<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>What we are looking for: An experienced shelter professional to support the cluster team in guiding shelter agencies in the development and implementation of shelter programming, to provide safe and resilient shelter solutions. They will ensure that solutions are in line with global standards and best practice. The position holder will coordinate the Technical Working Groups (TWGs), which are created on a needs-basis to address specific issues related to shelter programming, currently there is Emergency Damage Assessment TWG, Cash Market Monitoring TWG, Transitional Shelter Assistance TWG and a new joint technical working group with site management covering topics at site level. Additionally, they will assist in identifying and building relationships with key humanitarian partners for the shelter response, such as national and provincial authorities or technical experts.</p><p>What you will do: Ensure that the shelter response is informed by appropriate relevant Technical Standards, including among others Sphere, and good practice, chairing the Technical Working Groups (TWGs), while promoting the involvement of all stakeholders. Conduct field visits in coordination with SC partners to programme areas and affected communities, which should be used to identify emerging technical issues and trends at field level and document this information so that it can influence discussions at national level. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>IMPACT is currently recruiting a Deputy Country Representative to, under the supervision of the IMPACT oPt Country Representative, oversee the programme management of IMPACT oPt. The role will involve oversight of all IMPACT oPt Research Cycles, line management of all Research Managers and Specialists, liaison with and reporting to donors, Human Resource management (recruitment and staff welfare), external engagement (external representation, partnership development, and maintenance), strategy development, through contextual understanding both of the crisis and the coordination structure, as well as striving for team cohesion. This person will be a key member of the IMPACT oPt Senior Management Team (SMT). The position will also at times serve as the Acting Country Representative in the absence of the CR. The position will be based in Amman with regular travel to IMPACT oPt bases.</p>
<p><strong>RESPONSIBILITIES</strong></p>
<p><strong>Programmes Oversight and Quality Control</strong></p>

<li>Provide high-level line-management to Research Managers (hereafter RMs), including effective delegation of day-to-day tasks to RMs, and ensuring all team members are fully aware of their job description, duties and responsibilities;</li>
<li>In coordination with the Country Representative, oversee that all Research Cycles and associated datasets are conducted in a timely manner, to IMPACT quality standards, and disseminated to relevant stakeholders, in line with the IMPACT oPt strategy and information needs of humanitarian actors;</li>
<li>Monitor the progress and delays of all Research Cycles across each units and ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner.</li>
<li>Ensuring that RMs are provided the programme management training, support, and resources required to effectively and independently manage their Research Cycles. This includes:</li>
<ul>
<li>regular follow-up and check-ins to project plan and identify any challenges or bottlenecks;</li>
<li>supporting in building and maintaining external relationships as relevant;</li>
<li>empowering RMs to take personal responsibility for RCs, and proactively identifying areas where they lack the capacity to work independently. Resolve these issues by developing training plans, and supporting RMs in capacity building junior staff;</li>
<li>supporting project focal points as line-managers in developing strong and healthy teams, and maintaining staff welfare.</li>

<li>In coordination with the Country Representative, maintain IMPACT oPt s strong relationships with its existing donors through regular meetings to brief on project progress, key developments in the oPt context and coordination structure, findings from assessments, concerns with regards to information gaps, as well as development of new grants as needed.</li>
<li>Together with the Country Representative, develop IMPACT oPt s project development strategy, including exploring partnerships with new donors, mapping potential donors, and conducting prospect research.</li>
<li>Support the Country Representative and project development department in tracking donor requirements and deadlines, via delegation and follow-up of tasks to focal points, review, and in some cases drafting of reports;</li>
<li>Lead on building systems to externalise institutional knowledge, to ensure lessons-learned are not lost with staff turnover.</li>

<p><strong>Human Resource Management (recruitment and staff welfare)</strong></p>

