<p ><span >Informal Livelihoods Advancement Activity (Iqlaa), funded by the United States Government, is a program that started in May 2022 and aims to support Jordan's HBBs and MSEs to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments.</span></p>

<p ><span >Through research and adaptive collaborative learning, Iqlaa has identified opportunities, incentives, and market constraints that facilitate or restrict formalization and growth. Based on the findings, Iqlaa implements best practices in enterprise strengthening and MSE-focused financial sector development within a market systems development (MSD) framework. Iqlaa also leverages innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.</span></p>

<p ><span >The Position </span></p>
<p ><span >The PPD Senior Officer will support the Research and Learning team, including the PPD Manager and R&L Coordinator, in implementing Iqlaa’s Private-Public Dialogue (PPD) activities focused on generating and using evidence to address key constraints affecting MSEs and HBBs in Jordan.</span></p>

<p ><span >The Senior Officer will support desk research, data collection, stakeholder consultations, preparation of PPD materials, coordination of dialogue activities, documentation, follow-up, and reporting.</span></p>

The Strategic Plan commits UNICEF to a renewed focus on inclusion of children on the move into education, child protection and social protection systems to tackle root causes for forced displacement or unsafe migration, discrimination and exclusion.</p><p>Context</p><p>The Education Centre of Excellence is advancing its knowledge and evidence base on Children on the Move, refugee inclusion, learning continuity, alternative pathways, and evidence-informed programming as part of its work supported by the PROSPECTS Partnership.</p><p>Thus, the purpose of this assignment is to support the UNICEF Global Program Division (GPD) Education Centre of Excellence (CoE) in strengthening knowledge management, evidence generation, and learning on the inclusion of refugee, displaced, and migrant children and adolescents in education systems, with a particular focus on learning continuity, access, progression, and educational inclusion. <p>The Amman Regional Communications Hub (ARCH) was established in 2017 to strengthen MSF’s capacity to advance its institutional and operational priorities through regional media and digital communications, while enhancing the organization’s visibility, identity, and public profile across the Middle East and North Africa (MENA).</p>

<p>The ARCH is part of MSF’s regional communications network, working closely with offices in Lebanon and the UAE, as well as communications teams across the region and globally. Based within the Amman Intersectional Support Office, which hosts more than 100 staff from three Operational Centers (OCA, OCBA, OCG), ARCH plays a key role in supporting collaboration and alignment across MSF entities.</p>

<p>The Amman Hub is transitioning towards a new model, increasing mutualization among OCs aiming at higher coherence and efficiency. Although it offers services for all OC, currently, the ARCH is directly managed by OCA. <p>Oxfam has been working in Jordan since 1990, responding to the Syrian refugee crisis and addressing structural inequalities affecting vulnerable populations, including women and girls with disabilities. Oxfam's programming focuses on ensuring equitable access to essential services, promoting gender justice, and advocating for the rights of marginalized groups.</p>
<p>This assignment falls under a project funded by Global Affairs Canada (GAC), implemented by Oxfam in partnership with FOCCEC (Forearm for change). The project aims to support and enhance access to health services for vulnerable females in Jordan by enhancing inclusive health services and improving the quality of reproductive health care for women and girls of different ages, with a particular focus on persons with disabilities (PWDs) accessing these services.</p>
<p>This Terms of Reference seeks to engage a qualified service provider to facilitate participatory sessions with PWD to identify physical and procedural barriers faced when utilizing these facilities.</p>

<p>To conduct a comprehensive accessibility audit of Two designated health centers that will be located in Two locations out of the following three ( Zarqa, Amman, Irbid)Further more facilitate Focus Group Discussions (FGDs) with PWDs to gather qualitative data on their experiences when it comes to reach Health centers ,PWD feedback will be used to utilize upon creating the accessibility Plans, The goal is to produce a prioritized, costed, and regulation-compliant plan to make each health center PWD-friendly.</p>
<p>Furthermore, Oxfam might add one task which is Train Health Workers and Community Leaders on How to deal with PWD with primer focus on SRHR ,the organization is open for those who wish to share training manuals or Topics to be covered based on their Experience.</p>

<h1>3.METHODOLOGY</h1>
<p>The consultant is expected to:</p>

<li>Organize and conduct at least 6Focus Group Discussions in two governorates with PWDs, in addition to KII, aiming to consult with up to 100 persons from PWD and Health Worker. The participants must represent a diverse range of disabilities, including but not limited to:

<p ><span >The Procurement Officer is responsible for enabling excellence in all major procurement functions in Jordan. He/she will have a focus on assisting the Procurement Team on processing the large procurements needed by the different programs, supporting Mercy Corps projects.</span></p>

<p ><span >• Lead and facilitate the procurement process for micro (value between 500 and 5,000 USD), small (value between 5,000 and 25K USD) and master-agreement purchase requests by fully understanding and analyzing the requirement(s), identifying potential suppliers, communicating with suppliers and completing their registration on the Procurement System (ProSource), following up with programs and all other stakeholders to complete solicitation and awarding processes properly in the Procurement System (ProSource) as per the Field Procurement Policies and Procedures (FP3) and other relevant SOPs.</span></p>

By doing so, it will better support both formal and informal MSEs, ultimately fostering their economic resilience and growth.</span></p>

<p class="x_MsoNormal" ><span >Recognizing the vital role of MSEs in Jordan's economy, Iqlaa aims to institutionalize an organic and decentralized model of PPD that enables sector-based dialogues to be led by MSEs’ representative actors across priority economic sectors and is anchored by a pool of certified PPD experts, through the following three-pronged approach:</span></p>

The standardized PPD process will be developed based on national Occupational Standard (NOS) for the PPD profession in Jordan issued by the AQAC.</span></li>
<li class="x_MsoNormal" ><b><span >Introducing a pool of qualified PPD Experts</span></b><span >: Iqlaa and in collaboration with the Accreditation and Quality Assurance Commission have developed Jordan’s first National Occupational Standard (NOS) for the PPD profession in Jordan “PPD NOS”.</span></li>

<p class="x_MsoNormal" ><span >Iqlaa will enable the certification of a pool of (45-60) PPD experts who will be trained on the established PPD process. Those experts will in turn act as a pool of PPD experts available in the market to be contracted as PPD consultants and/or facilitators or trainers who will remain a reference expertise for the PPD process after the lifetime of Iqlaa.</span></p>

The As Salt project aims to establish a training centre for the restoration of heritage buildings, training local residents on restoration skills to preserve their heritage, revive their buildings and repurpose them. </p><br> <p>As-Salt is home of thousands of heritage buildings, with a magnificent architectural character that tells the city’s rich history and connects its owners with their ancestors. Today, these buildings, once vibrant and full of life, have fallen into disrepair due to neglect, lack of awareness about their importance and a shortage of restoration specialist and high maintenance costs. About 70% of them are dilapidated and abandoned, posing a threat to residents and visitors. The project will transform the urban heritage of As Salt into a sustainable economic, social and cultural engine. By establishing the Heritage Building Restoration Training at the Beit Falah Al Hamad Heritage site, the city will be leading an integrated model that will create skills to create local and regional job opportunities. The project will also work with the owners of heritage buildings, providing legal support, financial incentives and technical support, connecting them with the new graduates. The project will also work to project a new image for the city to attract tourism, culture and investment in partnership with city society and the private sector, including banks and microfinance institutions.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>The <strong>Project Coordinator </strong>will perform the following functions:</p><br> <p><strong>A.
