<p>Mission and objectives</p><p>The United Nations Population Fund (UNFPA) is the United Nations agency for sexual and reproductive health and population and development. UNFPA works with governments and partners to advance the rights and choices of individuals, strengthen national systems, and promote the use of population and demographic data for evidence-based policymaking and development planning.</p><p>In Jordan, UNFPA provides technical and coordination support to national institutions, including the Department of Statistics (DoS), in strengthening population data systems and promoting the effective use of demographic data. In this context, UNFPA is supporting the implementation of the 2026 General Population and Housing Census, led and implemented by the Department of Statistics as the mandated national institution.</p><p><br></p><p>Context</p><p>The assignment is part of UNFPA's support to the Government of Jordan and the Department of Statistics for the successful implementation of the 2026 General Population and Housing Census. The census is a major national undertaking and an important source of population and housing information for planning, policymaking, service delivery, and monitoring national development priorities. Effective communication and public engagement are essential to ensure public awareness, understanding, participation, and trust throughout the census process.</p><p><br></p><p>The census communication effort involves coordination between the Department of Statistics' communications team, UNFPA, and a large network of more than 300 volunteers supporting communication and public outreach activities. The communication campaign aims to ensure that clear, consistent, accurate, and accessible messages about the census reach different population groups through appropriate communication channels.</p><p><br></p><p>The UN Volunteer will support the coordination and day-to-day implementation of the census communication plan and campaign. The position will serve as a coordination link between the DoS communications team, UNFPA and the network of volunteers, helping to organize activities, disseminate approved communication materials and messages, monitor implementation, and consolidate feedback and reporting.</p><p><br></p><p>The assignment will contribute to strengthening public understanding of the census, addressing misconceptions, promoting participation, and ensuring consistency in census-related communication across different channels and locations.</p><p><br></p><p>Additional Information:</p><p><br></p><p>National UN Associate Volunteers in Jordan are entitled to:</p><p><br></p><p>• Monthly Volunteer Living Allowance (VLA) at the amount of JOD 949.06;</p><p>• Annual and learning leaves;</p><p>• Free Medical and life insurance; and</p><p>• Free access to different learning platforms.</p><p><br></p><p>Task description</p><p>Under the direct supervision of the M&E Analyst and Population and Development Portfolio Lead, and in close coordination with the Department of Statistics communications team, the UN Volunteer Associate will:</p><p><br></p><p>Communication planning and coordination:</p><p><br></p><p>- Support the coordination and implementation of the census communication plan and campaign in line with the agreed communication strategy and key messages.</p><p>- Maintain a consolidated activity plan and calendar for census communication and outreach activities.</p><p>- Coordinate with the DoS communications team to ensure that communication activities are aligned, complementary, and based on officially approved census information.</p><p>- Support the preparation, organization, and follow-up of communication coordination meetings with DoS and relevant partners.</p><p>- Assist in ensuring that census communication materials and messages are disseminated to volunteers in a timely and organized manner.</p><p><br></p><p>Volunteer coordination:</p><p><br></p><p>- Support the coordination of the network of more than 300 census communication and outreach volunteers.</p><p>- Maintain updated contact and deployment lists for volunteers and support regular communication with them.</p><p>- Facilitate the dissemination of approved communication materials, key messages, guidance, schedules, and updates to volunteers.</p><p>- Support the organization of briefings, orientation sessions, and coordination meetings for volunteers.</p><p>- Follow up with volunteers on assigned communication and outreach activities and consolidate their progress.</p><p>- Collect feedback, questions, challenges, and emerging communication issues from volunteers and communicate them to the relevant DoS and UNFPA teams.</p><p>- Support the identification of communication gaps or areas requiring additional outreach.</p><p><br></p><p>Campaign implementation and monitoring:</p><p><br></p><p>- Support the implementation and monitoring of census awareness activities across relevant communication channels and locations.</p><p>- Track planned versus completed communication and outreach activities and maintain simple monitoring records.</p><p>- Collect and consolidate information, photographs, activity reports, and other documentation from volunteers, as appropriate.</p><p>- Support the preparation of regular updates on the implementation of the census communication campaign.</p><p>- Identify recurring questions, misconceptions, or concerns raised by the public and volunteers and refer them to the appropriate technical or communications focal points.</p><p>- Support the consistent use of plain-language census messages, particularly in distinguishing the census from administrative registers and other government information systems.</p><p><br></p><p>Content and knowledge management:</p><p><br></p><p>- Support the organization and maintenance of a shared repository of approved census communication materials, messages, FAQs, guidance, and other relevant resources.</p><p>- Assist in adapting approved communication content for different volunteer groups and outreach contexts, without altering the technical substance of official census messages.</p><p>- Support the collection and documentation of good practices, lessons learned, and examples from the communication campaign.</p><p>- Assist in preparing presentations, briefing materials, reports, trackers, and other coordination documents as required.</p><p><br></p><p>Coordination and other duties:</p><p><br></p><p>- Facilitate effective information flow between UNFPA, DoS, volunteers, and other relevant stakeholders.</p><p>- Support coordination with relevant UNFPA communication and programme colleagues as required.</p><p>- Perform other related duties within the scope of the assignment that contribute to the successful implementation of the census communication and public outreach campaign.</p><p><br></p> </div><h2 class="h5">Skills</h2>

