<p><strong>POSITION DESCRIPTION</strong></p>
<p>The Proposal Writing & Business Development Manager leads Amideast Jordan’s efforts to expand its donor and client portfolio by identifying funding opportunities, building strategic partnerships, and advancing new business in alignment with the organization’s strategic priorities. The role works closely with the Country Director, headquarters, technical teams in the Jordan office as well as regionally, and external partners to strengthen Amideast’s market positioning and pursue new opportunities.</p>
<p>The incumbent manages the business development process from opportunity identification through proposal submission by researching donor priorities and client needs, pursuing and meeting with new potential clients, assessing Amideast’s service portfolio, and working with technical and operational teams to design responsive, feasible solutions. The role prepares competitive technical and cost proposals, ensures compliance with Amideast’s internal processes, secures required approvals, meets submission deadlines, and maintains relationships with current and prospective donors and clients to support sustainable organizational growth.</p>
<p><strong>RESPONSIBILITIES</strong></p>
<p><strong>Business Development & Partnerships</strong></p>
<ul>
<li>Coordinate the development and implementation of business development plans in collaboration with the Country Director.</li>
<li>Conduct market research and monitor relevant trends to identify potential opportunities and help determine which ones to pursue.</li>
<li>Maintain relationships with donors, local and international government entities, UN agencies, NGOs, private sector organizations, and implementing partners.</li>
<li>Maintain an updated pipeline of opportunities and support the development of partnerships that contribute to organizational priorities.</li>
</ul>
<p><strong>Proposal Development, Writing & Knowledge Sharing</strong></p>
<ul>
<li>Manage the development of proposals, concept notes, expressions of interest, and related documents from initial review through final submission.</li>
<li>Coordinate technical, operational, and financial inputs with subject matter experts, program teams, Finance, Operations, and headquarters teams to develop clear, responsive, and feasible solutions aligned with Amideast’s expertise and client needs.</li>
<li>Ensure proposals meet submission requirements through effective review processes, quality checks, internal approvals, and adherence to Amideast procedures.</li>
<li>Develop and maintain proposal tools, templates, and guidance materials, and provide staff with support and best practices to strengthen proposal writing and business development capacity.</li>

<p><strong>QUALIFICATIONS AND SKILLS</strong></p>

<p><strong>Education:</strong> Bachelor’s degree in International Development, Education, International Relations, Business Administration, Communications, or a related field.</p>
<p><strong>Professional Experience:</strong></p>
<ul>
<li>Minimum of 7 years of professional experience in the international development sector, with exposure to areas such as education, academic testing, workforce development, and youth programming.</li>
<li>At least 3 years of experience in business development, including identifying funding opportunities, developing partnerships, and supporting organizational growth.</li>
<li>Minimum of 6 years of experience in proposal development, including preparing successful technical and cost proposals for U.S. Government agencies, foundations, corporations, and bilateral or multilateral donors (e.g., EU, World Bank, UN agencies).</li>
</ul>
<p><strong>Technical Skills</strong></p>
<ul>
<li>Strong knowledge of donor procurement processes, compliance requirements, and funding mechanisms.</li>
<li>Understanding of monitoring, evaluation, accountability, and learning (MEAL) principles and their application in program design.</li>
<li>Familiarity with Amideast’s technical areas, including education, workforce development, STEM, and youth programming.</li>

• Maintain the vehicle in proper operating condition at all times, including keeping the vehicle clean, ensuring enough fuel, checking the technical state etc and report any issues found directly to the LM.<br>

• Ensure the assigned vehicle has all the necessary documents and equipment<br>
• Provide logistical support during trainings and workshops<br>

<p><u>AMR Technical Officer</u></p>
<p><u>Job Summary:</u> </p>
<p>The AMR Technical Officer will support the day-to-day implementation of antimicrobial resistance activities under the STRIDES Jordan Activity. Working under the supervision of the AMR & IPC Advisor, the Antimicrobial Resistance Technical Officer will provide technical and operational support across AMR workstreams, assist in the development of AMR-related tools and materials, and coordinate with government counterparts and implementing partners as directed. The position contributes to AMR surveillance strengthening, capacity building, donor reporting, and workplan tracking, and ensures project activities are implemented in alignment with international best practices and Jordan’s National Action Plan on AMR. </p>

