مخيم الزعتري للاجئين والمجتمعات المستضيفة.</p><p>ROLE PURPOSE الغرض من المنصب هو أن يتولى حامل الوظيفة الإبلاغ مباشرة إلى رئيس التعبئة الموارد (RM) ويتولى المسؤولية والمساءلة المباشرة عن بناء وإدارة الشراكات الاستراتيجية التي تُتيح تنفيذ البرنامج وجمع التبرعات. سيُدعم في تطوير الأعمال (تحديد النطاق، تكوين الاتحادات، إجراء العناية الواجبة مع الشركاء، مذكرات التفاهم) والتنسيق مع البرامج وMEAL والمالية لضمان وضوح أدوار الشركاء والامتثال والقيمة مقابل المال في العروض. كما يساهم الدور في تطوير أدوات تعزز آلية الشراكة والتنسيق مع أصحاب المصلحة. باختصار، يهدف هذا الدور إلى تقوية بناء الشراكات التنظيمية وإدارتها، والمساعدة في تطوير استراتيجية وسياق مناسبين تضمان احتياجات البلد وأهداف المنظمة.</p><p>DIMENSIONS OF THE ROLE يقع المنصب في عمّان، مع سفر داخل الأردن حسب الحاجة. الإبلاغ إلى رئيس تعبئة الموارد، يعمل الدور ضمن وظيفة تطوير الأعمال ويعمل عن كثب مع فرق البرامج والتقنية والمالية والعمليات لضمان اتساق العمليات. داخلياً، يسهل الدور التنسيق وتبادل المعلومات والمواءمة عبر الأقسام لتعزيز أنظمة الشراكة وتطوير الأعمال. خارجياً، يتفاعل مع المانحين والشركاء ومنصات التنسيق، ممثلاً Plan International Jordan في المنتديات المعنية كما يُفوَّض، لتعزيز التعاون والظهور والتوافق مع استراتيجية البلد.</p><p>ACCOUNTABILITIES دعم الشراكات وتطوير الأعمال</p><ul><li>رئيس RM في تحديد فرص التمويل يوميًا وتنسيق الشركاء مع مختلف أصحاب المصلحة داخليًا وخارجيًا.</li><li>المساعدة في صياغة مقترحات تقنية استجابية ومتوافقة وعالية الجودة لمجموعة من المانحين (المراجعة المكتبية، صياغة سرد المقترح، جمع البيانات والمعلومات ذات الصلة)</li><li>تطوير وتنفيذ توجيهات وأدوات ذات صلة بالسياق لتعزيز أساليب الشراكة العادلة وتحسين جودة العمل البرنامج عند التعاون مع الشركاء مع ربط واضح بـ RM. قد تشمل أدوات مثل تقييمات الشراكة المتبادلة، أدوات رصد الشراكة، وأدوات تقييم/قياس الأثر الحاجة.</li><li>يمثل Plan في المنصات والاجتماعات المنعقدة على المستويات المجتمعية والوطنية عند الحاجة.</li><li>تطوير والحفاظ على شبكة خارجية قوية مع الشركاء (المنظمات غير الحكومية/الجمعيات المحلية الوطنية، المنظمات الدولية غير الحكومية، الأمم المتحدة، القطاع الخاص، المؤسسات)، لدعم تشكيل الاتحادات وتعبئة الموارد.</li><li>حضور الاجتماعات والفرق العمل المعنية عند الطلب.</li><li>الحفاظ على علاقات <p>THE ORGANIZATION Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice. Plan support children to gain the skills, knowledge and confidence they need to claim their rights to a fulfilling life, today and in the future. Plan place a specific focus on girls and women, who are most often left behind. Plan have been building powerful partnerships for children for more than 80 years, and are now active in more than 70 countries. Plan International Jordan is established in 2016 and has programmes in Azraq refugee camp and host communities.</p><p>ROLE PURPOSE The job holder will report directly to the Head of Resource Mobilisation (RM) and will assume direct responsibility and accountability for building and managing strategic partnerships that enable programme delivery and fundraising H/She will support business development (scoping, consortia formation, partner due diligence, MoUs) and coordinate with Programmes, MEAL and Finance to ensure partner roles, compliance and value for money are clear in submissions. The role also involves contributing to the development of tools that enhance partnership mechanism and coordination with stakeholders. In summary, this role aims to strengthen organizational partnership building and management, and to help in developing context-appropriate strategy, processes, and practices that align with country needs and organizational goals.</p><p>DIMENSIONS OF THE ROLE The position is based in Amman, with travel across Jordan as required. Reporting to the Head of Resource Mobilization, the role operates within the Business Development function and works closely with program, technical, finance, and operations teams to ensure coherent processes. Internally, the role facilitates coordination, information sharing, and alignment across departments to strengthen partnership and business development systems. Externally, it engages with donors, partners, and coordination platforms, representing Plan International Jordan in relevant forums as delegated, to promote collaboration, visibility, and alignment with the Country Strategy.