Technical Support and Protection Mainstreaming - Support implementation of UNRWA's Disability Policy and Disability Inclusion Guidelines. - Assist in reviewing, developing and updating technical guidance, standard operating procedures, checklists, operational tools and other implementation resources. - Provide technical inputs to programme design, policy documents, concept notes, and project proposals. - Support integration of disability inclusion across education, health, protection, relief and social services, infrastructure, emergency response, and other programme areas. - Support the technical review of programme documents to ensure disability inclusion standards are appropriately reflected. B. Protection Programming - Support the design and implementation of targeted protection initiatives addressing the specific risks faced by Palestine refugees with disabilities. - Assist in developing guidance on disability-inclusive case management, referrals, community-based protection, accessibility, and reasonable accommodation. - Contribute to the integration of disability considerations within broader protection programming and cross-cutting protection initiatives. - Support monitoring of disability inclusion commitments across UNRWA programmes and operations. - Assist in compiling, validating, and analysing disability-disaggregated data. - Contribute to organizational reporting against UNDIS and other institutional commitments. - Support the preparation of analytical reports, dashboards, briefing notes, donor updates, and management reports. C. Coordination and Partnerships - Support the coordination of disability inclusion activities across Headquarters departments and Field Offices. - Assist in organizing meetings of disability coordination mechanisms, technical working groups, and task forces. - Support coordination with field focal points to monitor implementation of agreed priorities. - Support engagement with United Nations entities, donors, Organizations of Persons with Disabilities (OPDs), NGOs, academic institutions, and other external partners. D. Knowledge Management and Capacity Development - Support research on emerging disability inclusion practices and humanitarian guidance. - Assist with the preparation of policy briefs, case studies, and other knowledge products. - Support documentation of good practices and lessons learned and maintain an organized repository of disability inclusion resources, tools, and reference materials. - Support the development and delivery of training materials, presentations, workshops, and other capacity-building initiatives. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>A consulting team is being formed for a planned end-of-project evaluation of a labour-intensive maintenance and Cash-for-Work project in Jordan. The evaluation will assess the project s contribution to improving livelihoods, supporting vulnerable Jordanians and Syrian refugees, and improving the learning environment in public schools. The assignment will use a mixed-methods approach, including desk review, phone surveys, key informant interviews, focus group discussions, and limited site visits where possible. The evaluation will cover selected governorates in Jordan and will require strong coordination, careful field supervision, and high-quality data collection. The Data Collection Supervisor will be responsible for coordinating and supervising the data collection process. This includes supporting the preparation of tools, training the data collection team, managing fieldwork logistics, ensuring data quality, and reporting progress to the evaluation management team. The position requires someone who is organized, practical, and able to work closely with enumerators, qualitative researchers, and technical team members. The supervisor should be able to solve field challenges quickly, maintain good communication with the team, and ensure that ethical and quality standards are followed throughout the data collection process. The assignment is expected to take place during the period July to September 2026. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The project aims to strengthen the national TVET ecosystem, respond to labour market needs, and address youth unemployment and gender disparities. It supports the Ministry of Education's (MoE) ongoing TVET reforms as outlined in the Education Strategic Plan <strong>2020-2025</strong> and the recent BTEC based vocational education reform, offering Level 2 and 3 certifications across multiple specializations. The TA project is supporting MoE s TVET reforms through three key areas, namely: (i) strengthening key institutional and policy elements of the national skills ecosystem for a better enabling institutional and policy environment; (ii) enhancing skills development in priority sectors for young women and men through innovation in TVET; and (iii) improving the perception of TVET while advancing gender inclusivity and equity for all students to become a more attractive pathway for girls and boys in Jordan. Under Output 1.2.1, UNESCO is providing technical assistance to MoE to review and strengthen career guidance systems and tools in schools. This includes reviewing current systems and tools, enhancing the model for the provision of gender sensitive and inclusive career guidance, developing/adapting tools and resources, and training relevant personnel on the updated system, tools and resources. The Career Guidance Review, led by UNESCO with