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to support governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. In Jordan, IOM works with the Jordanian Government and a range of partners to assist migrants in need, promote migrants rights, and respond to growing migration management challenges. Within the IOM Jordan Mission, the Programme Support Unit (PSU) is a cross-sectoral unit working closely with all thematic units to support the development, implementation, monitoring and reporting of projects and other initiatives. The unit coordinates closely with HQ and regional colleagues, as well as external counterparts and donors to support quality and well-coordinated programming and oversight. This includes supporting the implementation and monitoring of the mission-wide IOM Jordan strategy. Under the overall supervision of the Head of Programmes and the direct supervision of the Programme Support Unit Officer, and in close coordination with the Project Support Unit Coordinator, the Senior Programme Support Associate will be responsible for supporting the implementation of programming across projects and programmes in OPT.</p><p>Support PSU in research and drafting of project proposals, and in preparing for meetings with PMs and donors. Provide timely inputs to the IOM project management system (PRIMA) in support of the project development process. Support the PSU in maintaining information tools required to track service delivery and identify gaps, including reports, mapping, spreadsheets, and others as required. Support budget monitoring and timely implementation of projects by helping to organize the collection, processing, analysis, documentation of project data for reporting purposes, and by contributing to a systematic approach in data management, monitoring and evaluation. Assist in drafting and coordinating communications and advocacy products, such as talking points, briefs, newsletters, presentations, and key messages, as required. Assist in reviewing cross-cutting issues such as gender, children, environment and accountability to affected populations, and in reflecting these considerations during programme development and implementation. The organization supports evidence-based decision-making for humanitarian and development programming through data collection, analysis, and dissemination. IMPACT is the implementing partner of REACH, a multi-agency initiative created in 2010 that supports humanitarian actors to improve planning and decision-making through in-depth, reliable information and analysis. All of IMPACT s programs are implemented in support of humanitarian coordination structures. IMPACT s team comprises specialists in data collection, management, and analysis, as well as experts in humanitarian response, GIS, and remote sensing. We are currently looking for a Multi-Country Representative (MCR) to oversee integrated missions and lead regional engagement in the Middle East and North Africa (MENA). Position : Multi-Country Representative (MCR) Contract duration : 24 months (100%) Location : Amman, Jordan Starting Date : ASAP. REGIONAL PROFILE In 2025, IMPACT opened a Regional Hub in Amman, Jordan. This office hosts integrated missions across MENA, including country-based or remote programmes that are not sustainable as fully independent missions. The office also hosts regional and support teams. As of June 2026, IMPACT has two independent missions in MENA (OPT and Syria) and three integrated missions (Yemen, Lebanon, and Libya). FUNCTIONS Under the supervision of the IMPACT Regional Coordinator for MENA and Asia, the MCR leads and manages the Multi-Country Office and the regional Hub in Amman. Responsibilities
<p>The selected candidate will play a vital role in supporting the 9th Air Force, a key component of the United States Air Force Central Command (AFCENT) overseeing operations in the Middle East. This position provides subject matter expertise to the 9th Air Force Expeditionary Security Forces Squadron, helping ensure base security and critical support services in one of the most dynamic and strategically important regions in the world. <p>HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis. This arrangement, confirmed until the end of 2026, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq Programme (regional office). Palestine Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis).</p>

<p>The Policy and Advocacy Senior Officer in Palestine works under the responsibility of the Regional Advocacy and Communication Manager, and in close collaboration with the Country Director, the Federal Advocacy and Institutional Relations team (AIR) and the Federal communication team. He or she contributes to the design, implementation and follow-up of HI policies and advocacy strategies related to the Palestinian crisis, on national, regional and international levels.</p>

