In this context, UNDP has created a Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. The Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB) are the two anchor Bureaux of the GPN.</p><br> <p>In this context, the newly established Governance, Rule of Law, and Peacebuilding (GRP) Hub, a joint endeavour with the Bureau for Policy and Programme Support (BPPS), provides leadership and advisory services to enhance UNDP’s impact on governance and peacebuilding, ensuring the integration of democratic governance and human rights into crisis response and recovery. The Hub aims to build an integrated portfolio collaboratively between the CB and BPPS and establish partnerships with various stakeholders including the UN System, IFIs, civil society, and the private sector. </p><br> <p>Through Local Action, the GRP Hub seeks to contribute to peace and development, achieving a visible impact on communities and improving lives by delivering integrated solutions that harness global expertise and partnerships. The Local Action Unit works closely with local and regional governments as key development players, highlighting their role as public service implementers, as drivers of innovation and the closest institution to people. </p><br> <p>Local and regional governments are already responsible of over 65% of the SDG targets, most of them linked to basic service provision from water, sanitation, mobility, climate action, health or education. Cities and territories are playing a big part on the implementation of SDGs, that are becoming a new tool for strategic planning and budgeting in the mid to long-term. Since 2015, local governments and their associations have been increasingly active in promoting the SDGs through advocacy, working with their local population and partners in transposing the spirit of Agenda 2030 in cities and territories. Local governments have also started to use SDGs as a strategic framework to deliver better and more innovative public services linked to SDG targets and indicators. As part of the SDG Local Action project, UNDP is one of the implementing partners of the Mayors Challenge, a global initiative to reimagine the most essential services that cities deliver to residents.</p><br> <p>Within this context, the SDG Local Action project is seeking to recruit a<strong> Project Coordinator </strong>to support the implementation of the Mayors Challenge in the city of As-Salt (Jordan), one of the winners of the 2025 Mayors Challenge. The As Salt project aims to establish a training centre for the restoration of heritage buildings, training local residents on restoration skills to preserve their heritage, revive their buildings and repurpose them. </p><br> <p>As-Salt is home of thousands of heritage buildings, with a magnificent architectural character that tells the city’s rich history and connects its owners with their ancestors. Today, these buildings, once vibrant and full of life, have fallen into disrepair due to neglect, lack of awareness about their importance and a shortage of restoration specialist and high maintenance costs. About 70% of them are dilapidated and abandoned, posing a threat to residents and visitors. The project will transform the urban heritage of As Salt into a sustainable economic, social and cultural engine. By establishing the Heritage Building Restoration Training at the Beit Falah Al Hamad Heritage site, the city will be leading an integrated model that will create skills to create local and regional job opportunities. The project will also work with the owners of heritage buildings, providing legal support, financial incentives and technical support, connecting them with the new graduates. The project will also work to project a new image for the city to attract tourism, culture and investment in partnership with city society and the private sector, including banks and microfinance institutions.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>The <strong>Project Coordinator </strong>will perform the following functions:</p><br> <p><strong>A. Coordinate the implementation of the Mayors Challenge in As Salt City</strong></p><br> <ul> <li>Coordinate the project’s planning and implementation of the Mayors Challenge project in As Salt City.</li> <li>Ensure alignment with project objectives, and with the donor and As-Salt Municipality requirements and priorities.</li> <li>Ensure high-quality and timely delivery of all components in line with the approved work plan.</li> <li>Elaborate strategies to inform decision-making, policy alignment, and long-term sustainability of project outcomes.</li> <li>Serve as the primary liaison focal point with As-Salt Municipality, ensuring continuous coordination with the mayor and the designated city team.