<p><u>Accountabilities:</u> </p>

<li>Provides technical support for the implementation of AMR activities in alignment with Jordan’s National Action Plan on AMR and relevant national guidelines. </li>

<p><strong>POSITION DESCRIPTION</strong></p>
<p>Under the supervision of the Human Resources and Operations Manager, the incumbent is responsible for the management of the daily operations and procurement activities at the Office from the request to the delivery of supplies, works and services. S/he should align directly with the Amideast’s Procurement Policy. S/he plays a key role in procuring high-quality and cost-efficient supplies. Also, s/he ensures that the Office obtains quality products for competitive prices in a timely fashion and plays an integral role in ensuring the Office sticks to budgets and operates efficiently. The incumbent is responsible for the follow up on the building’s maintenance and the coordination with the related parties to ensure that the building is well-maintained. S/he oversees the providers for services including security, cleaning, catering, and so on. The incumbent supervises and monitors the work of the cleaning, and security staff along with the maintenance workers ensuring that basic facilities, such as water and heating, are well-maintained. The incumbent also backs up the HR and Operations Assistant, on need basis.</p>

<p><u>Procurement:</u></p>

<li>Records all details of contracts, purchase requisitions and purchase orders in the related database</li>
<li>Maintain and update the SOPs for procurement procedures at the Office which should always align with the Amideast’s Procurement Policy</li>
<li>Overseas inventory control and ordering of supplies</li>
<li>Coordinates between vendors and suppliers</li>
<li>Liaises with various businesses to determine the quality and cost of their products and services</li>
<li>Monitors businesses and products availability to pay the best price for the products and services required at the Office without sacrificing the quality or delivery times</li>
<li>Nurtures relationships with suppliers to negotiate the best prices for the products and services required at the Office</li>
<li>Identifies and researches potential new suppliers</li>
<li>Prepares the required procurement documents, review, and process purchase requisitions in line with Amideast's policies, procedures, and processes</li>
<li>Recommends vendors for award and develops preferred vendor lists</li>
<li>Monitors Office supply (inventory) levels, and reorder when appropriate</li>
<li>Supports the Finance team in distributing cheques</li>
<li>Enters the required data into Aramex application to deliver the required documents</li>

<p><strong>1. Background</strong></p>
<p>Médecins du Monde (MdM) France is strengthening its communication capacity at country and regional levels to support visibility, donor engagement, fundraising and advocacy. In this context, MdM France is seeking to engage a Communication Consultant under a service contract to develop and operationalize communication priorities and produce high-quality, adaptable content aligned with organizational standards and the Gulf Strategy.</p>
<p><strong>2. Objective of the Assignment</strong></p>
<p>The objective of the assignment is to support the development and implementation of MdM’s annual regional communication plan and to produce, adapt, and manage high-quality communication content for donor engagement, fundraising, reporting, advocacy, and institutional visibility, with particular attention to Gulf-based audiences and stakeholders.</p>
<p><strong>3. Scope of Work / Key Responsibilities</strong></p>
<p>The Communication consultant will act as a technical resource and will be responsible for:</p>

<p>The GIZ Jordan Projects <strong><em>FURSATI – Empowering Women for Technical and Green Crafts Professions and in Career Development</em></strong> and <strong><em>Centres for Migration and Development (ZME)</em> </strong>are seeking to hire a “<strong>Policy Advisor</strong>” based in Jordan- for full-time base employment.</p>
<p><strong>FURSATI –</strong> <strong>“is</strong> a BMZ-funded GIZ project in Jordan’s TVET portfolio, running from <strong>05/2026 to 04/2030</strong>. The project aims to improve employment perspectives in Jordan, especially for young women, in green, technical and creative sectors. It follows a gender-transformative approach, with gender equality and women’s empowerment as its principal objective. </p>
<p>FURSATI works at system, school, community and labour-market level. It supports gender-responsive TVET reform, practice-oriented BTEC education, social norm change around women’s employment, and women’s transition into work. </p>
<p><strong>Output 1</strong> strengthens the Ministry of Education’s capacities to implement TVET reform in a gender-transformative and labour market-oriented way, including policy advice, capacity development, career orientation and private sector engagement. </p>
<p><strong>Output 2</strong> supports selected BTEC girls’ schools in improving practical and gender-responsive training in green, technical and creative fields, with a focus on work-based learning and cooperation with companies. </p>

