<p><strong>SCOPE OF RESPONSIBILITIES</strong></p>
<p>Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions</p>
<p><strong>Accountabilities:</strong></p>
<ul>
<li>Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures</li>
<li>Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).</li>
<li>Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded</li>
<li>Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings ect. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.</li>
<li>Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
<ul>
<li>Inventories and the reallocation of equipment.</li>
<li>Renewing the authorization to use radio material with local authorities.</li>
<li>Checking the quality of the work carried out on generators and electrical installations.</li>
</ul>

<li>Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.</li>
<li>Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.</li>
<li>Participating in training at the request of the line manager. </li>

<p><strong>MSF Section/Context Specific Accountabilities</strong></p>
<ul>
<li>Ensure effective management and maintenance of the Gaza Transit Project premises as needed in terms of logistic and supply needs</li>
<li>Maintain a safe and secure environment for the Gaza Transit Project premises, tenants, and visitors by ensuring the effeictive safety and security measures in place</li>
<li>Oversee and support the Security Officers responsible for the Gaza Transit Project premises, ensuring the effective implementation of security procedures and timely resolution of security-related issues</li>
<li>Support and advise tenants on best practices in premises management, enabling effective maintenance and sustainable use of their rented apartments</li>
<li>Coordinate with the Social Worker Team and the Country Office Logistics Supervisor as required</li>
<li>Contribute to the management of non-Gaza Transit Project premises and undertake additional logistics-related tasks and assignments as directed by the Country Office Logistics Supervisor</li>
<li>Assist in the management and oversight of the new hotel designated for RSH patients and caregivers, providing operational and facility support as required by the RSH Hospital Facility Manager</li>
<li>Ensure that all logistics and administrative needs of the Gaza Transit Project are identified, coordinated, and addressed in a timely and effective manner to support uninterrupted operations</li>
<li>Ensure effective logistics and administrative reporting and budget follow-up for the Gaza Transit Project, providing regular updates and documentation to support operational oversight and decision-making.</li>

<p>Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of <a href="http://www.ngosafety.org/services">free services</a>, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training. </p>
<p>INSO provides daily support to more than 1200 NGOs operating in 16 of the world’s most insecure countries. INSO is headquartered in The Hague, Netherlands - the international city of peace and justice.</p>
<p><strong>INSO Palestine</strong></p>
<p>INSO Palestine launched in 2024 in response to the ongoing crisis in the Occupied Palestinian Territories (oPT). Based in Amman, Jordan with staff present in the West Bank and Gaza, this new programme will support NGOs providing much-needed humanitarian assistance amid a complex safety and access environment. The team harnesses data and insights to provide timely analysis and coordination services to assist humanitarians navigating significant risks to staff and beneficiaries. As part of the INSO Palestine team, you will be playing an active and impactful role in assisting the delivery of aid to people in significant need. </p>
<p><strong>Overall Purpose of Role:</strong></p>
<p>Acting as the primary assistant to the Country Administration Manager (CAM), the Operations Officer will support in carrying out INSO operations including (but not limited to) HR, logistics, procurement, admin tasks, and functions. The position will as part of the Operations team.</p>
<p><strong>Main Duties and Responsibilities:</strong></p>
<p><strong>Logistics & </strong><strong>Procurement:</strong></p>

<li>Assist supervisor in procurement activities, in collaboration with Operations and Program teams</li>
<li>Ensure the procurement process is as per the SOPs, with proper documentation supporting all the purchases</li>
<li>Assist with identification of suitable vendors, collection of price quotes, documentation of procurement process, and management of electronic and paper procurement files</li>
<li>Responsible for circulating RFQs, preparing bid analysis, and issuing purchase orders</li>
<li>Coordinate all logistical arrangements for project-related events, workshops, seminars, and other training activities</li>
<li>Responsible for managing & preparing service level agreements for the smooth running of project activities</li>
<li>Help manage and administer office resources, including office space, assets including laptops, other related office systems and equipment.</li>
<li>Maintain and update CO inventory list as per INSO requirements and submit quarterly reports.</li>

<li>Conduct compliance reviews of customers and orders while coordinating with internal Audit and Compliance teams.</li>
<li>Ensure distributors maintain up-to-date export compliance documentation and regulatory requirements.</li>
<li>Collaborate with Finance teams on credit management, credit holds, goods-in-transit monitoring, and cost allocation processes.</li>
<li>Manage warehouse operations and coordinate product deliveries and collections across multiple locations.</li>
<li>Review project cost sheets, purchase orders (POs), and Bills of Quantities (BOQs) within project management processes.</li>
<li>Process project bookings in the ERP system and oversee issuance of invoices and delivery notes.Monitor inventory-related provisions, including stock, work-in-progress (WIP), and advance billing provisions.</li>
<li>Lead stakeholder communications and negotiations with vendors, distributors, service providers, and external partners.</li>

<li>Select and manage logistics service providers, negotiate transportation contracts, and secure competitive freight rates.</li>
<li>Evaluate and implement optimal shipping routes and transportation solutions to ensure efficient delivery operations.</li>
<li>Manage the complete logistics cycle, including inbound and outbound shipments, while maintaining high service levels and customer satisfaction.</li>
<li>Coordinate and monitor outbound shipments, ensuring timely clearance and delivery through close collaboration with forwarding and clearing agents.</li>
<li>Track shipments proactively and provide regular status updates to internal and external stakeholders.</li>
<li>Collaborate closely with Sales and Warehouse teams to ensure seamless order fulfillment and shipment execution.Liaise with customs authorities and clearing agents to maximize operational efficiency, quality, and compliance.</li>
<li>Review and validate export documentation, customs requirements, and ownership transfer documents.Oversee inventory storage and stock movement through effective coordination with warehouse operations.</li>
<li>Conduct monthly inventory audits and ensure inventory accuracy.</li>
<li>Ensure adherence to warehouse health, safety, security, and hygiene standards.Work with shipping and customs service providers to optimize costs related to freight, customs clearance, and final delivery.</li>
<li>Lead communications and commercial negotiations with logistics partners and external service providers. </li>
