<p ><span ><span >The Programme Support Manager will be full-time seconded to NRC’s strategic partner, the Justice Centre for Legal Aid (JCLA) contributing e to achieve programme quality and accountability by strengthening overall system and managements of JCLA’s grants and MEAL functions and leading the review and improvement of internal processes and procedures. </span></span></p>
<p ><span ><span >The Programme Support Manager is responsible for leading the fundraising strategy by providing insight on funding trends, supporting donor engagement, ensuring donor compliance, leading on the development of high quality and timely proposals and reports and other external products, as well as ensuring robust MEAL systems and processes are in place to promote evidence-based decision making, project performance, and internal management. </span></span></p>

<li ><span ><span >Five years of demonstrated relevant and related experience in a similar working experience in a humanitarian/recovery context with Knowledge of the Jordan context, NGO operations and the dynamics of the humanitarian sector, preferably with a working experience with local and national CSOs.</span></span></li>

<p>The United Nations Development Programme (UNDP) Country Programme in Jordan aims to enhance the nation's inclusivity and resilience to achieve its national priorities, aligned with the 2030 Agenda. The Jordan Country Office focuses on key priorities, including governance and peace, inclusive growth and sustainable livelihoods, environment, renewable energy, climate change, financing for development, and SDG impact.</p>
<p>Regarding the significant challenge posed by financing for development, the 2015 Addis Ababa Action Agenda emphasized the importance of holistic approaches to financing national strategies. In response, UNDP launched Financing for Development (FfD) portfolios which include initiatives in partnership with both governmental and private stakeholders to align public and private capital flows with national development priorities and to mobilize the necessary financing for large-scale development impacts.</p>
<p>In an effort to build a coherent sustainable finance architecture, UNDP leverages its technical expertise and convening power to support the deployment of an Integrated National Financing Framework (INFF) in Jordan. This government-led process unites government entities, the private sector, and development cooperation partners in devising a strategy to finance national development. To inform this strategy with data and analyses of the financing landscape, UNDP Jordan already conducted a Development Finance Assessment and complementary thematic studies. Building on these efforts, the country office is now deploying a FfD portfolio to further support the government in developing an INFF roadmap anchored with the priorities of Jordan’s Economic Modernisation Vision (EMV).</p>
<p>With its FfD portfolio, the country office is seeking to effectively leverage innovative financing and support investments into the green transition. UNDP Jordan is partnering with the United Nations Capital Development Fund (UNCDF) toward an area-based development programme to establish a Jordan Valley Green Economic Corridor. This ambitious initiative is designed to run for over seven years and encompasses a portfolio of development projects aligned with the key components of the EMV.</p>
<p>The Jordan Country Office is seeking to recruit a Programme Analyst (Economist and innovative finance) who will, under the strategic guidance of the Resident Representative (RR) and the direct supervision of the Partnership, Innovation and Business Development Specialist, support in leading the implementation of the Integrated National Financing Framework (INFF) and contribute to the further development of the Financing for Development (FfD) portfolio.</p>
<h4>Scope of work</h4>
<p>The Programme Analyst (Economist and innovative finance) will work under the direct supervision of the Strategy, Innovation, and Business Development Specialist. The Programme Analyst contributes to the development and implementation of UNDP’s economic policies, supporting the government’s efforts towards sustainable and inclusive development. The position requires collaboration with the global policy network and interacting with various stakeholders, including government institutions, the private sector, and civil society to achieve strategic goals.</p>
<p>The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the office and the organization.</p>
<p>The incumbent will undertake the following to ensure the success of the assignment:</p>

UNDP Jordan is partnering with the United Nations Capital Development Fund (UNCDF) toward an area-based development programme to establish a Jordan Valley Green Economic Corridor. <p>The Jordan Country Office is seeking to recruit a Programme Analyst (Economist and innovative finance) who will, under the strategic guidance of the Resident Representative (RR) and the direct supervision of the Partnership, Innovation and Business Development Specialist, support in leading the implementation of the Integrated National Financing Framework (INFF) and contribute to the further development of the Financing for Development (FfD) portfolio.</p>
<h4>Scope of work</h4>
<p>The Programme Analyst (Economist and innovative finance) will work under the direct supervision of the Strategy, Innovation, and Business Development Specialist. The Programme Analyst contributes to the development and implementation of UNDP’s economic policies, supporting the government’s efforts towards sustainable and inclusive development. The position requires collaboration with the global policy network and interacting with various stakeholders, including government institutions, the private sector, and civil society to achieve strategic goals.</p>

<p>The Jordan INGO Forum Director is overall responsible for facilitating, leading and quality management of the work of the INGO Forum ensuring it remains relevant to the needs of its members and is appropriate to the context.</p>

Under the overall guidance of the IOM Jordan Chief of Mission (CoM), technical and administrative supervision of the Senior Regional Project Coordinator, Global Fund Middle East Response Project Management Unit (GF MER PMU), and in close coordination with country offices in Middle East Response (MER) countries, the Migration Health Officer (Health Product) shall be accountable and responsible for coordinating and monitoring of downstream procurement and supply chain concerning project-related health products and medical equipment and digitalization of core investments for end-to-end visibility and commodity tracking. The Migration Health Officer (Health Product) will address inadequate visibility of health equipment (capital) investments, implement identified gaps related to assets management and provide oversight in the monitoring and implementation of commodity security.</p><p>Support the Project Management Unit (PMU) of Middle East Response Global Fund (MER-GF) to coordinate and work closely with the MER countries on the downstream track of Health Products Management (HPM) and operations of supply chain capabilities. Coordinate with Supply Chain to enhance visibility and optimize the current project-related supply chain and HPM unit to ensure that all seven countries are properly supported, particularly through the digitalization of systems and targeting capital investments. Coordinate and link programmatic targets with the health products investment (existing and new investments) and supply chains to show alignment and better visibility and optimization linked to the performance framework. Establish and maintain digital (live) platform providing real time data/information about the availability of commodities and their distribution, which also serve as evidence for decision and future planning. Establish linkages between the digitalization processes and achieve end-to-end visibility of commodities, particularly capital investments in health equipment and supplies. This would benefit in putting a strong foundation for the sustainability of programs and support the broader objectives as the grant moves toward next cycle. Review and assess all the assets (capital investment) secured under MER project in the MER countries and inform about the functionality and operational status of these equipment/supplies. Provide an understanding of how assets have been managed to date, identify strengths and gaps, and assess any existing risks in this area and how they could be mitigated. Ensure that the initial and subsequent periodic assessments guide an understanding of the gaps for initiating subsequent actions to ensure operational functionality of this equipment for the benefit of the program/s and end users. Identify and display the impact of these capital investments and explain the success that this equipment has generated. Follow and ensure that all the equipment under the project is functional and stock outs are avoided and addressed promptly, through a formal and informal proactive way of engaging suppliers and countries. Follow and monitor the downstream of project-related supply management of commodities, review the quantities received, utilized and stocked; and link them with the results achieved on the targets. Use this information feeding into the procurement requirement of medicines and supplies for each country and prevent any stockout and/or expiries. Review the current practice/s of stock management and warehousing for project-related commodities and identify gaps, if any, and suggest remedial actions as well as support the countries to improve implementing those actions. Review and assess the investment in District Health Information System (DHIS) in terms of equipment, software and capacity development and whether the intended objectives are achieved. Identify any gaps in operationalizing the DHIS in relation to TB (tuberculosis) and HIV (Human Immunodeficiency Virus) programs information collection in the MER countries; suggest corrective actions and coordinate this intervention with PMU and MER countries for a functional system.