<li>Support the Country Representative in IMPACT oPt advocacy work; largely revolving around raising awareness of key findings with regards to the humanitarian situation in oPt and situating these within wider conversations in the response, in order to ensure that key findings are heard and used to inform response strategies and implementation, and that the response is based on reliable information.</li>

He/ she provides procedural guidance to clients and staff across the Organization regarding procurement rules and procedures.</span></p><br><p><br><span><strong>Tasks and responsibilities</strong></span></p><br><p><span>• Coordinate and support the implementation of procurement activities for FAO Jordan in accordance with FAO rules, policies, and procedures, including MS 502 and related applicable guidance.</span><br><span>• Manage and monitor procurement requests received from projects and other internal requesters, including consolidation of procurement plans and follow-up on procurement milestones and progress.</span><br><span>• Review purchase requisitions and related supporting documentation to ensure completeness, accuracy, and compliance with FAO Support the preparation, drafting, processing, and follow-up of contracts, purchase orders, amendments, renewals, and other procurement-related documents under the applicable operational modalities.</span><br><span>• Ensure procurement actions are processed in a timely manner and provide regular updates to requesters and management on the status of ongoing actions and any related issues requiring attention.</span><br><span>• Maintain and update supplier and vendor records, including identification of potential suppliers, review of supplier information, conduct of market research, and support to supplier sourcing and outreach processes, including calls for expression of interest where relevant.</span><br><span>• Conduct market surveys and supplier research using available sources, including online resources, UNGM, and other relevant platforms, and maintain up-to-date supplier information by category and item.</span><br><span>• Evaluate quotations and bids in line with prescribed procedures and prepare the required procurement documentation and analysis for review, approval, and committee submission as applicable.</span><br><span>• Communicate procurement outcomes to successful and unsuccessful bidders after completion of the tendering process, in accordance with FAO procedures.</span><br><span>• Act as secretary to the Local Procurement Committee (LPC) for procurement actions under the relevant modalities, including preparation and organization of documentation and records for committee review.</span><br><span>• Raise and process purchase orders for goods and services in GRMS and other relevant corporate systems, ensuring correct data entry and compliance with approved procurement actions.</span><br><span>• Review and maintain procurement records, registers, and filing systems for requisitions, tenders, contracts, purchase orders, and related correspondence to ensure completeness, traceability, and ease of retrieval.</span><br><span>• Receive, track, and dispatch incoming and outgoing procurement correspondence and maintain proper records of official procurement communications.</span><br><span>• Follow up on approved purchase requisitions, contractual actions, soft commitments, delivery status, and other procurement-related transactions to ensure smooth end-to-end processing.</span><br><span>• Review supplier invoices related to procurement transactions, ensure proper registration and completeness of supporting documentation, and coordinate their onward submission for payment processing in line with applicable procedures.</span><br><span>• In coordination with technical colleagues, follow up on contract execution issues, including delays, non-performance, quality concerns, and application of contractual remedies, as applicable and in line with FAO rules and contract provisions.</span><br><span>• Liaise with Logistics Unit for timely preparation and obtaining letters of import exemption and re-export, follow up on clearance of goods and shipments and ensure safe arrival of the consignments to the final destinations </span><br><span>• Obtain and maintain supplier performance documentation and relevant contract management records upon completion of procurement transactions.</span><br><span>• Prepare monitoring reports, procurement statistics, status updates, and other analytical or management information related to procurement activities, as required.</span><br><span>• Participate in meetings with suppliers, internal requesters, and other stakeholders to facilitate procurement planning, clarification, implementation, and resolution of operational issues.</span><br><span>• Conduct preliminary quality assurance for LoAs, by making sure that in the LoA <p><strong>Senior Public Private Partnerships (PPP) Financial Expert</strong></p>
<p><strong>Project Background:</strong></p>