<p>HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis. This arrangement, confirmed until the end of 2026, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq Programme (regional office). Palestine Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis).</p>
<p>The mission's operational strategy relies on four pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA.</p>
<p>The total budget for 2026 is expected to range between 8 and 12 million EUR.</p>
<h4>Your mission</h4>
<p>The Grants Management Department for HI Palestine plays a central role in overseeing proposal development and donor reporting across operations in the West Bank and Gaza. Based remotely in Amman—where part of the coordination team is located—the department ensures consistent communication and alignment despite geographic constraints. It is currently composed of a Grants Manager and a Reporting Officer, the latter recently recruited to strengthen capacity, as these responsibilities were previously handled solely by the Grants Manager.</p>
<p>As the department evolves, a key priority will be the effective management and mentoring of the Reporting Officer, alongside a stronger emphasis on developing high-quality, competitive proposals that support both existing and potentially new sectors of intervention. In parallel, the department will contribute to reinforcing compliance with grants management processes and continue refining internal systems to improve efficiency, accountability, and overall performance.</p>
<p>Reporting to the Technical Head of Programme, your main responsibilities are:</p>
<p><strong>Responsibility 1: Grants management</strong><br>
Lead the writing, review, and submission of high-quality narrative reports, ensuring they accurately reflect project progress and status in a transparent, timely, and professional manner.<br>
Development of CE, NCE, and MR (Cost Extensions, Non-Cost Extensions, and Modification Requests) as well as new project proposals.<br>
Ensure that project cycle management processes and tools are implemented and up to date (such as grants tracker, regular communication on status of grants, Go/No Go meetings, Kick Off Meetings, progress review meetings, closure meetings, etc.).<br>
Address donor comments and feedback on proposals and reports promptly, coordinating with relevant staff and departments to ensure resolution and compliance.<br>
Contribute to the reporting to national and local authorities as required by HI registration/legal status in the country.</p>
<p><strong>Responsibility 2: Financial reporting and budget management</strong><br>

Ensure that contractual obligations (including visibility requirements) and reporting deadlines are known and met by Programme, MEAL and Support Services.<br>
Conduct trainings towards PMs on narrative and financial quality reporting, as well as donor rules and regulations (donor compliance).<br>
Interpret and apply donor financial regulations, ensuring HI's compliance with specific rules (e.g., payment schedules, allowable costs, cost-sharing, exchange rates).<br>
Guide and inform program and finance teams on donor-specific financial guidelines and best practices.</p>
<p><strong>Responsibility 5: Business development</strong><br>
Collaborate with the THOP and Operation Manager to identify new funding opportunities.<br>
Support the organization and coordination of donor meetings, field visits, and regular communications to strengthen donor relationships.<br>
Contribute to the development and implementation of fundraising strategies, including donor mapping and identification of new funding opportunities.<br>
Coordinate the development of new project proposals, ensuring timely collaboration across teams and full compliance with donor requirements, including budget preparation, annexes, and supporting documentation.<br>
Maintain a thorough understanding of donor priorities and emerging funding trends to position HI for successful grants acquisition.</p>
<p><strong>Responsibility 6: Management of the Reporting Officer</strong><br>
Provide direct supervision and support to the Reporting Officer ensuring the coordination, quality, and consistency of the reporting process.</p>
<p><strong>Responsibility 7: CRM management</strong><br>
Oversee the conversion of approved proposals into formal contracts, ensuring compliance with donor requirements.<br>
Update the status of contracts in the CRM system, providing detailed information on submission stages, report approvals, and overall progress.<br>
Manage and generate contractual amendments and import signed documents into the system.<br>
Track and manage reporting deadlines through the contract management system's action functionalities.</p>

