<p>A leading global pharmaceutical company is seeking a Director, Data & Analytics to take ownership of the strategy, architecture, delivery, and operational performance of its Data & Analytics function. This is a hands-on leadership role overseeing the enterprise data platform, the data products the business relies on, and the team behind them, setting technical direction, delivery standards, and investment priorities while staying personally engaged in key architecture and design decisions. Set and enforce platform engineering standards: ingestion patterns, transformation conventions, Medallion layer contracts, data quality gates, Bronze-to-Gold promotion criteria, and the CI/CD framework that delivers all of it.<br>
Own the Unity Catalog governance model, RBAC, lineage, business glossary, and metric definitions, as the platform-enforced foundation for trusted data.<br>
Drive the platform roadmap from current state to target, sequencing technical debt remediation, new capability build-out, and platform readiness for downstream AI and analytics demand.<br>
Personally lead design reviews and architecture decisions for the platform, engaging directly with the engineering team on complex technical problems where senior technical judgment is required.<br>
Own data platform observability and operational excellence, pipeline reliability, SLA adherence, incident response, and data quality monitoring.</p>
<p><strong>2. Delivery & data products:</strong><br>
Run the D&A delivery programme, from source ingestion and pipeline engineering through to analytics, semantic layer, and data product delivery for business functions.<br>
Set and enforce delivery standards: sprint cadence, code review, documentation, testing, validation, and release management practices that govern all team output.<br>
Define and own data SLAs to the business, pipeline refresh frequency, availability, and incident response commitments, and ensure delivery is held against them.<br>
Own the data integration roadmap, prioritising ingestion of new source systems into the lake in alignment with business demand and platform readiness.<br>
Manage complex integration challenges across source systems, engaging directly on technical constraints, working with upstream owners, and designing solutions that align data latency and refresh frequency with business needs.<br>
Own the portfolio of data products, datasets, semantic models, and analytics deliverables, ensuring each is documented, well-understood, and fit for the business question it answers.<br>
Define and own the standard for what a Gold-layer data product must satisfy to be AI-ready, distinguishing analytics-grade from model-training-grade, with explicit criteria covering completeness, label integrity, statistical consistency, and lineage traceability.</p>
<p><strong>3. Data governance & quality:</strong><br>
Design and operate the data governance operating model, data ownership, stewardship, quality standards, business glossary, and metric definitions.<br>
Embed data quality gates into Medallion layer promotion, making quality a precondition of Bronze-to-Gold progression, with measurable thresholds and clear remediation paths.<br>
Own data lineage visibility across the platform so business users can trace the provenance of every number they rely on, end-to-end from source to dashboard.<br>
Lead the technical evaluation, selection, and implementation of enterprise data catalogue tooling, including integration with Unity Catalog and the platform metadata layer.<br>
Embed appropriate data handling, validation, and audit-trail practices for regulated data domains, partnering with Quality, Regulatory, and Legal to ensure compliance requirements are met by design.<br>
Establish data quality measurement as a managed practice, KPIs, dashboards, periodic review, and accountability with data owners.<br>
Establish data lineage and provenance practices that satisfy AI explainability and regulatory auditability requirements, including GxP-compliant audit trails for Quality, Manufacturing, and Regulatory AI use cases.</p>

