<p><strong>BACKGROUND </strong></p>
<p>The Water Governance Activity (WGA) program is a multi-year project funded by USG, which aims to support the GOJ in achieving measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen strategic planning, financial sustainability, policy development, data-driven decision-making, and capacity-building efforts to enhance utility performance. In addition, to increase accountable, sustainable water sector management and governance by supporting and strengthening the National Conveyor Project's Project Management Unit, strategic planning, financial management, policy development and implementation, and capacity-building efforts. </p>
<p>The Water Authority of Jordan (WAJ) has entered into a Management Contract (MC) for the Yarmouk Water Company (YWC) to improve the efficiency, performance, and sustainability of water and wastewater services in the Yarmouk service area. The Management Contract Performance Management Unit (MCPMU) is established to act as WAJ’s institutional mechanism to safeguard public interests, ensure accountability of the Management Contractor, and support successful implementation of the Management Contract throughout its duration.</p>

<p><strong>JOB SUMMARY</strong></p>
<p>The Legal and Contractual Affairs Specialist serves as the MCPMU’s in-house legal and contractual resource for the Management Contract for the Yarmouk Water Company (YWC). The position supports WAJ in safeguarding its legal and contractual interests by reviewing the Management Contractor’s deliverables and submissions, monitoring compliance with the Management Contract, Assignment Agreement, Articles of Association, and related legal documents, advising the MCPMU Director and WAJ leadership on contract interpretation, compliance, and governance matters, and supporting the management of claims, disputes, and contractual remedies. The Specialist works under the day-to-day technical direction of the MCPMU Director as an embedded member of the MCPMU, with administrative and contractual reporting to the WGA project.</p>

<p><strong>DUTIES AND RESPONSIBILITIES:</strong></p>
<p>The incumbent’s main responsibilities include, but are not limited to:</p>
<ul>
<li>Review the Management Contractor’s deliverables from a legal and contractual perspective.</li>
<li>Conduct an initial comprehensive legal review of the Management Contract, Assignment Agreement, Articles of Association, and related legal documents, and establish a compliance monitoring checklist for use by the MCPMU.</li>
<li>Identify legal and contractual risks, develop and maintain a legal and contractual risk register, and recommend appropriate mitigation measures.</li>
<li>Prepare periodic progress reports on legal and contractual matters, and an end-of-service report summarizing the status of outstanding issues and recommendations for follow-up by the MCPMU and WAJ.</li>
<li>Monitor compliance with the Management Contract, Assignment Agreement, Articles of Association, and related legal documents.</li>
<li>Provide legal advice to the MCPMU and WAJ on contract interpretation, compliance, and governance matters.</li>
<li>Review contractual correspondence, notices, claims, variations, and legal submissions related to the Management Contract.</li>
<li>Support the assessment of non-compliance events, disputes, and available contractual remedies.</li>
<li>Prepare legal opinions, reports, and recommendations for the MCPMU Director and WAJ leadership.</li>
<li>Support negotiations and dispute resolution processes related to the Management Contract.</li>
<li>Liaise with external legal counsel and relevant stakeholders, as required.</li>

<p><strong>KNOWLEDGE, SKILLS, AND ABILITIES</strong></p>

<li>Strong understanding of the public sector regulatory and institutional framework governing water and wastewater services.</li>
<li>Strong analytical and reporting skills.</li>
<li>Proficiency in Microsoft Office applications (Word, Excel, and PowerPoint).</li>
<li>Strong coordination and communication skills, with the ability to engage effectively with the Management Contractor, WAJ departments, YWC staff, and external stakeholders. </li>