Development Gateway: An IREX Venture (DG) is an international non-profit organization with<br>
approximately 80 team members based in more than 10 countries worldwide. By leveraging the<br>
combination of programmatic and IT developer capacity and skills within DG, over the last 20<br>
years we have researched data ecosystems, built digital tools to support those data ecosystems,<br>
and advised on data strategy and digital transformation to strengthen decision-making,<br>
transparency, and service delivery.</p>

DG is one of several consortium partners, led by IREX, implementing the Early Grade<br>
Education Activity (EGEA, also known as ‘ASAS’) program in Jordan between 2023-2028,<br>

<p><strong>Strategic execution:</strong> Communicate and execute MTI strategic goals and objectives.</p>
<p><strong>Technical & operational leadership:</strong> Provide technical and operational leadership across engineering, production, quality, and business development. Act as the primary technical authority for the company's thermal spray applications and component dimensional restoration, ensuring all work is technically sound, properly planned, and executed efficiently in accordance with company standards and customer requirements.</p>
<p><strong>Project & group coordination:</strong> Coordinate and direct projects, plan technical activities, and ensure successful execution of work and programs. Engage with other IBC Group technical and support staff as needed.</p>

<h4>Job requirements</h4>
<p><strong>Citizenship status:</strong> Must be legally authorized to work in the United States without employer sponsorship. Due to potential access to export-controlled technical data, candidate must qualify as a U.S. person as defined under applicable export control laws, including ITAR/EAR, or otherwise be authorized to access such data under applicable law.</p>
<p><strong>Education:</strong> Must have a bachelor's degree in materials science, metallurgy, mechanical engineering, mechanical engineering technology, or industrial engineering.</p>
<p><strong>Operations experience:</strong> Must have 5-10 years of relevant operations management experience, preferably overseeing an autonomous business unit or standalone profit center. Experience with thermal spray and manual machining in a production environment is preferred.</p>
<p><strong>Project management:</strong> Must have a minimum of 5-10 years of direct project management experience.</p>
<p><strong>Leadership & communication:</strong> Must have demonstrated leadership experience and excellent communication skills.</p>
<p><strong>Analytical capabilities:</strong> Must be detail-oriented to understand complex systems, as well as capable of utilizing advanced mathematics for process and coating parameter development.</p>
<p><strong>CAD competency:</strong> SolidWorks or equivalent 3-D modeling software experience is required.</p>
<p><strong>Software proficiency:</strong> Must have a strong knowledge of the Microsoft Suite of products (Office, Access, Word, Excel, Outlook, etc.).</p>
<p><strong>Reporting:</strong> Must have the proven ability to write professional-level, highly technical reports.</p>
<p><strong>Advanced work:</strong> Previous experience in industrial R&D and/or government contract work is preferred.</p>
<p><strong>Thermal spray expertise:</strong> Minimum 5-10 years of hands-on or supervisory experience specifically within thermal spray coating technologies (including HVOF, plasma spray, flame spray, and arc spray) and industrial component salvage/repair operations is highly desirable.</p>
<p><strong>Machining & metrology knowledge:</strong> Demonstrated familiarity with precision conventional/CNC machining, industrial metrology instruments, and cylindrical/surface grinding techniques required to finish hard thermal spray surfaces.</p>
<p><strong>Regulated data handling:</strong> Familiarity with ITAR/EAR compliance protocols and the secure management of controlled technical data packages.</p>