<p>The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USG, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. </p>
<p>Public-Private Partnerships (PPPs) are a key mechanism for mobilizing private capital, improving public service delivery, and enabling the development of strategic infrastructure and public assets. As Jordan advances its reform priorities and strengthens private sector participation in public investment, government institutions responsible for PPP oversight continue to play a leading role in screening, structuring, and coordinating PPP opportunities across sectors.</p>
<p>While Jordan has an established legal and institutional framework governing PPPs, continued institutional strengthening is needed to build capacity in screening, structuring, and advancing PPP transactions. Strengthening the ability of government counterparts to assess transaction readiness, review financial documentation, and manage active pipeline projects remains a priority for deepening private sector participation in public investment.</p>
<p><strong>Purpose of the Assignment:</strong></p>
<p>ERA will engage a senior finance advisor to provide transactional advisory review support for PPP pipeline projects. Throughout the assignment, the advisor will deliver structured on-the-job support to government counterparts, integrating capacity building within core work processes.</p>
<p><strong>Responsibilities:</strong></p>
<p><strong>Task 1: Senior Transactional Advisory Review for PPP Pipeline Projects</strong></p>
<p>The Senior PPP Financial Expert will provide targeted transactional advisory review support for PPP projects currently under preparation. This assignment is designed to strengthen transaction readiness while deepening institutional capacity through direct engagement with active transactions.</p>
<p><strong>Task 1a: Senior Financial Advisory Review</strong></p>
<p>The Senior PPP Financial Expert will:</p>
<ul>
<li>Review the financial structuring of PPP projects, including revenue models, risk allocation frameworks, value-for-money assessments, and government support or guarantee mechanisms;</li>
<li>Assess the transaction readiness of pipeline projects from a financial perspective, identifying gaps in financial documentation, bankability considerations, or investor readiness;</li>
<li>Provide written financial review notes or assessment memoranda for each project reviewed, with specific, actionable recommendations;</li>
<li>Advise on financial terms and conditions in draft PPP contracts, concession agreements, or related transaction documents, with reference to international good practice;</li>
<li>Conduct targeted working sessions with government counterparts on financial review findings, providing explanations of financial analysis methodology and recommendations to support staff learning;</li>
<li>Contribute to a consolidated advisory review summary report covering all pipeline projects reviewed during this assignment.</li>
</ul>
<p><strong>Task 2: Structured On-the-Job Support</strong></p>
<p>The expert will deliver structured on-the-job support to government counterparts, parallel to the transactional advisory review work. The support is designed to build capacity to independently assess, manage, and advance PPP transactions over time, using live pipeline projects as the learning vehicle.</p>
<p><strong>Task 2a: Financial On-the-Job Support Component</strong></p>
<p>The Senior PPP Financial Expert will:</p>
<p><strong>Briefing & Debrief Sessions:</strong> Conduct structured briefings and debriefs with government counterparts following each financial review, explaining the methodology, findings, and recommendations in accessible, practical terms.</p>
<p><strong>Financial Review Frameworks:</strong> Guide government counterparts through core financial assessment frameworks, including revenue model evaluation, bankability analysis, risk allocation principles, and value-for-money techniques.</p>
<p><strong>Hands-On Coaching:</strong> Coach staff in identifying financial red flags and key risks in PPP transaction documentation, progressively building independent review capability over the course of the assignment.</p>
<p><strong>Annotated Templates & Reference Guides:</strong> Prepare and share practical financial review templates and reference guides that government counterparts can apply independently to future transactions.</p>
<p><strong>OJT Summary Note:</strong> Contribute to a joint Summary Note documenting learning objectives, support delivered, key outcomes by domain, and recommended next steps for continued staff development.</p>

Responsibilities
<p>The selected candidate will play a vital role in supporting the 9th Air Force, a key component of the United States Air Force Central Command (AFCENT) overseeing operations in the Middle East. This position provides subject matter expertise to the 9th Air Force Expeditionary Security Forces Squadron, helping ensure base security and critical support services in one of the most dynamic and strategically important regions in the world.
