<p><strong>Senior Public Private Partnerships (PPP) Financial Expert</strong></p>
<p><strong>Project Background:</strong></p>
<p>The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USG, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. </p>
<p>Public-Private Partnerships (PPPs) are a key mechanism for mobilizing private capital, improving public service delivery, and enabling the development of strategic infrastructure and public assets. As Jordan advances its reform priorities and strengthens private sector participation in public investment, government institutions responsible for PPP oversight continue to play a leading role in screening, structuring, and coordinating PPP opportunities across sectors.</p>
<p>While Jordan has an established legal and institutional framework governing PPPs, continued institutional strengthening is needed to build capacity in screening, structuring, and advancing PPP transactions. Strengthening the ability of government counterparts to assess transaction readiness, review financial documentation, and manage active pipeline projects remains a priority for deepening private sector participation in public investment.</p>
<p><strong>Purpose of the Assignment:</strong></p>
<p>ERA will engage a senior finance advisor to provide transactional advisory review support for PPP pipeline projects. Throughout the assignment, the advisor will deliver structured on-the-job support to government counterparts, integrating capacity building within core work processes.</p>
<p><strong>Responsibilities:</strong></p>
<p><strong>Task 1: Senior Transactional Advisory Review for PPP Pipeline Projects</strong></p>
<p>The Senior PPP Financial Expert will provide targeted transactional advisory review support for PPP projects currently under preparation. This assignment is designed to strengthen transaction readiness while deepening institutional capacity through direct engagement with active transactions.</p>
<p><strong>Task 1a: Senior Financial Advisory Review</strong></p>
<p>The Senior PPP Financial Expert will:</p>
<ul>
<li>Review the financial structuring of PPP projects, including revenue models, risk allocation frameworks, value-for-money assessments, and government support or guarantee mechanisms;</li>
<li>Assess the transaction readiness of pipeline projects from a financial perspective, identifying gaps in financial documentation, bankability considerations, or investor readiness;</li>
<li>Provide written financial review notes or assessment memoranda for each project reviewed, with specific, actionable recommendations;</li>
<li>Advise on financial terms and conditions in draft PPP contracts, concession agreements, or related transaction documents, with reference to international good practice;</li>
<li>Conduct targeted working sessions with government counterparts on financial review findings, providing explanations of financial analysis methodology and recommendations to support staff learning;</li>
<li>Contribute to a consolidated advisory review summary report covering all pipeline projects reviewed during this assignment.</li>
</ul>
<p><strong>Task 2: Structured On-the-Job Support</strong></p>
<p>The expert will deliver structured on-the-job support to government counterparts, parallel to the transactional advisory review work. The support is designed to build capacity to independently assess, manage, and advance PPP transactions over time, using live pipeline projects as the learning vehicle.</p>
<p><strong>Task 2a: Financial On-the-Job Support Component</strong></p>
<p>The Senior PPP Financial Expert will:</p>
<p><strong>Briefing & Debrief Sessions:</strong> Conduct structured briefings and debriefs with government counterparts following each financial review, explaining the methodology, findings, and recommendations in accessible, practical terms.</p>
<p><strong>Financial Review Frameworks:</strong> Guide government counterparts through core financial assessment frameworks, including revenue model evaluation, bankability analysis, risk allocation principles, and value-for-money techniques.</p>
<p><strong>Hands-On Coaching:</strong> Coach staff in identifying financial red flags and key risks in PPP transaction documentation, progressively building independent review capability over the course of the assignment.</p>
<p><strong>Annotated Templates & Reference Guides:</strong> Prepare and share practical financial review templates and reference guides that government counterparts can apply independently to future transactions.</p>
<p><strong>OJT Summary Note:</strong> Contribute to a joint Summary Note documenting learning objectives, support delivered, key outcomes by domain, and recommended next steps for continued staff development.</p>

