The post holder is expected to demonstrate a high degree of strategic acumen, forward thinking and analytical rigour in the execution of this role. S/he will anticipate financial and operational risks, provide evidence-based advisory support to the Country Director and CMT on the financial and operational implications of both strategic and operational plans, and ensure that all resource deployment decisions are grounded in value for money and long-term organisational sustainability.</p><p><strong>Dimensions of the Role</strong></p><p>As part of the Country Management Team, the role is responsible for leading the Operations and Finance teams and ensuring full financial governance of Plan Jordan, including grant budgeting, SAP oversight, donor reporting, audit management, cash flow oversight, and authorisation of payments above the designated threshold. The position also provides full operational governance across procurement strategy, logistics, fleet management, administration, security, and ICT strategic oversight. This role is responsible for workforce planning, recruitment, performance management, employee relations, training and development, and HR governance to ensure a highly engaged workforce, regulatory compliance, and alignment with the resort’s strategic objectives. <strong>Description:</strong>
<ol>
<li>Lead workforce planning initiatives to ensure the availability of qualified talent required to support the resort’s operational and strategic objectives.</li>
<li>Develop and implement annual recruitment and talent acquisition plans based on business and departmental needs.</li>
<li>Oversee end-to-end recruitment and onboarding processes, ensuring the selection of high-caliber candidates and a smooth integration experience.</li>
<li>Develop succession planning and talent pipeline programs to support business continuity and reduce operational risks.</li>
<li>Manage and continuously improve performance management systems, including performance evaluations, KPI tracking, and employee development initiatives.</li>
<li>Prepare analytical HR reports and performance insights for senior management, providing recommendations for continuous improvement.</li>
<li>Review and update HR policies, employee handbooks, job descriptions, and codes of conduct to ensure alignment with organizational requirements and labor regulations.</li>
<li>Monitor employee relations matters, investigate workplace concerns, and oversee corrective actions while maintaining a positive and productive work environment.</li>
<li>Conduct workforce analysis to identify organizational gaps, workload distribution challenges, and opportunities for operational efficiency.</li>
<li>Oversee employee data management and HR information systems, ensuring accuracy, confidentiality, and compliance.</li>
<li>Design and implement employee engagement, recognition, and reward programs that promote motivation, retention, and organizational commitment.</li>
<li>Develop and maintain effective internal communication channels to encourage employee feedback, suggestions, and continuous improvement.</li>
<li>Lead training needs assessments and develop annual learning and development plans aligned with organizational goals.</li>
<li>Monitor the effectiveness of training programs and evaluate their impact on employee performance and business outcomes.</li>
<li>Ensure compliance with labor laws, HR policies, and governance requirements while supporting management with HR analytics and strategic workforce insights.</li>

<strong>Requirements</strong>
<ul>
<li><strong>Education:</strong> Bachelor’s degree in Human Resources, Business Administration, or a related field.</li>
<li><strong>Professional Certifications:</strong> PHR, SHRM, or equivalent HR certifications are highly preferred.</li>
<li><strong>Experience:</strong> Minimum of 5–7 years of experience in Human Resources, including at least 3 years in a supervisory capacity.</li>
<li><strong>Skills:</strong> Strong expertise in workforce planning, recruitment, performance management, employee relations, training and development, succession planning, and HR policy implementation.</li>
<li><strong>Technical Skills:</strong> Experience with HRIS systems, workforce analytics, performance management frameworks, and HR reporting tools.</li>
<li><strong>Knowledge:</strong> Solid understanding of labor laws, HR governance, organizational development, and change management practices.</li>
<li><strong>Leadership Competencies:</strong> Strong communication, stakeholder management, coaching, conflict resolution, problem-solving, and organizational development capabilities.</li>
<li><strong>Languages:</strong> Fluent in Arabic and English.</li>
<li><strong>Location:</strong> Airport Road, south of Amman, Jordan.</li>
<li><strong>Availability:</strong> Immediate or 30-day joining preferred.</li>
