The Strategic Plan commits UNICEF to a renewed focus on inclusion of children on the move into education, child protection and social protection systems to tackle root causes for forced displacement or unsafe migration, discrimination and exclusion.</p><p>Context</p><p>The Education Centre of Excellence is advancing its knowledge and evidence base on Children on the Move, refugee inclusion, learning continuity, alternative pathways, and evidence-informed programming as part of its work supported by the PROSPECTS Partnership.</p><p>Thus, the purpose of this assignment is to support the UNICEF Global Program Division (GPD) Education Centre of Excellence (CoE) in strengthening knowledge management, evidence generation, and learning on the inclusion of refugee, displaced, and migrant children and adolescents in education systems, with a particular focus on learning continuity, access, progression, and educational inclusion. <p>The HR Manager will support the day-to-day delivery of HR services for MELA, including recruitment, onboarding, personnel files, timesheets, leave administration, consultant invoicing, performance management, and compliance with HR policies. The HR Manager will work closely with project staff, Finance and Operations, and the MSI Home Office and will report to the Senior Finance and Operations Manager. <p>At the heart of the Operations Department of the Operational Center of Geneva (OCG), the "cells" are multidisciplinary teams of 8 to 9 experts (Program Manager, Deputy Program Manager, Programme Medical Referent, Operational HR Partner, Operational Logistics Manager, Operational Finance Controller, Operational Communication Advisor, Supply referent and flying Pharma Referent). The cells supervise and coordinate MSF's activities in several countries and are the direct interface between the headquarters and the field. Each member oversees a specific field of activity under the supervision (functional link) of a Program Manager and with a hierarchical link to the coordinator of the relevant department.</p>
<p>The HROP centralizes and acts as a referent for mission’s HR and administrative issues in front of the various HR units at HQ and other members of the cell, mission’s Human Resources Coordinator (HRCo) or Head of Mission (HoM) and other MSF operational centers (OCs).</p>
<p>With the need to focus more on strategic HR mentoring and support to missions, the HROP support will be the focal point of different HR files identified and delegated by the HROP.</p>