<p><strong>EDUCATION AND/OR EXPERIENCE</strong></p>

<li>Bachelor’s degree in law; an advanced degree or specialization in contract, commercial, or administrative law is an advantage.</li>
<li>Relevant legal experience, including advising on contracts, preferably within the public sector, utilities, or infrastructure projects.</li>
<li>Strong knowledge of Jordanian contract, administrative, and commercial law, and of the legal and regulatory framework governing the water sector and public utilities.</li>
<li>Proven ability to review, interpret, and advise on complex contractual arrangements, including performance-based and management contracts, with a sound understanding of claims management and dispute resolution mechanisms.</li>
<li>Demonstrated experience with management contracts, PPP arrangements, or other performance-based contractual frameworks is preferred; experience with donor-funded projects is an asset.</li>

The project aims to improve employment perspectives in Jordan, especially for young women, in green, technical and creative sectors. <p><strong>Project Background:</strong></p>
<p>The Jordan Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence in Jordan. The project works to improve survivor-centered institutional capacity and strengthen the legislative and policy frameworks that protect survivors and support effective responses to violence. Himaya applies a survivor-centered systems-strengthening approach to improve response services, and the implementation of survivor-centered legislation and policies.</p>
<p>As part of this effort, the Comprehensive Service Center (CSC) in East Amman is being established by the Family Protection and Juvenile Department (FPJD) as Jordan’s first fully co-located One-Stop Shop (OSS) for domestic and sexual violence response services. It will bring together relevant government and civil society service providers under one roof to support coordinated, confidential, trauma-informed, and survivor-centered access to protection, legal, health, psychosocial, social assistance, and referral services.</p>
<p>To support safe, accessible, and confidential navigation throughout the CSC, Himaya seeks a consultant to develop an internal and external wayfinding and signage system that promotes accessibility, privacy, reduces confusion and unnecessary waiting, and supports an empowering survivor-centered environment.</p>

<p>The proposed wayfinding and signage system shall consider the multi-level layout, functional zoning, user journey, and the different privacy and accessibility requirements associated with each service area.</p>
<p><strong>Role’s Purpose:</strong></p>
<p>The consultant will design a comprehensive internal and external wayfinding and signage system for the CSC. The system should enable survivors and visitors to navigate the center safely, clearly, and with dignity, while supporting accessibility, confidentiality, trauma-informed service delivery, operational flow, and coordination across co-located service providers.</p>
<p><strong>Key Duties and Responsibilities:</strong></p>
<p>The consultant is expected to carry out the following: </p>