Serve as the senior D&A point of contact for business function leadership, translating business data needs into platform and delivery priorities.<br>
Build credibility with business stakeholders through reliable, consistent delivery, data products that are well-understood, well-documented, and match business expectations.<br>
Communicate proactively on platform status, delivery commitments, risks, and trade-offs, ensuring stakeholders have a current view and surfacing issues early.<br>
Represent D&A in cross-functional planning forums, ensuring the data foundation perspective is present in enterprise architecture, application, and AI investment decisions.<br>
Manage operational vendor and partner relationships for the data platform, Databricks, Microsoft Azure, Power BI, and implementation or augmentation partners.</p>
<h4>Requirements</h4>
<p>Bachelor's degree in Computer Science, Information Systems, Data Engineering, Mathematics, or related discipline.<br>
Master's degree in Data Science, Computer Science, Business Administration, or related field is preferred.<br>
Relevant certifications in cloud data platforms (e.g., Azure Data Engineer, Databricks Certified Data Engineer Professional) are preferred.<br>
Minimum 10 years of progressive experience in data engineering, data platform, or enterprise analytics roles.<br>
Minimum 5 years in a senior leadership role with direct team management accountability, hiring, developing, and performance managing a multi-disciplinary technical team.<br>
Proven hands-on production experience with Databricks (Delta Lake, Unity Catalog) and Azure data services at platform-design and engineering-lead level.<br>
Proven track record building or substantially remediating a cloud-native data platform in a complex, multi-source enterprise environment.<br>
Experience with Medallion/lakehouse architecture patterns in production.<br>
Experience designing data products and platform capabilities for AI/ML consumption, including Feature Store design, training dataset engineering, and ML data lineage is preferred.<br>

<p>Staff Health Officer is the focal point for all matters relating to the health of ICRC staff in the delegation. In line with ICRC staff health strategy and in collaboration with medical personnel on the spot, s/he promotes ICRC Staff Health Strategy and other initiatives to ensure good physical and mental health of the ICRC staff. Following ICRC Global Staff Health Strategy, the Staff Health Officer implements the staff health strategy in six identified domains; 1. Policies and Guidelines; 2. Health Promotion and prevention; 3. Emergency preparedness and case management; 4. Mental Health & Psychosocial support (MHPSS) for staff; 5. Crisis Management Support. 6. Quality control and monitoring.</p>

<li>Supervises individual and collective health briefings for all new staff arriving in the delegation, advising on specific local health risks (mental and somatic health) and on avoidable behavioural risks. Reviews content of the briefing when required.</li>
<li>Briefs management of medical emergencies (medical helpline, emergency services, referral facilities, access to post-rape kits and first aid kits).</li>
<li>Supervises and advises on individual health debriefing at end of mission of mobile staff and personalized advice on medical issues for follow up to further level.</li>

<p><strong><u>Vaccination and Chemoprophylaxis </u></strong></p>
<ul>
<li>Ensures that vaccinations are complete for mobile delegates and resident staff in “exposure mission” and counsel to complete vaccination cycle when necessary.</li>
<li>Ensures that all ICRC employees have access to information about malaria risk and chemoprophylaxis, test and emergency treatment as well as to the data on rabies risks and prophylaxis.</li>
</ul>
<p><strong><u>Medical screening </u></strong></p>
<ul>
<li>Counselling for medical screening at recruitment of all future resident staff and for “exposure missions”.</li>
<li>Reviews and issues medical fit to work decision for all newly recruited staff.</li>
<li>Supervises regular medical check up of drivers and liaison with Fleet to coordinate activities.</li>

<li>Advices Mobile personnel on medical tests for yearly renewal of medical greenlight upon the request.</li>
</ul>
<p><strong><u>First Aid</u></strong></p>

<li>Ensures that the needed First Aid Kits are available at the ICRC offices / vehicles and supervises the use in collaboration with the security and safety officer.</li>
<li>Supervises the implementation of First Aid Training on national level in collaboration with national society.</li>
</ul>
<p><strong><u>Drugs and medical items stock management</u></strong></p>
<ul>
<li>Ensures that Post Rape Kits are available at Delegation level.</li>
</ul>
<p><strong><u>Management of sick leave and absence management</u></strong></p>
<ul>
<li>Supervises the established procedures for absence management of all staff in respect of medical confidentiality and within the limit of their technical responsibility.</li>
<li>Collaborates and cooperates with HR department and Management for absence management, including suggesting possible improvements.</li>
<li>Contributes to prevention of absenteeism and presenteeism in collaboration with HR department and external consultant.</li>
<li>Advocate and reviews, if needed, in coordination HR department, for the evaluation of the referral doctor for second opinion.</li>

<p><strong><u>1.3. CLINICAL CARE AND EMERGENCIES</u></strong></p>
<p><strong>Medical Contingency Planning</strong></p>

