<p ><span >Informal Livelihoods Advancement Activity (Iqlaa)</span><span >, funded by the United States Government, is a program that started in May 2022 and aims to support Jordan's HBBs and MSEs to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments.</span></p>
<p ><span >Through research and adaptive collaborative learning, Iqlaa has identified opportunities, incentives, and market constraints that facilitate or restrict formalization and growth. Based on the findings, Iqlaa implements best practices in enterprise strengthening and MSE-focused financial sector development within a market systems development (MSD) framework. Iqlaa also leverages innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.</span></p>

<p ><span >The Position</span></p>
<p ><span >The Monitoring, Evaluation, Learning (MEL) and Information Management (IM) Assistant is part of Iqlaa’s Program Quality and Learning (PQL) Department. S/He will support the implementation of MEL and IM activities across Iqlaa’s portfolio of interventions, including data collection, data verification, field visits, documentation, and timely reporting. S/He will contribute to routine data collection and support the implementation of intervention MEL Plans in line with donor and Mercy Corps requirements.</span></p>
<p ><span >Working closely with relevant technical teams, the PQL team, partners, and sub-grantees, the MEL and IM Assistant will support the review and updating of result chains, indicators, and MEL plans to track and report on intervention activities and indicators.</span></p>
<p ><span >The MEL and IM Assistant will support the timely maintenance and implementation of MEL plans and data collection tools to contribute to high-quality reporting to the donor and Mercy Corps. S/He will assist in developing and updating data collection tools for the Iqlaa team, partners, and sub-grantees as assigned, with the goal of collecting high-quality data for reporting, adaptive management, and program decision-making. S/He will work closely with the PQL team, partners, and sub-grantees to support the implementation of MEL activities.</span></p>

<p ><span >The MEL and IM Assistant will support the drafting, testing, and updating of data collection tools and instruments, and will contribute to ensuring that Iqlaa MEL activities follow applicable policies and guidance notes. S/He will support the PQL team in ensuring that data collection tools are clear, practical, and aligned with Iqlaa’s MEL frameworks, systems, and automated tools.</span></p>
<p ><span >The MEL and IM Assistant will support the MEL and IM Manager in drafting, revising, and implementing MEL plans and tools for Iqlaa’s partners and sub-grantees. S/He will also support basic quantitative and qualitative data analysis and reporting to help track progress and document the results of Iqlaa interventions.</span></p>

<p ><span >• Support the implementation and maintenance of the Activity Monitoring, Evaluation, and Learning Plan (AMELP) in alignment with donor and Mercy Corps requirements.</span></p>
<p ><span >• Support the development, implementation, and updating of intervention MEL plans for assigned interventions, ensuring alignment with donor and Mercy Corps MEL standards.</span></p>
<p ><span >• Support the implementation of qualitative and quantitative MEL activities, including data collection and verification, using Iqlaa's MEL systems and automated platforms.</span></p>

<p ><span >• Maintain and operationalize Iqlaa’s Data Management Protocol and ensure data accountability, quality, and verification across all interventions.</span></p>
<p ><span >• Lead the development, testing, and management of data collection tools and instruments in coordination with the PQL team, technical teams, partners, and implementing partners.</span></p>
<p ><span >• Facilitate data demand and ensure that collected data flows accurately into IM systems.</span></p>
<p ><span >• Establish data collection tools and instruments that will be used by the Iqlaa team, including consortium and all implementing , and ensure timely and quality development, testing, and management of MEL data as well as monitor progress of interventions against set milestones and evaluate the impact of implemented interventions as requested by the supervisor. </span></p>
<p ><span >• Develop and maintain the required digitized data collection methods, such as ODK collection built on XLS forms.</span></p>
<p ><span >• Ensure a comprehensive and updated database for interventions is maintained and reflected on Iqlaa information management system.</span></p>