<li><strong>Coordination and document review phase:</strong></li>
</ul>
<ol>
<li value="NaN">Hold an inception meeting with Himaya and FPJD to confirm the scope of work, methodology, workplan, deliverables, approval process, site access arrangements, and key stakeholders.</li>
<li value="NaN">Review relevant CSC documentation, including floor plans, room functions, service flows, security and confidentiality considerations, accessibility requirements, branding guidance, and other operational documents provided by Himaya.</li>
<li value="NaN">Conduct site visits to assess external and internal navigation needs, including the building approach, nearby access points, drop-off or arrival areas, building entrance, reception and intake areas, corridors, stairs, elevators, waiting areas, service rooms, child-friendly spaces, staff-only areas, emergency exits, and restricted or sensitive locations.</li>
<li value="NaN">Identify navigation barriers, privacy risks, accessibility gaps, safety considerations, unclear decision points, and priority locations where signs or other wayfinding cues are required.</li>
</ol>
<ul>
<li><strong>Design Phase:</strong></li>
</ul>
<ol>
<li value="NaN">Map key visitor journeys for different user groups, including survivors, children, persons with disabilities, accompanying persons, visitors, service providers, and staff.</li>
<li value="NaN">Develop a comprehensive wayfinding strategy covering external and internal signage, visitor flow, directional logic, naming conventions, bilingual Arabic-English content, visual cues, and accessibility considerations.</li>
<li value="NaN">Develop signage concepts and layouts, including sign hierarchy, sign types, location plans, content, and visual design standards.</li>
<li value="NaN">Ensure the system promotes accessibility, a user-friendly experience through clear communication, logical placement, and inclusive design principles.</li>
<li value="NaN">Prepare technical specifications for the signage system in, including sign locations, dimensions, materials, finishes, and mounting and installation requirements.</li>
<li value="NaN">Coordinate with Himaya, FPJD, relevant building or engineering counterparts, service providers, and suppliers as needed to ensure that the proposed wayfinding system is practical, survivor-centered, and aligned with CSC operational requirements.</li>
</ol>
<ul>
<li><strong>Wayfinding plan validation phase:</strong></li>
</ul>
<ol>
<li value="NaN">Prepare a draft signage location plan and technical design package for review by Himaya and FPJD, including marked-up floor plans or layouts, sign schedules, sign content, design concepts, technical specifications, and installation requirements.</li>
<li value="NaN">Prepare a sufficiently detailed Bill of Quantities (BoQ) and cost estimate for the proposed wayfinding system, including sign types, quantities, materials, specifications, unit rates where available, total estimated costs, and installation requirements.</li>
<li value="NaN">Facilitate validation meetings with Himaya, FPJD, and relevant stakeholders to present findings, review the proposed system, document feedback, and agree on revisions and implementation priorities.</li>
<li value="NaN">Deliver a presentation summarizing the assessment findings, visitor journey analysis, the internal and external wayfinding system, design package, implementation priorities, and any risks or decisions requiring Himaya approval.</li>
<li value="NaN">Revise and finalize all design deliverables based on Himaya and stakeholder feedback; conduct all necessary design review meetings and continue revising the designs until final stakeholder approval is obtained. Submit editable source files, final PDF versions, and supporting documentation requested by Himaya.</li>
</ol>
<ul>
<li><strong>I</strong><strong>nstallation support and final handover phase:</strong></li>
</ul>
<ol>
<li value="NaN">Provide technical support during procurement and production, including responding to clarification questions, reviewing submissions, samples, mock-ups, and material selections.</li>
<li value="NaN">Conduct site visits during installation to monitor placement, visibility, quality, accessibility, safety, and consistency with the approved wayfinding package.</li>
<li value="NaN">Conduct a final handover review with Himaya and relevant stakeholders and submit a final handover note documenting photos of installed signage, and any remaining operational recommendations.</li>
</ol>
<p><strong>Deliverables:</strong></p>
<ol>
<li>Site Assessment and Visitor Journey Report, covering external and internal navigation needs, user journeys, accessibility considerations, confidentiality and safety risks, key decision points, priority signage locations, and recommended wayfinding improvements.</li>
<li>Draft Wayfinding Strategy and Signage Design Package, including the proposed internal and external wayfinding approach, signage hierarchy, naming conventions, bilingual Arabic-English content, icons or pictograms, sign types, marked-up floor plans or layouts, sign locations, dimensions, materials, finishes, mounting methods, technical specifications, and installation notes.</li>
<li>Detailed Bill of Quantities and Cost Estimate, including sign types, quantities, materials, specifications, unit rates where available, total estimated costs including installation costs</li>
<li>Final Wayfinding Package and Presentation, incorporating Himaya and stakeholder feedback, including the final signage location plan, design package, BoQ, implementation priorities, risks, pending decisions, editable source files, final PDF versions, and supporting documentation requested by Himaya.</li>
<li>A complete signage schedule identifying sign reference numbers, locations, dimensions, content, materials and quantities.</li>
<li>Installation Support and Final Handover Note, including technical comments during supplier/procurement review, observations from installation site visits, assessment of placement, visibility, quality, accessibility, safety, and consistency with the approved package, photos of installed signs, punch-list items, and remaining operational recommendations.</li>
</ol>
<p><strong>Qualifications</strong></p>
<p>The following qualifications are required for the wayfinding consultant:</p>
<ol>
<li value="NaN">Bachelor's degree in graphic design, visual communication, environmental design, architecture, urban design, or related field. A relevant advanced degree is desirable.</li>
<li value="NaN">Minimum of 10 years of relevant professional experience in wayfinding, signage systems, environmental graphic design, institutional facility navigation, or public-facing service facility navigation.</li>
<li value="NaN">Demonstrated experience designing internal and external wayfinding or signage systems for governmental, health, justice, protection, social service, education, or other high-traffic public-facing facilities.</li>
<li value="NaN">Demonstrated ability to translate service flows, confidentiality needs, security requirements, accessibility needs, and visitor experience considerations into practical wayfinding solutions.</li>
<li value="NaN">Strong understanding of accessibility and universal design principles, including readable signage, inclusive navigation, high-contrast visuals, and the needs of people with disabilities.</li>
<li value="NaN">Experience preparing signage schedules, technical specifications, bills of quantities, cost estimates, supplier-ready design packages, and installation notes.</li>