<li>Prepares medical contingency planning standard operating procedure for Delegation. Revises medical contingency planning periodically and when required.</li>
<li>Supervises preparedness of standard operating procedures for dealing with medical emergencies including communication tree.</li>
</ul>
<p><strong><u>Referral structures </u></strong></p>
<ul>
<li>Assesses referral facilities safety of access for all employees in collaboration with local healthcare partners.</li>
<li>An updated matrix of identified health facilities and related contacts are made available to all staff and regularly updated as needed.</li>
<li>Integrates Medical Contingency Plan (MCP) in the overall contingency plan of the delegation.</li>
</ul>
<p><strong><u>Case management, Medical evacuation and Repatriation</u></strong></p>
<ul>
<li>Supervises assessment / identification of referral medical staff and health care facilities for individual health care for all staff.</li>
<li>Supervises identification of local resources for the staff mental health and psychosocial support.</li>
<li>Informs ICRC staff on medical policies/procedures related to medical and accident coverage.</li>
<li>Ensures respect of medical confidentiality of all individual health information of ICRC staff. Upon agreement of concerned staff, it may be shared among medical staff bound by the same medical confidentiality.</li>
<li>Coordinates Medical Evacuation liaising with various stakeholders (Management, Regional Staff Health Management, Geneva, UN, International SOS, referral hospitals etc.).</li>
<li>Establishes modalities of 24/7 national medical hotline.</li>

<p><strong><u>1.4. STRESS MANAGEMENT</u></strong></p>
<p><strong><u>Post-Incident and chronic stress management </u></strong></p>
<ul>
<li>Ensures promotion and awareness on delegation stress policy. Support to management in the implementation of best institutional practices in stress management according to Institutional stress policy.</li>
<li>Organization of peer support session in case of critical incidents according to critical incident standard operating procedure and best practices (e.g. Critical Incident Management,).</li>
<li>Stress Management practices. This activity is organized upon need, in coordination with Regional Staff Psychological Support Coordinator.</li>
<li>Ensures all staff is informed about the policies and procedures regarding harassment at the workplace and offer medical support if needed.</li>
</ul>
<p><strong><u>MHPSS promotion and prevention</u></strong></p>
<ul>
<li>Supports identification of local specialized organization / practitioners working in the field of mental health and psychosocial support.</li>
<li>Establishes referral mechanism for the colleagues in need.</li>
<li>Advocates organization of psychosocial awareness session and events when needed, liaisons with Regional Staff Psychological Support Coordinator for technical support.</li>
<li>Supports implementation different institutional training and policy for stress management and psychological wellbeing of staff.</li>

<p><strong>Medical insurance</strong></p>
<ul>
<li>Act as a focal person for the insurance company and for other administrative tasks including the contract management.</li>
<li>Case management for all staff is handled according to relevant ICRC procedures.</li>
<li>Administrative accounting tasks related to staff health/insurance are performed confidentially.</li>
<li>Provides support in assessing the services provided by the local health insurance company and in the process of identifying a new local health insurance company.</li>
<li>Supports awareness raising on medical coverage plan and creates awareness among ICRC employees on better use of the coverage.</li>
<li>Manages special cases where insurance company does not cover expenses in coordination with the HR Manager and Regional Staff Health Manager.</li>
<li>Insures compliance with Finance and Administration Manual for special cases.</li>
<li>Demonstrates good knowledge of the administrative procedures related to the accident and occupational disease coverage.</li>

<p><strong>Quality control and reporting</strong></p>
<ul>
<li>Ensures collection of relevant Staff Health data through various tools available (internal monitoring tool, internal databases), including development and customization local tools for data collection.</li>
<li>Implements Staff Health Satisfaction Survey on national level.</li>
<li>Monitors implementation of Staff Health Strategy through the internal monitoring tool in coordination with Regional Staff Health Manager.</li>