</li> <li>Provide technical guidance to ensure high-quality planning and implementation of heritage conservation interventions.</li> <li>Elaborate Terms of Reference for procurement and contracting processes in coordination with UNDP, acting as a primary liaison between the Municipality and UNDP to ensure efficient implementation of operations in line with project requirements and compliance with established procedures.</li> <li>Supervise the work of the service providers, consultancies and/or private entities that will implement the project, and conduct performance reviews in accordance with UNDP rules, regulations and procedures. </li> <li>Prepares and submits proposals for budget revisions to the donor, via UNDP. </li> <li>Checks on project budget management, ensuring efficient use of resources and financial compliance, and performance monitoring. </li> <li>Manage multidisciplinary teams, including assigned staff by the municipality and project-funded contracts (consultancy and service contracts), ensuring effective coordination, performance management, and quality of outputs.</li> </ul> <p><strong>B. Manage relationships with the project partners</strong></p><br> <ul> <li>Participate in meetings with local stakeholders and partners.</li> <li>Ensure the application of project governance frameworks, including organizing steering and coordination meetings, documenting decisions, and submitting recommendations to relevant stakeholders.</li> <li>Facilitate institutional coordination and engagement with key governmental entities and stakeholders, including the Ministry of Tourism and Antiquities, Ministry of Local Administration, Department of Antiquities, Vocational Training Corporation, civil society organizations, local communities, and other institutions in Jordan.</li> <li>Establish and maintain effective coordination mechanisms with international organizations, development partners, and donors, including the donor and UNESCO, ensuring alignment with donor requirements and international standards.</li> <li>Coordinate efforts with relevant stakeholders and specialized committees for the establishment of the restoration centre, including the development of technical and training programs, preparation of the centre’s functional program, and development of operational, administrative, and financial plans to ensure readiness and sustainability.</li> <li>Oversee training programs and services delivered through the restoration centre within the framework of the project, ensuring quality, relevance, and alignment with project objectives and local capacity-building needs.</li> <li>Promote knowledge transfer and institutional capacity building within As-Salt Municipality to ensure sustainability and long-term impact of project outcomes.</li> </ul> <p><strong>C. Org. Setting and Reporting<br>The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator, support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordination Office (RCO) in Amman, Jordan. Under the direct supervision of the Head of Office and guidance of the RC and in full confidentiality, the Executive Assistant ensures effective and efficient functioning of the RC Front-Office, overall management of the RC's schedule and logistical requirements, maintenance of protocol procedures, management of information flow, and follow-up on deadlines and commitments made.<br> Responsibilities<br>Within delegated authority, the Executive Assistant will be responsible for the following duties: 1. ENSURE EFFECTIVE AND EFFICIENT FUNCTIONING OF THE RC FRONT OFFICE: • Maintain the Resident Coordinator’s calendar and representation schedule, arrange appointments and meetings of the RC, coordinates logistical and protocol arrangements for official functions, liaises with diplomatic missions, government counterparts and UN entities; ensure compliance with UN and host country protocol requirements, and act as an interpreter and/or take minutes of meetings when required. • Coordinate high-quality briefing materials for the RC for appointments, meetings, events, and missions and ensure that all correspondence and documents submitted to the RC are according to UN norms and standards, including directives. <p><h4>Job description</h4>
<p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>
<p>Member will perform and inspect organizational and intermediate level maintenance and modifications on RPA systems and support equipment, as required. Lastly, this position requires an individual that can apply basic technical knowledge to solve complex problems by interpreting Air Force technical orders, manufacturers’ manuals/instructions or similar documents through the usage of test equipment/instruments to affect repairs.</p>