<p><strong>Skills and Qualifications:</strong></p>
<ul>
<li>Advanced degree (Master’s or higher) in finance, economics, financial engineering, public policy, business administration, or a closely related discipline.</li>
<li>Minimum 10 years of relevant professional experience, of which at least 5 years must be in senior-level PPP financial advisory, infrastructure finance, or transaction structuring roles.</li>
<li>Demonstrated track record as lead financial advisor on PPP or major infrastructure transactions, with responsibility for financial structuring, risk allocation, and investor-ready documentation.</li>
<li>Experience advising governments or PPP units on pipeline development, feasibility assessment, and transaction readiness.</li>
<li>Expertise in PPP financial modelling, bankability assessment, government support mechanisms, and PPP fiscal risk management.</li>
<li>Fluency in English; proficiency in Arabic is an asset.</li>
</ul>
<p><strong>Reporting:</strong></p>
<p>The senior advisory team will report directly to ERA’s Senior Investment Advisor and will work in close coordination with government counterparts throughout the assignment.</p>

<h1>1.BACKGROUND AND CONTEXT</h1>
<p>Oxfam has been working in Jordan since 1990, responding to the Syrian refugee crisis and addressing structural inequalities affecting vulnerable populations, including women and girls with disabilities. Oxfam's programming focuses on ensuring equitable access to essential services, promoting gender justice, and advocating for the rights of marginalized groups.</p>
<p>This assignment falls under a project funded by Global Affairs Canada (GAC), implemented by Oxfam in partnership with FOCCEC (Forearm for change). The project aims to support and enhance access to health services for vulnerable females in Jordan by enhancing inclusive health services and improving the quality of reproductive health care for women and girls of different ages, with a particular focus on persons with disabilities (PWDs) accessing these services.</p>
<p>This Terms of Reference seeks to engage a qualified service provider to facilitate participatory sessions with PWD to identify physical and procedural barriers faced when utilizing these facilities.</p>

<h1>2.SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED</h1>
<p>To conduct a comprehensive accessibility audit of Two designated health centers that will be located in Two locations out of the following three ( Zarqa, Amman, Irbid)Further more facilitate Focus Group Discussions (FGDs) with PWDs to gather qualitative data on their experiences when it comes to reach Health centers ,PWD feedback will be used to utilize upon creating the accessibility Plans, The goal is to produce a prioritized, costed, and regulation-compliant plan to make each health center PWD-friendly.</p>
<p>Furthermore, Oxfam might add one task which is Train Health Workers and Community Leaders on How to deal with PWD with primer focus on SRHR ,the organization is open for those who wish to share training manuals or Topics to be covered based on their Experience.</p>

<h1>3.METHODOLOGY</h1>
<p>The consultant is expected to:</p>
<ul>
<li>Review Project Main Documents</li>
<li>Review the existing Construction Code and relevant national disability/inclusion policies to ensure compliance.</li>
<li>Organize and conduct at least 6Focus Group Discussions in two governorates with PWDs, in addition to KII, aiming to consult with up to 100 persons from PWD and Health Worker. The participants must represent a diverse range of disabilities, including but not limited to:

<li>Physical/Mobility impairments (wheelchair users, crutch users).</li>
<li>Visual impairments.</li>
<li>Hearing impairments.</li>
<li>Intellectual/psychosocial disabilities.</li>
</ol>

</ul>
<p>FGB will be conducted to highlight and understand the limitations, challenges, and risks PWDs face when accessing health centers (e.g., entrance, waiting areas, consultation rooms, bathrooms, and signage).</p>
<p>Conduct FGDs with Health Workers to identify their Training Gaps and Misconceptions</p>

<li>Visit each of the 2-3 health centers provided by the Oxfam to conduct physical inspections.</li>
<li>For each health center, develop a detailed clear accessibility plan (Slandered Requirements, Detailed description, Environmental Risks, Mitigation measure, Building Codes, etc..) that include:</li>