UN-Habitat has been operational in Jordan since 2005, cooperating with regional and international organizations, local authorities, civil society organizations, and private sector, to localize SDGs and promote the implementation of UN-Habitat global programmes in the country. In Jordan, UN-Habitat has been working with national and local stakeholders and communities to support sustainable urban development and resilience-building, focusing on its core thematic areas; Climate Change and City Resilience, Urban Data and Planning, SDG Localization, and Community- Led Public Space Development. Through several of these initiatives, Jordan has been selected as a pilot country for innovative approaches and had national and local officials participating in global and regional knowledge exchange. Under the Jordan Country Programme, normative and operational tools are strategically combined to leverage public spaces as catalysts for improving socio-economic conditions, strengthening climate resilience, fostering social cohesion, and enhancing the overall well-being of vulnerable communities. Targeting dense urban areas, industrial and heritage cities, affordable housing projects, poverty pockets, and refugee camps, these community-driven initiatives place particular emphasis on empowering vulnerable groups and adapting to the evolving needs of communities. Public space rehabilitation projects in cities such as Al-Salt, Madaba, Amman, Irbid, Ghor Al-Safi, Zarqa, Sahab, and others serve as vital entry points to advance social cohesion, create economic opportunities, and improve environmental quality, while also building climate resilience for vulnerable populations, including refugees and women. Background to the Rethinking Sahab Project: Sahab City faces a complex set of challenges related to urban growth, climate change, social development, and biodiversity loss. In 2024, UN-Habitat, in collaboration with Sahab Municipality, conducted a Multilayered Vulnerability Assessment (MVA) under the project “Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor in Bolivia, Colombia, Ethiopia, Jordan, and Tunisia,” funded by the Spanish Agency for International Development Cooperation (AECID) and aligned with the global RISE UP programme. Applying a rigorous spatial methodology, the MVA identified and analyzed localized hotspots of vulnerability across Sahab, providing the basis for the development of an Urban Resilience Action Plan for Sahab City with actionable and locally tailored climate resilience and adaptation strategies. The MVA revealed that Sahab’s rapid industrialization and population growth have amplified environmental and health risks. Air quality is severely affected by industrial emissions, heavy traffic, and dust from stone-cutting sites, with pollutant levels far exceeding WHO guidelines. These levels pose serious risks of respiratory and cardiovascular diseases for residents. Compounding these risks is the scarcity of accessible green spaces. Green space per capita is only 0.275 m², compared to 2.5 m² in Amman and the internationally recommended 9 m². This deficit exacerbates the urban heat island effect, heightens flood risks, undermines biodiversity, and increases the pressure on infrastructure. The MVA recommended expanding green spaces, enhancing ecological connectivity, establishing buffer zones around industrial areas, and strengthening air quality management, flood resilience, and public health interventions. Building on these findings, the Sahab Urban Resilience Action Plan was developed, outlining 51 priority actions, of which 10 were considered urgent. The top priority identified was the promotion of urban greening to mitigate pollution, reduce heat stress, and improve overall livability in the city. In response, UN-Habitat Jordan, the Municipality of Sahab, and the Canton of Basel-Stadt launched the project “Rethinking Sahab: Urban Greening for a Resilient and Sustainable Future.” The project’s overall objective is to create a resilient, sustainable, and healthy urban environment in Sahab City, particularly in vulnerable areas with a high concentration of refugees, by integrating urban greening strategies, strengthening institutional and community capacities, and developing inclusive public spaces that improve quality of life while reducing environmental impacts. The project seeks to deliver three main outcomes: Outcome 1: Strengthened institutional knowledge and governance in Sahab municipality to promote greening of the city. Outcome 2: Enhanced Community Resilience, Social Cohesion, and Wellbeing of the Sahab Communities through the Provision of Safe, Inclusive, and Green Public Spaces as well as Waste Recycling and Urban Gardening Opportunities. Outcome 3: Increased Community Awareness on the Importance of Urban Greening in Open Spaces, Waste Recycling as well as Energy and Water Efficiency and Its Transformative Power to Strengthen Resilience, Health, and Safety in the City. The project adopts a phased, participatory approach, starting with citywide public space assessments and culminating in the implementation