the support of the career guidance expert, assessed existing career guidance and counselling systems, tools and practices in Jordan s TVET sector and provided actionable recommendations for strengthening these services in alignment with national and international standards and priorities. Building on this work and following the development of the Career Guidance Model and Manual, there is a need to operationalize the model through a structured Training of Trainers (ToT) programme. This assignment is therefore not intended to create a new career guidance model. Rather, it will support MoE in institutionalizing and applying the developed Career Guidance Model and Manual through a practical ToT package and training process. The ToT will help build a core group of MoE trainers and relevant staff who can support consistent application of the manual in vocational education schools and contribute to future roll-out and scale up. This assignment falls under the Technical Assistance Programme implemented by UNESCO, which supports the delivery of Output 1.2.1: Technical assistance to MoE to review and strengthen career guidance systems and tools in schools. Specifically, the assignment contributes to Activity 1.2.1.4: Training of relevant personnel on the updated career guidance system, tools and resources, and supports Activity 1.2.1.5: Organising workshops and experience/information sharing sessions on the updated career guidance system for vocational education schools and gender responsive approaches in guidance processes for girls and boys. In line with this, UNESCO Amman Office seeks a qualified individual expert/consultant to design and deliver a ToT programme on the Career Guidance Model and Manual for selected MoE staff, supervisors, counsellors, and/or other relevant vocational education stakeholders. <p>Au Maroc, la société civile est dynamique, florissante et engagée, et connaît aujourd’hui un essor remarquable, aussi bien en milieu urbain que rural. La Constitution de 2011 a reconnu explicitement l’action des organisations de la société civile (OSC) comme un levier de démocratie participative, ouvrant la voie à une série d’initiatives structurantes telles que l’Initiative Nationale pour le Développement Humain (INDH), l’adoption de la loi 15-18 sur les Plateformes de Financement Participatif ou encore la stratégie NASSIJ 2022-2026, qui vise à moderniser le cadre de gouvernance, de financement et de concertation des OSC, notamment grâce à la mise en place d’outils numériques comme la plateforme nationale des associations.</p><br>
<p>Cependant, malgré cette dynamique, les OSC — en particulier les petites associations de proximité — restent confrontées à de fortes fragilités : manque de ressources financières pérennes, accès inéquitable aux financements publics, capacités organisationnelles limitées, forte dépendance aux bailleurs et environnement fiscal et réglementaire contraignant. Cette précarité limite leur autonomie et les pousse parfois à s’éloigner de leur mission.</p><br>
<p>Dans un contexte d’inégalités territoriales et sociales marquées, les OSC jouent souvent un rôle substitutif des services publics auprès des populations marginalisées, ce qui freine leur professionnalisation et leur positionnement comme actrices du changement. Malgré la raréfaction des financements qui les pousse à innover, peu d’OSC investissent encore dans des AGR ou dans des cadres de concertation intersectoriels pourtant essentiels à leur viabilité et à leur impact.</p><br>
<p>Grâce à <em>CAP+</em>, NEF – en partenariat avec l’UE et l’Association Marocaine de Solidarité et de Développement (AMSED) – soutiendra directement les OSC en renforçant leurs capacités, en leur fournissant un cadre de développement et d’incubation, des financements de démarrage, et un suivi personnalisé. Despite legal frameworks that guarantee equality, persons with disabilities remain marginalized, with employment rates at only 21 per cent compared to 39 per cent for persons without disabilities. This exclusion is not only a social challenge but also an economic burden, costing the national economy an estimated $328 million annually. The barriers are both cultural persistent misconceptions about productivity and cost and structural, including inaccessible transport, unsuitable urban environments, and limited workplace accommodations. ESCWA has long been engaged in advancing disability inclusion and youth empowerment across the Arab region. Through its convening power, technical expertise, and regional mandate, ESCWA has supported national strategies, strengthened policy frameworks, and enhanced labour market statistics to promote inclusive development. In Jordan, ESCWA has produced policy briefs analyzing the challenges and opportunities for persons with disabilities. In 2025 the Government of Jordan formally requested ESCWA s assistance in developing a national strategy for the economic empowerment of persons with disabilities, alongside technical support for programs aimed at connecting social assistance beneficiaries including youth and persons with disabilities to the labour market. <p>The project “Improved Governance for the Support of Reform Projects in Jordan” (PARtner II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government, in partnership with the Prime Ministry of the Hashemite Kingdom of Jordan. From April 2026 to March 2030, PARtner II supports one of Jordan’s key national reform priorities: the modernisation of the public sector.