</p><p>ACCOUNTABILITIES Partnerships and Business Development Support</p><ul><li>Head of RM in the day-to-day identification of funding opportunities and partners coordination with different stakeholders internally and externally.</li><li>Support the drafting of responsive, compliant and high quality technical proposals to a range of donors (desk review, drafting of proposal narrative, collecting and collating relevant information)</li><li>Develop and implement contextually relevant guidance and tools to promote equitable partnership approaches and enhance the quality of program work when collaborating with partners with clear RM linkages. This may include tools such as mutual partnership appraisals, partnership monitoring tools, and partnership evaluation/impact assessment tools.</li><li>Ensure that the proper steps are taken for partnership management processes, including due diligence, risk identification, partnership agreements, resource planning, and capacity strengthening plans in accordance with the Plan process.</li><li>Provide necessary training to key staff members to promote equitable partnership approaches and improve the quality of partnership management in pursuit of stronger proposals and delivery.</li><li>Provide guidance on suitable training materials and resources to be used with partners to enhance their capacity for effective partnering.</li><li>Support in developing partnership strategies that align with Country strategy, RM priorities (donors, sectors, geographies) and Plan's global objectives.</li><li>Work closely with other departments to elaborate and harmonize tools, SOP, guidelines and conceptual frameworks to support partnership and RM</li><li>Contribute to the budget design where required to ensure that partners budget is align with plan partnership strategy.</li><li>Perform other related duties as assigned by HoRM.</li></ul><p>Coordination and Communication</p><ul><li>Coordinate with other internal departments (program and support) as necessary.</li><li>Represents Plan in platforms and meetings held at community and national level when needed.</li><li>Develop and maintain a strong external network with partners (national NGOs/CBOs, INGOs, UN, private sector, foundations) to support consortia formation and resource mobilisation.</li><li>Attend relevant meetings and working groups where required.</li><li>Maintain positive and productive relationships with governmental partners and donors and support to complete their responsibilities in compliance with donor rules and regulations.</li><li>Undertake all other duties that may be determined by the line manager and that are compatible with the job.</li></ul><p>Child protection, gender equality and inclusion</p><ul><li>Ensures that Plan International s global policies for Safeguarding Children, Programme Participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan</li></ul><p><br></p><p><strong>Desired Candidate Profile</strong></p><ul><li>Essential Minimum 5-7 years of progressively responsible professional experience in project management in sectors of youth livelihood, Education, Child protection, SRHR or youth and women empowerment.</li><li>University degree the field of Social Work, Business, Social Sciences or another related field.</li><li>Knowledge of the context of Jordan with clear understanding of related legal and policies frameworks.</li><li>Previous experience in team leading and implementing through partners projects.</li><li>Experience in development projects in humanitarian or refugee settings, community-based, youth and women empowerment and community participation required.</li><li>Proven experience in working with government entities including follow up on the required approvals and has strong connections and network with different ministries and national stakeholders.</li><li>Familiar with government strategies, requirements and procedures.</li><li>Experience in budget management.</li><li>Experience of working with partners.</li><li>Experience in working with donors including: EU, MADAD, ECHO, private donors.</li><li>Ability to communicate and maintain appropriate and productive relations with a range of actors, including children, parents, local and national authorities.</li><li>Flexible work attitude and ability to work independently within a small team.</li><li>Excellent knowledge of Arabic and English.</li></ul>