of pilot public space project(s). These phases include: Citywide Assessment and Green Public Space Plan: Using the UN-Habitat City-Wide Public Space Assessment toolkit, existing public spaces; including streets, rooftops of public buildings, vacant lands, and residual plots; will be mapped and evaluated, identifying gaps and opportunities for urban greening. Accordingly, based on these findings, a Green Public Space Plan will be co-developed with Sahab Municipality and community representatives to comprehensively guide future greening initiatives. Pilot Public Space Interventions: UN-Habitat Site-Specific Public Space assessment(s) will be conducted for the high-priority location(s) selected to identify needed interventions, integrating recycled materials, grey water systems, urban agriculture, and composting practices to maximize environmental benefits. Capacity Building, knowledge transfer, and Awareness Campaigns: Throughout the project phases, municipal authorities and communities will gain knowledge and tools for sustainable urban practices through workshops, training, and knowledge exchange missions in Jordan and Basel, and public outreach. The project introduces a holistic, community-driven approach, integrating the principles of green infrastructure, circularity and regenerative energy into urban greening. Participatory tools will serve as a crosscutting framework, ensuring inclusivity and fostering ownership among the residents of Sahab. The pilot public space project(s) will serve as catalysts, inspiring future greening initiatives across Sahab and attracting additional funding. Background to the Smart Urban Water Management Project: The project “Smart Urban Water Management: Enhancing the Adaptive Capacity and Urban Resilience of Amman through Urban Green Infrastructure” aims to enhance an enabling environment to address water challenges through the development and implementation of smart urban water management systems in Amman city, with a focus on strengthening adaptive capacities and promoting sustainable water management measures. It builds on the lessons learned and best practices of the above project the findings of the ‘Flood Risk Assessment and Flood Hazard Mapping of Downtown Amman,’ whereby interventions will be implemented in selected locations from the identified 120 flood hotspots. This targeted approach ensures that efforts are concentrated in areas with the highest need, maximizing impact and efficiency. Additionally, the project interventions will build on insights gained from “Al Zohour Green Triangle Pilot Project” which was implemented in one of the 120 locations and aims to replicate it in other selected locations and implement several flood mitigation measures. The project seeks to deliver two main outcomes: Outcome 1: Enhanced resilience of Amman to water-related challenges, including flash floods and water insecurity, through piloting short-term sustainable urban water management systems and flood mitigation measures. Outcome 2: Increased capacities and knowledge-exchange on sustainable urban drainage and stormwater management in the context of flash floods and water insecurity. Background on “GHAITH: Green Hydrology and Adaptive Infrastructure for Thriving Urban Habitats in North Jordan” Project By focusing on the intertwined and urgent issues of flash floods and water scarcity and building on the above project, this project aims to enhance an enabling environment to address water challenges through developing and implementing smart water urban management systems in Irbid and Mafraq, with a focus on strengthening adaptive capacities and promoting sustainable water measures. The project additionally builds on and draws on lessons from the integrated approach being implemented in the “Smart Urban Water Management” project in Amman with the support of the Embassy of the Kingdom of the Netherlands. It is structured around four interlocking components that, from evidence to pilot, create an enabling system for water resilience in Irbid and Mafraq. The first component is evidence-based planning, whereby the priority hotspots are refined and validated through a multi-criteria and multi-stakeholder approach, grounded in vulnerabilities. That evidence basis drives the second component, networked leadership by convening the “Mayors for Urban Resilience” and technical working groups to catalyse collaboration among city leaders, planners, and civil society, forging a shared vision and the institutional coordination needed for sustained action. The third component empowers youth and innovation as the Environmental Legacy Makers Award is scaled up to promote environmental consciousness and proactive engagement of university teams alike to propose nature-based, flood-resilient solutions, while building public awareness through targeted campaigns. Finally, the fourth component translates knowledge into practice through on-the-ground implementation of smart water-management systems and green infrastructure typologies to mitigate the impact of water challenges facing vulnerable districts in Irbid and Mafraq.