Starting Date : ASAP Location : Amman, Jordan COUNTRY PROFILE The humanitarian situation in the occupied Palestinian territories (oPt) has reached dire levels, particularly in the Gaza Strip, where ongoing hostilities have resulted in mass displacement, the collapse of basic services, and a near-total breakdown of civilian infrastructure. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. In 2026, IMPACT will conduct a number of cash and market assessments in order to better inform the response as it responds to the post ceasefire context. POSITION PROFILE Under the line management of the Research Manager, the Senior Assessment Officer is jointly responsible for the implementation of REACH s Shelter and Site Management assessments, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. The primary assessment sitting under the SAO will be the Comprehensive Shelter Needs Assessment and associated Joint Analysis Workshop. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. In 2026, IMPACT will conduct a number of cash and market assessments in order to better inform the response as it responds to the post ceasefire context. POSITION PROFILE Under the line management of the Research Manager, the Senior Assessment Officer is jointly responsible for the implementation of REACH s Shelter and Site Management assessments, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. The Senior Assessment Officer will lead a portfolio of shelter and sites-related research activities, which may include targeted shelter assessments, area-based and neighbourhood-level studies, intentions and perceptions research, analytical support to humanitarian coordination mechanisms, and other assessments responding to evolving operational priorities and information needs. Extensive external coordination is expected, both in facilitating the assessment and positioning IMPACT within the newly forming Shelter, Land and Sites cluster. <p>About Development Gateway and the Early Grade Education Activity (EGEA)<br>
Development Gateway: An IREX Venture (DG) is an international non-profit organization with<br>
approximately 80 team members based in more than 10 countries worldwide. By leveraging the<br>
combination of programmatic and IT developer capacity and skills within DG, over the last 20<br>
years we have researched data ecosystems, built digital tools to support those data ecosystems,<br>
and advised on data strategy and digital transformation to strengthen decision-making,<br>
transparency, and service delivery.</p>
<p><br>
DG is one of several consortium partners, led by IREX, implementing the Early Grade<br>
Education Activity (EGEA, also known as ‘ASAS’) program in Jordan between 2023-2028,<br>
funded by the U.S. Department of State. As a large-scale development program, ASAS is a<br>
complex, high-paced and outcome-oriented initiative. The consortium itself comprises well over<br>
50 individuals working on the program at any given time (based both in Jordan and abroad).<br>
From DG’s side alone, there are likely to be approximately 8-10 personnel supporting<br>
implementation at any given time, with at least 3 staff based in Amman including the Program<br>
Lead.</p>

The overarching objective of ASAS is to improve the quality of early grades (K-G3) education<br>
outcomes for children in Jordan. The program aims to achieve this objective by supporting the<br>
education of student teachers while they are still at university (pre-service teachers), and also by<br>
supporting early grades students and teachers (in-service teachers).</p>
<p><br>
DG’s role within the consortium is focused on enhancing data use among various systems and<br>
data sources in Jordan’s education sector. DG will enhance user-centered digital solutions to<br>
support local actors in mapping the data landscape and improving data systems’ utility and<br>
interoperability. DG will also work with various actors in Jordan to support the digitization of<br>
institutional data systems, including quality assurance processes and assessment where needs<br>
are identified. Lastly, DG will also support integration and alignment of the national AI policy<br>
into the education sector by conducting a series of AI readiness diagnostics and sandboxing<br>
exercises at the Ministry of Education (MoE) and University level to explore the feasibility of<br>
integrating automation safely and effectively into key functions.</p>
<p><strong>Job description</strong><br>
This is an exciting opportunity for someone who, through substantial experience in the<br>
education and/or digital sectors in Jordan, has developed strong strategic skills. We are looking<br>
for a senior professional based in Amman who is equally comfortable working on big picture<br>
strategic issues and complex technical details. Someone who brings deep subject-matter<br>
expertise in education and/or digital policy in Jordan while operating seamlessly in an advisory<br>
capacity to steer complex conversations, build multi-stakeholder consensus, and align technical<br>
work with overarching program objectives.</p>