<p>Member will inspect, service, repair, and overhaul aircraft, aircraft engines, and other critical components to ensure airworthiness. Repair, replace, and rebuild aircraft structures, landing gear, power plants/trains, fuel systems, and functional components using hand tools, power tools, welding equipment, rivet guns and drills.</p>
<p>Inspect and repair power plant malfunctions, including cracked components, oil leaks, etc.; diagnose malfunctions, isolate causes and correct breaks; test engine operations, use test equipment to locate source of malfunction(s). <p>The OSI Analyst works within the multidisciplinary Search Team under the PFL Deputy Protection in Damascus with the OSI Manager in Geneva as his/her functional manager to provide strategic direction to the response to the Syria missing file. In close coordination with the PFL researchers, Forensic expert, and A&E, the OSI Analyst plays a central role in enhancing the Search Team’s response by ensuring that OSI relevant to the Syria caseload is systematically collected, verified, organized, and made available for analysis. This includes both historical data gathered in the aftermath of the fall of the former Syrian government and any new OSI that emerges, with the aim of contributing to the documentation of protection concerns and providing leads and linkage of information to aid the search for missing persons.</p>
<p>S/he contributes to the identification of thematic and geographic priorities for OSI collection, supports the triangulation of findings with internal data, witness accounts, GIS information, and privileged data obtained from external organizations through data sharing agreements. The OSI Analyst ensures that the use of OSI follows a rigorous, ethical, and protection-sensitive methodology.</p>
<p>This position supports the analysis of individual cases and internal data particularly in light of available OSI and privileged external data obtained through data sharing agreements. <p><strong><u>PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED</u></strong></p>

<p><strong><u>Desired Profile and Skills</u></strong></p>

<li>Demonstrable experience in and knowledge of the techniques, tools and methodologies for carrying out rigorous, safe, and ethical open-source research and analysis.</li>
<li>Professional experience in the identification, verification, analysis and preservation of digital open-source information, including expertise in social media research techniques.</li>
<li>Familiarity with the open-source information landscape specific to the Syrian context, including relevant social media channels, archive repositories and the ability to identify relevant sources.</li>
<li>Proficiency in geospatial analysis, including geolocation, mapping, visualisation, and satellite imagery analysis, with the ability to apply these techniques to the identification and verification of sites of interest, including potential gravesites and former places of detention.Proficiency with verification and analytical toolsets relevant to OSI work, including reverse image search platforms, geospatial analysis platforms (such as ArcGIS, QGIS, or equivalent), satellite imagery platforms (such as Sentinel Hub, Planet, or equivalent), and relational or link analysis tools.</li>

<p>La Near East Foundation (NEF) est une organisation internationale à but non lucratif qui œuvre depuis plus de 100 ans à la construction de communautés plus durables, plus prospères et plus inclusives au Moyen-Orient et en Afrique. La NEF opère par l'intermédiaire de bureaux nationaux et de partenaires locaux dans dix pays : Arménie, Irak, Jordanie, Liban, Mali, Maroc, Palestine, Soudan, Sud-Soudan et Syrie. Les programmes du NEF se concentrent sur le développement économique inclusif, l'agriculture durable et la gestion des ressources naturelles, ainsi que sur la consolidation de la paix.</p><br>
<p>Dans le cadre de son portefeuille pour le Maroc, NEF met en œuvre le projet <em>CAP+</em>, co-financé par l’Union Européenne, qui vise à renforcer la viabilité, l’autonomie et l’indépendance financière des OSC à travers la diversification des sources de financement.</p><br> <p><span>Contexte du projet</span></p><br>
<p>Au Maroc, la société civile est dynamique, florissante et engagée, et connaît aujourd’hui un essor remarquable, aussi bien en milieu urbain que rural. La Constitution de 2011 a reconnu explicitement l’action des organisations de la société civile (OSC) comme un levier de démocratie participative, ouvrant la voie à une série d’initiatives structurantes telles que l’Initiative Nationale pour le Développement Humain (INDH), l’adoption de la loi 15-18 sur les Plateformes de Financement Participatif ou encore la stratégie NASSIJ 2022-2026, qui vise à moderniser le cadre de gouvernance, de financement et de concertation des OSC, notamment grâce à la mise en place d’outils numériques comme la plateforme nationale des associations.</p><br>