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the centres help to shape safe and regular migration that benefits all sides: Embedded in the structures of the cooperation countries, they advise people on regular work or training migration and at the same time support returnees from Germany and other countries to reintegrate socio-economically in their country of origin. As well as national governmental and municipal stakeholders, in addition to several implementing partners in Jordan and Lebanon; United Nations International Children’s Emergency Fund (UNICEF), Jordan Hashemite Fund for Human Development (JOHUD), Jordan Hashemite Fund for Badia Development (HFDJB) (BADIA), Permaculture Research Institute (PRI), Yarmouk Water Company (YWC), LDK and Royal Scientific Society (RSS), Management of Resources & Environmental Solutions (MORES) and United Nations Economic and Social Commission for Western Asia (ESCWA). The project addresses the compounded impacts of climate change and the Syrian refugees’ displacement crisis, focusing on water scarcity, urban resilience, and sustainable development. It promotes innovative water harvesting, wastewater reuse, and municipal planning to strengthen climate resilience among vulnerable communities. The project was launched in October 2021 and ends in October 2026. 1. Objectives and Expected Accomplishments (outcomes) of the project The overall objective of the project is to increase the resilience of both displaced persons and host communities in Jordan and Lebanon to climate change-related water challenges, particularly challenges associated with water scarcity, climate-induced pressures, and population growth in vulnerable areas. The project aims to achieve this objective through four expected accomplishments: A. Strengthened municipal and institutional capacities to assess, plan, and manage climate-related water risks through the development of climate-responsive territorial planning documents, including urban master plans and associated action or investment plans, in order to support municipal governments to manage urban risks and vulnerabilities in the context of climate change, especially water scarcity challenges, and urban (population) growth, including pressures associated with displacement. B. Increased community awareness, ownership, and capacities to operate, maintain, and replicate sustainable water harvesting, supply, and reuse systems, aimed at strengthening the resilience of citizens (DPs and host communities) through improved awareness, and practical capacities to respond to climate change impacts on water resources. C. Expanded access to efficient and climate-resilient water supply systems through innovative and replicable non-conventional water harvesting, greywater treatment, and wastewater reuse techniques, aimed at enhancing the adaptive capacity of the water sector by expanding unconventional water harvesting, and climate-resilient water supply and irrigation options appropriate to the local context. D. Enhanced knowledge management, learning, and replication to document and share lessons learned and support the development of regional approaches for managing urban climate and water risks, including the development of regional urban risks and vulnerabilities management model in the context of climate change and urban (population) growth. *Detailed expected outcomes, outputs, indicators, and targets for each component are presented in the project’s Results Framework and will be provided to the evaluation team as part of the evaluation documentation package. 2. Project Scope and Geographic Focus The project is implemented in Jordan and Lebanon, targeting municipalities and communities that are highly vulnerable to climate change-related water challenges. In Jordan, the project focuses on the municipalities of Mafraq and Irbid, where increasing temperatures, recurrent droughts, declining groundwater availability, and rapid population growth, including large numbers of displaced persons are placing severe pressure on water systems and municipal services. In Lebanon, the project targets the Zahle District, including the municipalities of Zahleh–Maalaka and Taanayel Zahleh Municipality, where water scarcity, untreated wastewater, and high concentrations of displaced populations have intensified the vulnerability of communities and water-dependent livelihoods. Across both countries, climate change impacts have contributed to; reduced availability of safe and reliable water resources, increased pressure on municipal water supply and wastewater systems, and heightened vulnerability of water-dependent households and services. The project operates at two interconnected scales: 1. Municipal scale: strengthening planning capacities through climate-responsive territorial planning, vulnerability assessments, and urban master plans that integrate climate change, water scarcity, gender, and population pressures. 2. The ToC, building on the project’s logical framework, will serve as the central analytical tool for examining causality and the project’s performance.
