برنامج GIZ الإقليمي التجارة الرقمية والتجارة الإلكترونية في منطقة الشرق الأوسط وشمال إفريقيا يسعى لتوظيف "مستشار التعاون الاقتصادي وتنمية القطاع الخاص - التركيز: التجارة الإلكترونية والتجارة الرقمية" مقره الأردن لدوام كامل.
يُموَّل البرنامج الإقليمي "التجارة الرقمية والتجارة الإلكترونية في منطقة الشرق الأوسط وشمال إفريقيا" بشكل مشترك من الاتحاد الأوروبي (DG MENA) والوزارة الفيدرالية الألمانية للتعاون الاقتصادي والتنمية (BMZ) ويتم تنفيذه من قبل GIZ ومركز التجارة الدولي (ITC). يهدف إلى تطوير التجارة الإلكترونية والتجارة الرقمية في منطقة جنوب البحر الأبيض المتوسط لتعزيز فرص العمل وفرص الأعمال، بالتعاون مع القطاعين العام والخاص. يغطي البرنامج ثمانية دول — الجزائر ومصر والأردن ولبنان وليبيا والمغرب وفلسطين وتونس، مع أنشطة تنفيذ وطنية في مصر والأردن والمغرب وتونس.
المؤهلات والمعرفة الاختصاصية
- درجة البكالوريوس في الاقتصاد أو الأعمال أو القانون أو تكنولوجيا المعلومات أو مجال ذي صلة مطلوبة. ويفضّل درجة الماجستير في مجال مماثل.
- فهم راسخ لسياسات التجارة الدولية والاتفاقيات والقواعد المنظمة للتجارة الإلكترونية والتجارة الرقمية. معرفة معمقة بظروف الإطار في الأردن shaping the country’s digital trade readiness.
- خبرة لا تقل عن 5 سنوات في مشاريع التعاون الاقتصادي وتنمية القطاع الخاص.
- خبرة في التنفيذ لا تقل عن 3 سنوات من الأنشطة في التجارة الرقمية والتجارة الإلكترونية: استراتيجيات ونهج تنظيمية للتجارة الإلكترونية؛ أدوات تقنية وحلول تتيح التجارة الإلكترونية والتجارة الرقمية (التوقيع الإلكتروني، المدفوعات الإلكترونية، منصات التجارة الإلكترونية وغيرها).
- مهارات تحليلية وأسلوب عمل منظم. وكذلك مقاربة عمل مركّزة على الحلول والنتائج.
- القدرة على السفر أحياناً في مهام إلى دول أخرى في المنطقة وإلى ألمانيا.
- الطلاقة في اللغة الإنجليزية كلغة برنامج مطلوبة.
المسؤوليات الرئيسية
- تصميم وتنفيذ إجراءات وأنشطة البرنامج الإقليمي المموّل من الاتحاد الأوروبي في الأردن - بالتعاون الوثيق مع منسق برنامج GIZ في الأردن، وكذلك قادة الم komponent bases in Germany and the region.
- إرشاد الشركاء في مواضيع التجارة الرقمية والتجارة الإلكترونية، مع ضمان جودة عالية لخدمات الاستشارة لجميع أصحاب المصلحة في المشروع.
- تنسيق الفعاليات والحوار السياسي والبعثات في المشروع الإقليمي.
- صياغة إطار عمل لخدمات الاستشارات، وتنسيق وإدارة المستشارين وضمان جودة تنفيذهم بما يتماشى مع نتائج البرنامج.
- دعم جمع البيانات والتقارير وجمع وتحليل الأدلة لتحسين تنفيذ المشروع.
- إعداد مواد الاتصالات لإبراز جودة العمل والتأثير والخبرة لـ GIZ.
- المساهمة بنشاط في تطوير ونشر المنتجات التقنية وتبادل المعرفة والتعاون مع مشاريع وشركاء آخرين.

The GIZ Regional Programme Digital Trade and E-Commerce in the MENA Region is seeking to hire an “Economic Cooperation and Private Sector Development Advisor - Focus: E-commerce & Digital Trade” based in Jordan- for full-time base employment.
The regional programme "Digital Trade and E-Commerce in the MENA Region" is co-funded by the European Union (DG MENA) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ and the International Trade Centre (ITC). It aims to develop e-commerce and digital trade in the South Mediterranean region to enhance business opportunities and foster decent job creation, in cooperation with the public and the private sectors. The programme covers eight countries — Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, and Tunisia, with national implementation activities in Egypt, Jordan, Morocco and Tunisia.
Qualifications and specialist knowledge
- Bachelor’s degree in Economics, Business, Law, Information Technology, or a related field is required. A Master's degree in a similar field is preferred.
- Sound know-how of international trade policies, agreements and rules governing e-commerce and digital trade. In-depth knowledge of the framework conditions in Jordan shaping the country’s digital trade readiness.
- At least 5 years of experience in economic cooperation and private sector development projects.
- Implementation experience minimum of 3 years of activities in digital trade and e-commerce: strategies and regulatory approaches for e-commerce; technical tools and solutions enabling e-commerce and digital trade (e-signature, e-payments, e-commerce platforms and others).
- Analytical skills and structured working style. Moreover, a solution- and results-oriented work approach.
- Willingness to travel occasionally on missions to other countries in the region and to Germany.
- Fluency in English as program language is required.
Main Responsibilities
- Independently designing and implementing measures and activities of the regional EU co-funded program “Digital Trade in the MENA Region” in Jordan - in close dialogue with the program’s GIZ country coordinator in Jordan, as well as component leads based in Germany and the region
- Advising partners on digital trade and e-commerce topics, ensuring excellent quality of advisory services to all stakeholders of the project.
- Coordination of events, policy dialogues, missions in the regional project.
- Drafting Terms of Reference for consulting services, coordinating and managing consultants and ensuring their high quality of implementation in line with program outcomes.
- Supporting data collection, reporting and the collection and analysis of evidence for better project implementation.
- Preparing communication material to highlight the quality of work, impact and expertise of GIZ.
- Actively contributing to the development and dissemination of technical products, knowledge exchange formats and the collaboration with other projects and partners