As our program lead in Jordan, you will serve in a pivotal leadership capacity, managing DG’s<br>

Flash floods and heatwaves have emerged as two of Jordan’s major hazards, affecting water resources, agriculture, and livelihoods. Mercy Corps Jordan’s project, Tabeaa: Strengthening Climate Resilience in Jordanian Communities, is funded by the Z Zurich Foundation and the Swiss Agency for Development and Cooperation (SDC). The Tabeaa project works at both national and local community levels, driving systemic change through policy localization and DRR/CCA strategy enforcement at the national level, while supporting five communities across Jordan to build adaptive capacity at the local level. The project’s approach concentrates on three program systems: Community Empowerment, Policy Localization, and Private Sector Engagement.</span></p>

<p class="x_MsoNormal" ><span >Azraq district, located in Jordan's eastern desert, is among the areas most severely affected by climate change. Rising temperatures and prolonged droughts are diminishing an already scarce rainfall, lowering groundwater levels, and accelerating desertification across the district.</span></p>

<p class="x_MsoNormal" ><span >In 2025, as part of its inception phase, Tabeaa project conducted a community climate resilience assessment across its target communities including Azraq, to identify climate resilience gaps and inform effective intervention design. Findings for Azraq revealed gaps in indicators related to energy affordability. While fuel and electricity are mostly continuous, almost all households and many businesses face high energy costs for heating and cooling, especially vulnerable groups, alongside concerns about system reliability, and preparedness for future extreme events, these findings show an increased pressure on the already vulnerable community in Azraq. Building on these findings, Mercy Corps has partnered with JREEEF (Renewable Energy and Energy Efficiency Fund) to plan and implement an energy related intervention, as detailed below.</span></p>

<p class="x_MsoNormal" ><span >Under Tabeaa's partnership with JREEEF, the intervention will be built around two complementary components, brought together for a more cohesive approach to energy resilience in Azraq. It will address energy affordability in the district through four key phases, each reinforcing the other.</span></p>

<p class="x_MsoNormal" ><span >The hard stream will deliver direct support to 40 households, installing solar water heaters by one of JREEEF’s trusted providers to reduce water heating costs, which will in turn lower beneficiary households' overall energy bills in Azraq.</span></p>
<p class="x_MsoNormal" ><span >The soft stream will run alongside it and is what will make the hard stream accurate and sustainable. Fifteen youth participants, from local graduates of renewable energy engineering or other similar field of study, will be recruited and trained through a capacity building workshop covering assessment methodology, use of energy-based measuring devices, and data management. Once trained, the youth participants will collect data on the households level confirming which are genuinely most vulnerable against the agreed criteria and establishing each household's baseline energy and affordability. This baseline will give the intervention a reference point against which savings can later be measured once the solar water heater is installed. Training and engaging youth participants for this stream will serve two purposes, placing assessors in the field who understand the local context and can engage households effectively, and giving these young engineers a first practical application of their qualification with direct relevance to future employment in the sector.</span></p>

<p class="x_MsoNormal" ><span >The youth participants will then be engaged a second time in wider community awareness. Having already built trust with households during the assessment, they will lead two sessions in Azraq, one for households and one for small businesses, on energy-saving practices. This will extend the intervention's logic beyond direct support, building broader understanding of the behavioral changes needed to lower energy bills across households and businesses outside the 40 direct beneficiaries.</span></p>
<p class="x_MsoNormal" ><span >In summary, the intervention will proceed through the following phases:</span></p>
<p class="x_MsoNormal" ><span >• Phase 1: A capacity building workshop will be implemented for 15 participants who studied renewable energy engineering, preparing them to conduct the household assessment in Phase 2 and awareness sessions in Phase 3.</span></p>
<p class="x_MsoNormal" ><span >• Phase 2: The trained youth participants will conduct the household assessment, establishing each household's baseline energy affordability and confirming the list of households that will receive water heaters against a pre-set criteria.</span></p>