<h4>Job context</h4>
<p>Since October 2023, Gaza has been plunged into an unprecedented humanitarian catastrophe marked by mass destruction, displacement, and loss of life. By October 2025, 67,173 Palestinians were killed and 169,780 were injured while 90% of the population—2.1 million people—had been displaced multiple times. The health system is on the verge of collapse, humanitarian access remains extremely limited, and the entire population faces crisis or worse levels of food insecurity, with nearly half a million people at risk of famine. Attacks on hospitals, schools, and shelters continue, while widespread explosive ordnance contamination endangers civilians and obstructs humanitarian operations. Approximately 25% of the injured—around 22,500 people—require immediate and long-term rehabilitation, including thousands of children who have suffered life-changing injuries, with Gaza now home to the largest group of child amputees in modern history.</p>
<h4>Your mission</h4>
<p>Reporting to the Country Director, the Deputy Country Director for Support Services provides coaching and guidelines of all the Support Services functions and systems within the mission. S/he is responsible for HR, Logistics, and Finance in terms of process development, improvement, and implementation. S/he participates in the establishment of the strategic orientations of the program.</p>
<p><strong>Responsibility 1: Strategic oversight and functional guidance to Support Services Managers</strong></p>
<ul>
<li>Oversee the implementation of the Shared Services strategy in line with the Country Strategy and emergency readiness priorities.</li>
<li>Provide technical guidance, coaching, and capacity strengthening to HR, Logistics and Finance Managers to support their leadership, decision-making and strategic ownership.</li>
<li>Support the development of managerial capacities and ensure alignment with HI policies, standards, and competency frameworks.</li>
</ul>
<p><strong>Responsibility 2: Ensure compliance of financial, logistics and HR processes</strong></p>
<ul>
<li>Supervise and verify compliance of financial, logistics and HR processes with HI policies, donor regulations and national legal frameworks.</li>
<li>Strengthen risk visibility and oversee the effectiveness of internal control systems and risk mitigation measures across support services, particularly in emergency and remote management contexts.</li>
<li>Ensure robust coordination with the project teams during budget creation, budget monitoring and reporting to donors.</li>
<li>Define, adapt, and propose updates of all necessary internal procedures in close coordination with support services team members and technical referents.</li>
</ul>
<p><strong>Responsibility 3: Coordination of Support Services action plan</strong></p>
<ul>
<li>Ensure effective coordination and communication between Support Services departments, program teams and coordination structures, including the development and implementation of appropriate planning and management tools.</li>
<li>Lead the development and implementation of the shared services action plan of the Country strategy plan of action on an annual basis. Monitor achievement and report quarterly on the monitoring plan.</li>
<li>Lead the nationalization plan for the program for identified positions. Coordinate labor market assessment.</li>
<li>Conduct regular analysis of mission structure costs, coherence with overall structure and strategy to inform quality proposal development, improve financial management and increase visibility for the structure cost.</li>
<li>Monitor effective and timely implementation of support needed for each project, flag to the coordination team any unforeseen challenges and propose mitigation or corrective measures to be implemented.</li>
<li>Identify the constraints and opportunities in HR, logistics and finance of the potential response to humanitarian needs and brief the Country Director and department Coordinators on the consequences.</li>
</ul>
<p><strong>Responsibility 4: Mission governance and strategic advisory</strong></p>
<ul>
<li>Strengthen governance clarity, accountability, and internal decision-making processes across support services.</li>
<li>Advise the Country Director on strategic, structural, financial, and operational risk-related matters.</li>
<li>Represent the organization in specific meetings, functions, and events as delegated by the Country Director.</li>
<li>Lead the transition to reintegration of Palestine within the regional program.</li>
</ul>
<h4>Requirements</h4>

<li>You have a minimum of 3 years of humanitarian experience in country level senior management or coordination role, preferably in a variety of contexts and countries.</li>
<li>You have proven management and coordination skills in finance, HR, and logistics.</li>
<li>You have proven ability to translate analysis and evaluation into operational planning and strategy.</li>
<li>You have excellent verbal and written English skills.</li>