<p>The consultant will report to the Deputy Chief of Party and the Law Enforcement and Protection Specialist.</p>

<p>The consultant is expected to complete all assignments and submit all required deliverables within a maximum of 2 months from the start of the consultancy.</p>

Role Purpose The Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) Advisor provides technical expertise, capacity building, and operational guidance to enhance EORE and VA programming.<br>

Functions / Key Results Expected<br>

Under the overall supervision of the UNOPS PSC Global Technical Advisor or designated UNOPS field programme’s Supervisor, the Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) Advisor will conduct the following duties:<br>

1. Technical Advisory, Training, and Capacity Enhancement<br>
<br>
•Provide guidance to the UNOPS PSC and field programmes on matters related to EORE and VA.<br>
•Conduct desk review and consultations to collect data and updated information on EORE and VA in support of UNOPS PSC and field programmes.<br>
•Provide EORE and VA technical support and capacity enhancement opportunities to national mine action staff, implementing partners, contractors and government actors. This may include delivering specific training and quality assurance activities.<br>
•Lead the development of new age and gender sensitive EORE materials for direct and indirect sessions as required.<br>
•Provide guidance to support advocacy and promote EORE/VA initiatives in APMBC and CCM meetings (SPM, IM, NDM) and other relevant fora (GPC, EORE AG, etc.).<br>

2. Operational Coordination<br>
<br>
•Direct and implement the strategic direction of EORE and VA in compliance with the Country Programme Strategy of UNOPS PSC and field programmes.<br>
•Form partnerships and maintain existing relationships with other humanitarian actors and contribute to the EORE and VA mine action components.<br>
•Receive and redirect questions and requests to UNMAS that result from the sub-cluster and/or UN-related Humanitarian initiatives.<br>
•Liaise with and coordinate closely with the national and regional authorities on EORE and VA activities and training requests.<br>
•Represent UNOPS PSC and field programmes in technical EORE and VA forums and be the principal focal point for external representation on these issues.<br>

3. Project and Grant Management<br>

•Develop Call for Proposals and Statement of Works for EORE and VA activities, specifically including for indirect EORE and EORE material development.<br>
•Develop calls for proposals for the development of UNOPS PSC and field programmes’ VA strategy, or develop a sectoral/organisational strategy, consulting with all relevant stakeholders, that outlines the needs, gaps and priorities.<br>
•Provide support to the implementing partner/contractor in the development of the strategy and consultations with stakeholders.<br>
•Oversee the overall execution of EORE and VA grants and contracts in close collaboration with implementing partners/contractors.<br>
•Organise stakeholder meetings on EORE and VA as needed, including close collaboration with national counterparts.<br>
•Provide guidance on integration of EORE and VA across other grant and contract processes if required.<br>
•Ensure duties and administrative actions are implemented according to UNOPS policy, within the scope of UN and UNMAS mandates, and in compliance with agreements with donors.<br>

<p>The project “Improved Governance for the Support of Reform Projects in Jordan” (PARtner II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented from April 2026 to March 2030. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH will implement the project on behalf of the German government, in partnership with the Prime Ministry of the Government of the Hashemite Kingdom of Jordan.</p>
<p>The project builds on its predecessor “PARtner I” and enhances the capacities of the public administration in Jordan.