<p>Cependant, malgré cette dynamique, les OSC — en particulier les petites associations de proximité — restent confrontées à de fortes fragilités : manque de ressources financières pérennes, accès inéquitable aux financements publics, capacités organisationnelles limitées, forte dépendance aux bailleurs et environnement fiscal et réglementaire contraignant. Cette précarité limite leur autonomie et les pousse parfois à s’éloigner de leur mission.</p><br>
<p>Dans un contexte d’inégalités territoriales et sociales marquées, les OSC jouent souvent un rôle substitutif des services publics auprès des populations marginalisées, ce qui freine leur professionnalisation et leur positionnement comme actrices du changement. Malgré la raréfaction des financements qui les pousse à innover, peu d’OSC investissent encore dans des AGR ou dans des cadres de concertation intersectoriels pourtant essentiels à leur viabilité et à leur impact.</p><br>
<p>Grâce à <em>CAP+</em>, NEF – en partenariat avec l’UE et l’Association Marocaine de Solidarité et de Développement (AMSED) – soutiendra directement les OSC en renforçant leurs capacités, en leur fournissant un cadre de développement et d’incubation, des financements de démarrage, et un suivi personnalisé. Le projet permettra à la société civile d’être renforcée et mieux structurée en tant qu’actrice de changement et de bonne gouvernance, grâce à une participation plus effective, efficace et reconnue à l’action publique, notamment grâce à l’accès à des financements diversifiés, renforçant ainsi leur viabilité, leur résilience, leur autonomie et leur indépendance financière.</p><br> <p><span>Aperçu du poste</span></p><br>
<p>Le/La <span>chef.fe de projet </span>sera le principal responsable du projet <em>CAP+</em>. Il/elle supervisera la mise en œuvre de l'ensemble du cycle du projet, en veillant à ce que toutes les activités du projet soient menées de manière efficace, opportune et de qualité, conformément aux exigences de NEF et de l’UE. Il/elle devra faire preuve d'une grande capacité de leadership, de coordination, de supervision technique et de gestion des parties prenantes afin d'assurer la réussite d'un programme multipartite très complexe.</p><br>
<p>Le/La <span>chef.fe de projet</span> servira de lien principal avec AMSED, l’UE, l’Assistance Technique et les autres acteurs clés du programme Société Civile de l’UE – y compris les autres lauréats – en assurant une coordination et une collaboration solides. Il/elle supervisera l'équipe du projet et veillera à ce que les composantes financières, administratives et techniques soient bien intégrées.</p><br> <p><span>Principales responsabilités</span></p><br> <ol>

<li>Assurer la direction générale, l'orientation stratégique et la gestion quotidienne du projet <em>CAP+</em>.</li>
<li>Diriger l'élaboration, la coordination et l'exécution des plans de travail du projet, des calendriers de mise en œuvre, des plans d'approvisionnement et des prévisions budgétaires.</li>
<li>Veiller au respect total des normes, politiques et obligations contractuelles de NEF et de l’UE.</li>
<li>Diriger les processus de gestion adaptative pour s'assurer que les activités répondent à l'évolution des besoins et aux réalités contextuelles du Maroc. </li>
</ul> <p> <span>2. Engagement et représentation des parties prenantes</span></p><br>

<li>Servir de point focal principal de NEF pour l’UE, AMSED, les institutions gouvernementales, les acteurs du secteur privé, et les autres partenaires du projet.</li>

<li>Maîtrise, ou licence avec au moins 2 années supplémentaires d'expérience pertinente (minimum 7 ans au total), en administration des affaires, développement du secteur privé, développement des entreprises, sciences sociales, études sur le développement, ou dans un domaine connexe.</li>
<li>Au moins cinq ans d'expérience avérée dans la gestion et la coordination de projets au niveau national, y compris des programmes de développement des capacités et moyens de subsistance, de l'esprit d'entreprise ou des OSC.</li>
<li>Expérience avérée de la coordination de projets multipartites impliquant des homologues gouvernementaux, des acteurs du secteur privé, des établissements universitaires et des donateurs internationaux.</li>
<li>Solides connaissances techniques des moyens de subsistance, des services de développement, des modèles de soutien aux OSC, de l'inclusion financière et des programmes d'entrepreneuriat fondés sur l'innovation.</li>
<li>Expérience avérée en matière de conformité aux règles des bailleurs de fonds, de gestion financière et de supervision de contrats pour des projets de grande envergure.</li>