<p class="x_MsoNormal" ><span >Jordan, one of the most water-scarce countries in the world, is facing escalating climate-related disasters that threaten its communities, economy, and environment. Rising temperatures, declining rainfall, and more frequent extreme weather events, particularly flash floods and heatwaves, are straining the country’s already limited water resources and disrupting agriculture. In response, Mercy Corps Jordan is implementing Tabeaa: Strengthening Climate Resilience in Jordanian Communities, a project co-funded by the Z Zurich Foundation and the Embassy of Switzerland in Jordan. Tabeaa is part of Mercy Corps’ ongoing work under the Zurich Climate Resilience Alliance, which focuses on enhancing resilience to climate hazards globally. Through Tabeaa, Mercy Corps Jordan is strengthening climate change adaptation (CCA) and disaster risk reduction (DRR) efforts at both national and local levels. Nationally, the project supports the localization and enforcement of climate policies and promotes climate-smart investments to build long-term resilience. At the community level, Tabeaa works in five highly vulnerable locations (Wadi Musa, Azraq, Mlaih, Dieban, and Shobak), implementing locally driven interventions to protect water resources, reduce disaster risks, and support sustainable livelihoods. By integrating national-level policy action with grassroots resilience-building, Tabeaa empowers both institutions and communities to sustainably adapt to Jordan’s growing climate challenges.</span></p>

<p class="x_MsoNormal" ><span >As part of the Tabeaa project, Mercy Corps Jordan is running a Climate-Smart Open Innovation Bootcamp that supports Jordanian entrepreneurs and start-ups developing practical solutions to flash floods, heatwaves, and other climate hazards facing local communities. The bootcamp guides selected teams through mentorship, technical support, and prototype development and will conclude with a national pitch event at the end of September 2026, where the finalists present their solutions and two winners are selected.</span></p>

<p class="x_MsoNormal" ><span >The national pitch event is a key moment for the project and its partners. It showcases home-grown climate innovation, connects entrepreneurs with investors and stakeholders, and demonstrates the value of the Tabeaa approach to donors, government, and the wider public. Capturing this journey and the national pitch event through high-quality visual content is essential to extend its reach and preserve its impact.</span></p>

<p class="x_MsoNormal" ><span >To do this well, the project needs a Creative Videography, Photography, and Storytelling National (Jordanian) Individual Consultant to document the full story: the entrepreneurs and the prototypes they are building, the bootcamp journey that leads them to the pitch, and the key moments and atmosphere of the national event. This content will be used across social media, donor and partner communications, and future project outreach.</span></p>

The content should highlight the participating entrepreneurs, their solutions, the bootcamp journey, and the role of innovation in strengthening climate change adaptation (CCA), disaster risk reduction (DRR), and climate resilience in Jordan.</span></p>

The Air Operations Officer will report to the Chief of Mission Support.<br> Responsibilities<br>Within delegated authority, the incumbent will perform the following duties: •Manages and supervises the activities of the OSESGY Aviation Unit. • Monitors that air operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peace Operations (DPO) / Department of Operational Support (DOS) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is / are assigned to achieve a task with maximum safety, cost efficiency and effectiveness in the mission support. • Verifies with Chief Planning, the daily projected Air Tasking Orders (ATOs) for conformance and compliance with the requested tasks, resolves conflicting priorities and ensures that ATOs are published and communicated to all relevant elements in accordance with the established procedures and deadlines. • Manages routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights and military operational flights. • Manages the integrated search and rescue operations for UN air assets and other aircraft upon request. • Supervises timely coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Conducts the aviation risk management for UN aviation activities in accordance with the established procedures. • Monitors utilization of UN air assets and analyses the statistical data obtained. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on aviation matters. • Develops and implements the standard operating procedures for the related aviation processes. • Ensures that aircrews are briefed and conversant with UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures. • Monitors that appropriate reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Develops inputs for budget proposals for the mission's air transport operations. • Develops inputs for the Mission's Statement of Requirements to UNHQ for aircraft acquisition. • Provides responses to UNHQ during aircraft technical evaluations to ensure that vendor’s proposals meet technical requirements. • Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Analyzes, in coordination with the UNHQ Aviation Safety Section (AvSS), the aviation safety reports, perform Aircraft and Airfield inspection, identifies necessary corrective and preventive measures and informs the Chief Mission Support, Chief Aviation Safety Section, and Chief Air Transport Services on the required actions. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual work plans and produces detailed performance assessments and evaluations for the subordinate staff members. • Develops and coordinates training courses, workshops and other related training activities. • Performs other related duties as required.<br> Competencies<br>• Professionalism: Knowledge of diverse air transport operations, including phases of the Invitation to Bid, Request for Proposals, Letters of Assist, etc. Ability to review alternative options and select the most effective and cost efficient mode of transport of equipment, supplies and personnel to and from field missions.
